PLATFORM
Stands for Water Conservation, Highway Building and a Just Representation by the Southland in the State Legislature.
Orange county, is this year, presenting the name of Thomas B. Talbert of Huntington Beach for the senatorship and it believes there is no man better qualified than he in the entire district to meet the issues confronting us at this time. As to the great question of water development and conservation, which he has studied assiduously for many years past, he is by odds the best informed man in the district.

Tom Talbert has for many years been chairman of the board of supervisors of Orange county, consequently no man in the county is more conversant with the affairs, public and private, not only of this, but of adjoining counties. He is a level headed conservative man, a man of excellent judgment and when occasion requires can express himself in vigorous and convincing manner. He is also president of the State Association of County Supervisors. He is in accord with Governor Richardson in all public matters and is well posted on all state affairs.
Orange county is at present associated with two other counties in the senatorial district, but the new apportionment bill, introduced at the last session of the legislature, divided the district constituting Orange one district and Riverside and Imperial another. This bill failed of passage, but will probably become a law at next winter's session. The senator elected this fall will represent the three counties during his term, at the expiration of which Orange county will comprise a district of its own.
In a statement announcing his candidacy Talbert says:
"Southern California has for years been deprived of proper representation in the legislature, the present apportionment being long ago antiquated by the rapid growth of this end of the state. Reapportionment is overdue and I shall certainly align myself with the movement to secure it. Orange county should have a senatorial district to itself.
While favoring reapportionment, I would at the same time favor a restriction upon the representation apportioned the cities of Los Angeles and San Francisco. There should be, in my opinion a curb upon the large cities in order to maintain a balance of power.

"The Mecca-Blythe and the Yuma highways should be completed at the earliest possible time in order to provide a missing link in transcontinental thoroughfares of tremendous importance to Southern California. I consider these among the very important tasks ahead.
"The proposed farm school should be located in an agricultural community, not among skyscrapers. That should, it seems to me, be obvious, though a serious effort seems to be afoot to locate the school among the skyscrapers.
"Orange county has from the first supported Riverside county's campaign to bring the farm school here, and if elected, I will carry that support to the senate.
"Development and conservation of water are vital matters, I realize and should be promoted whenever and wherever the opportunity arises. I believe my record as a supervisor demonstrates my position on this issue as clearly as it could possibly be presented. The tri-counties conservation project is an example."

Orange County Will Give Him Overwhelming Majority, with Heavy Support in Riverside and Imperial Counties|Assured.
Reports from Riverside and Imperial counties indicate that T. B. Talbert Orange county's candidate for the Republican nomination for State Senator, has a surprisingly large following there. Although a Riverside man has entered the race against him the first suggestion that Mr. Talbert be a candidate came from leaders of the party in that county. Knowing his fitness for the office, knowing him to be well posted on the needs of the district, knowing him to be in full accord with President Coolidge as well as with the administration at Sacramento, and

In Imperial county which has no candidate, sentiment for the Huntington Beach man is said to be overwhelming.
Friends of the Riverside man claim that county should name the candidate for senator this year because of an agreement entered into many years ago, giving to Orange and Riverside counties the senator alternately. Orange county will be constituted a Senatorial district by itself when the reapportionment bill, passes during the next session of the legislature, consequently this agreement is null and void. Many prominent Riverside Republicans have repudiated the agreement, else they would not have launched the campaign for Mr. Talbert.
This old time gentlemen's agreement was never much in favor in this county, for it felt that when a man goes to the senate for a single term he comes to be regarded as a lightweight among the solons at Sacramento. He receives no important committee assignments and in other matters of importance is cast aside and is of very little use to his district or the state. This agreement grew out originally from the animosities existing between San Bernadino and Riverside following the creation of the latter county, which cut away from the former. Neither would stand for a senator from the other for more than a single term and so the agreement was passed on to us, over the objections of many eletcors down this way. It is now happily at an end and with the erection of Orange county into a senate district we shall aim to elect a good man to the place and keep him there. That is the way to have a man of influence in the senate at Sacramento.
In Mr. Talbert, we have a splendid Coolidge Republican and a splendid gentleman in every way. He is by odds the best qualified man in the district to cope with many important matters which will engage his attention at the state capital.
