TRADE GAINS BASED ON A SOLID FOUNDATION
Fears that the well-advertised improvement in business and industrial conditions throughout the country was "worse than the man" have now income tax bills will be mailed between September 1 and 5.
Meanwhile 80,000 Treasury checks drawn in favor of Southern California taxpayers to cover the 25 per cent refund on income taxes paid in full are being mailed.
This complicates things somewhat, Collector of Internal Revenue Rex D. Goodcell stated yesterday, in advising taxpayers to sit pretty and wait for a bill.
Collector Goodcell said that already many checks are being deceived in payment of the installment due September 15, accompanied merely by letters of transmittal and in some instances remittances are forwarded without any explanation.
In view of the fact that the 25 per cent reduction is being applied as a credit to all outstanding balances, and bills are being prepared showing the net amount of tax due less this credit, the Collector said that taxpayers should await the receipt of bills before forwarding remittances.
It is impossible to credit the remittances now being received prior to the forwarding of bills, inasmuch as a large percentage of the approximate number of 100,000 bills are completed, Collector Goodcell explained.
If a taxpayer should fail to receive a bill by September 5, he should either forward his remittance or communicate with the Collector's office to determine the proper amount to be paid. If he is leaving the city and will not be at his residence between September 1 and 5, the Collector said it would facilitate matters if the taxpayer would communicate with his office and obtain the correct amount of taxes due, and if possible a prepared bill to attach to the remittance.

TRADE GAINS BASED
ON A SOLID FOUNDATION
Fears that the well-advertised improvement in business and industrial conditions throughout the country was a mare "flash in the pan" have now about disappeared. The solid backing of optimism is evident in the unfolding of developments of pronounced constructiveness, and there is reason to believe that the about face now under way toward normal business will be as sudden and sharp as was the sharp slump in the early spring. A resume of the developments of the week demonstrates very clearly that autumn expansion is now well under way. says the Christian Science Monitor.
Listed in the order of the importance, although all are closely entwined, the outstanding features of last week's industrial news was a sharp upturn in retail trade, with considerable activity at the wholesale centers; too; further gains in the index numbers, as based on commodity prices, as a sharp advance in the volume of bank clearings in practically all centers. The nearby settlement of the reparations problem caused cheerfulness in the exchanges with new high points for the year reached by many of them, under the leadership of sterling; the lowering of the rediscount rate of the Federal Reserve Bank of New York brought further strength to investment issues whose trend is guided and influenced by money rates; the rapid marketing of the grain crops because of present high prices further loosened up bank loans in the west and finally the announcement of terms for a one billion five hundred million dollar railroad merger, of which the Nickel Plate will be the nucleus, had strengthening effect on the securities markets, despite the irregularity which prevailed at times because of profit taking.
If further confirmation were desired of a situation which has changed completely about it could be found in the statement of the United States Seel Corporation on unfilled orders as of July 31, showing a total of 3,-187,072 tons, a decline from the previous month of only 75,433 tons, and a certain indication of the fact that "for killing by his lay asleep in his home near Westminster. He was shot with the receiver with which he killed Jasper Griggsby last October. Jealousy was the cause of the shooting.

100,000 Prospective New Homes Swept Away
Secretary Mellon of the United States Treasury estimates that the people of the United States invested $500,000,000 in worthless stocks and securities in 1923.
It came from everywhere. That money was swindled out of people in every state, every county, every town and city. It didn't come from any particular region.
It was taken from the folks who needed HOMES, from farmers who needed BARNS, from unfortunates here, there and everywhere who were actually in need of many, many things in the line of shelter.
At $5000 each that money would have built 100,000 beautiful home would have provided shelter of an attractive character for half a million people.
Make up your mind that the best investment you can make for yourself and your family is in a HOME.
If you already have a Home you can help others get one by placing your surplus funds with the Building and Loan Association, at six per cent and you get your interest check regularly each quarter, without having to think of the details. They do the rest and HOMES.
