VOTER DEMANDS THAT PEOPLE KEEP FAITH ASKS SOME PERTINENT QUESTIONS OF E. H. METCALF RELATIVE TO INTERVIEW Says Supervisor Schumacher Has Kept Faith with ePople of the Third District, and it is Their Duty To Keep Faith With Him—A Square and Able Official Who Has Earned the United Support of His Constituents for Re-election. Under date of August 19, Thomas Crawford writes "Yet another Open Letter" to Mayor E. H. Metcalf relative to his recent statement in support of certain candidates whose names appear on the primary ballot next Tuesday. Following is the letter. The people of Anaheim were pained and distressed recently to discover that you, the head of the "present city administration," had urged Mr. S. most charitable construction which can be placed on your actions. But if you are subject to such lapse of memory, you are not a very safe leader for the voters generally to follow — not even for "the supporters of the present city administration," to whom you made an especial appeal. Your gratuitous insult to the voters who are supporting Messrs. Hartranft and Schumacher, when you invoked the ghost of the old Anaheim wet machine to scare the voters into voting according to your system, is something for which you have as yet offered no explanation. Neither have you offered an exranft to become a candidate for memranft to become a candidate for member of the State Assembly, then signed his petition as a candidate and afterwards gave the Plain Dealer an interview in which you supported an opposing candidate for member of the State Assembly. Nor will the voters expect any explanation of why you signed the petition of Wm. Schumacher as a candidate for supervisor and then came out in support of his opponent. Your record in these matters is an open book. And yet, in the face of this record, you have the audacity to ask the voters to "keep faith" with Riverside county by voting for Chester Kline for state senator. "Keep faith," indeed! Such things, fortunately, do not happen very often in politics. Those who presume to lead don't generally consider this "double cross" method as being according to the rules of the game. I know that men engaged in political activities sometimes step across the line and do things which are not quite reputable; but seldom do they go so far astray as in the case under consideration. But evidently yours is a system. Evidently your attitude towards the candidacy of Mr. Hartranft is not the exception, but your usual and ordinary method of procedure. Yesterday I had occasion to visit the county court house at Santa Ana and called upon Joe Backs, who, upon request, showed me the petition for placing the name of Wm. Schumacher on the ballots for the primary election as a candidate for re-election to the office of supervisor for this district. Glancing over the names of those who had signed this petition for Mr. Schumacher's candidacy for supervisor, I found your signature among the others. No, there isn't any doubt of it. Sure enough, it was there. If you, or any other person has any doubt, just call Joe acks and see for yourself. Then I recalled that in your interview given to the Anaheim Plain Dealer about a week ago, you supported the candidacy of Perry Woodward for supervisor for this district. Right about face! So it appears to be a system—sign the petition of a candidate and then give your support to his opponent. Some system! Playing both ends against the middle, as one might say. This is something new in politics in Nor will the voters expect any explanation of why you signed the petition of Wm. Schumacher as a candidate for supervisor and then came out in support of his opponent. Your record in these matters is an open book. Hartranft and Schumacher, both of whom have "kept faith" with the people. They will "keep faith" with Mr. Hartranft because they know him to be an honorable man well fitted by training and experience to represent them in the State Assembly. They will "keep faith" with him in spite of the unseemly attempt to make it appear that he is "wet" and that his supporters are the "old Anaheim wet machine." as you have unjustly attempted to label them. There are hundreds of voters—yes thousands of voters—in and around Anaheim who well know that in every campaign when the liquor question was an issue Mr. Hartranft was a tower of strength to the dry cause. Practically every voter who lived in Orange county when this county was afflicted with saloons remembers the service which was rendered to the dry cause by Mr. Hartranft. These are the wet side as well as those on the dry side, can equally testify to the fact that Mr. Hartranft never could be thought of as being "wet" despite your unfair insinuation. They will "keep faith" with Bill Schumacher because he has "kept faith" with the people of this supervisorial district and with the people of the entire county; because not only has he well and truly represented this district, but he has been a thoroughly efficient public servant for the people of all of Orange County. Your attempt to dictate all nominations from congressman to constable shows how well you follow the admonition to "keep faith". But the voters are not used to your system of keeping faith. So they will follow their own inclinations and "keep faith" with those who know the real meaning of such words. Yours very truly THOMAS CRAWFORD. Allen and Woodward think about this performance? Surely they are not so greedy for one vote that by such devious methods they would rob opposing candidates of your lone, solitary vote. They can hardly believe that any one will be influenced by your interview; so no doubt they know that your only own, solitary vote is at stake. When you signed the petition for the nomination of Wm. Schumacher for supervisor, no doubt you had in mind the very efficient service which that gentleman has given to this district. No doubt you had in mind that we had an excellent system of goods roads, largely due to the efforts of Mr. Schumacher. No doubt you had in mind the fact that Mr. Schumacher has dealt fairly with all parts of this district — perhaps the most important district in the county. No doubt you also list in mind that Mr. Schumacher, because of his fairness in dealing with all county problems, has earned the goodwill of his associates on the county board, and is thus in a position to continue to render efficient service to the people of this district. Then, when you gave that interview to the Plain Dealer, perhaps you had a lapse of memory. ORANGE COUNTY EIGHTH IN NUMBER OF VOTERS Orange county stands eighth in the state in the registration figures for the August primaries, being far ahead of San Bernardino, San Joaquin and other populous counties, according to figures made public by Secretary of State Frank C. Jordan. Following are some of the figures: Los Angeles 572,139 San Francisco 198,364 Alameda 182,815 San Diego 57,082 Fresno 44,947 Santa Clara 42,238 Sacramento 40,311 Orange 38,802 San Bernardino 34,294 San Joaquin 26,060 Riverside 19,061 Alpine county stands at the foot with only 71 registered voters. The entire registration of the state is 1,621,453. The Registration by parties is: Republican 1,084,997; Democratic 367,-277; Socialist 19,544; Prohibitionist 19,059; declined to give party affiliation, 129,509; miscellaneous, 1068. The registration for the August primary in 1922 was 1,452,293. For the general election in November of the same year the registration was 1,532,-384. The facts of the situation are as follows: Mr. Evans and Mr. Kline were considered and talked of as candidates from Riverside County. Mr. Evans had announce his candidacy but had not yet taken out his nomination papers when some of my costituency both from Riverside and Orange county began advocating my candidacy. As a matter of fact my candidacy has been advocated from various quarters since more than a year ago when the Orange county realtors association wanted to endorse me at one of their annual meetings at Orange County Park. However, I asked them to hold their action. As the atmosphere in politics waxed warmer, pressure was continuous. It was, as is being charged, the eleventh hour and no one had yet filed their nomination papers. I finally concluded to consider running but only under one condition and days. Since then, we have a new system, the direct primary has become a law whereby any person has a right to become a candidate if he is able to secure the necessary amount of signatures from the people. Since that time Imperial county has been added to the district. I do not believe that it is fair to the younger generation to tie their hands with any old political traditions made long ago in the days of the Southern Pacific machine managed conventions. In the circulars for Kline they are trying to make capital of who is trying to bring Talbert out. I would be very pleased to compare the men who fostered my candidacy with the men who fostered Kline's candidacy. I believe Orange, Riverside and Imperial counties would like to know who on earth pressed Mr. Kline into the Senatorial limelight. It has been circulated that I hall from one corner of the county. To make political capital out of what part of the district I come from seems about as ridiculous as some other propaganda that is being handed out. I maintain that any part of any district should have the same equal rights. At this day and age it seems quite easy for someone to try and put you in the black list but I want to say to the people of the 39th district this if there is a man who can show or prove Tuesday next the people of Northern Orange County will go to the polls to select the men who will represent them in various public offices all of which require men of unflinching character, sterling integrity and devotion to principle. It is a huge powerful corporation owned by the people and controlled by them through the ballot. What is more logical than to hire the best men that are available for the job of transacting your business? If you as an individual were to hire a man what would you expect of him? Would honesty, ability, courage and courtesy satisfy you? If you engaged a man and found after twelve ears of service he possessed all of these qualifications would you engage him for a longer period of service or would you try another man, untried and unknown? Many a man who can pass muster in civilian life can not measure up to the strenuous test required by public opinion, when that man is put in a position of public trust. Bill Schumacher has been tried and has measured far above the ordinary standard of public servants and when election day comes, go to the polls, do your duty as a citizen of the greatest country of the world, cast your ballot for the men who have made good and you will be able to say you fulfilled the duties of citizenship and further more you will have saved yourself dollars and cents. I then felt free to become a candidate inasmuch as neither faction in Riverside County felt favorable to Mr. Kline's candidacy and the leading political spirit over Orange County felt likewise. About this time Mr. Kline took out his nomination papers. So far as keeping "the honor roll" and "breaking faith with Riverside county" are concerned, I think Mr. Kline and his constituents are worrying more about that for lack of votes, than are the people of Riverside county, as will be proved when the returns of the Primary election are complete. As for taking undue advantage or hogging anything in any political situation, I have no desire to do anything of the sort. Analyzing the situation a little further, this agreement that is talked of, which after all I do not consider much of an agreement, was made back in the old Southern Pacific Convention of the county. I maintain that any part of any district should have the same equal rights. At this day and age it seems quite easy for someone to try and put you in the black list but I want to say to the people of the 39th district this if there is a man who can show or prove himself any more 100 per cent American or a more faithful worker for the district which he proposes to represent, I would like to look him over. I have represented this county for the past 15 years during which time I was President of the Supervisors State Association and at present am Vice President of the Southern California Supervisors' Association. In co-operation with our neighboring counties in various ways such as reforestation, flood control, in county hospitals, harbor development and so forth, no one can say I have ever showed a disposition to be unfair or dishonorable and if I thought there was any reason that I could not go to the legislature and represent these three counties with the same unprejudiced, fairminded spirit, I would not have considered becoming a candidate. I trust I have given you a fair under standing of the situation and assure you I have not leaped into this race without due thought and consideration. All I ask is that you analyze this situation thoroughly and figure out in your minds the candidate whom you prefer to place your confidence as your representative in the state legislature for this 39th Senatorial District for after all the right man in he right place is what counts. Brookins and Mrs. Addie Wiley, the Anaheim couple, again convicted of a statutory offense, were sentenced to five years in the penitentiary Friday b y Judge Drumm. Application for probation was immediately filed. The conviction of Brookins and Mrs. Wiley, based upon charges that both separated from their respective mates and lived together as man and wife in a cottage at Newport Beach, where they were arrested last January, was the culmination of three trials held before Judge F. C. Drumm and a jury in the superior court. The first trial, having resulted in a jury disagreement, a second trial was held the defendants being found guilty. A third trial was granted, however, being held last week. The case went to the jury at 4:15 p.m. Tuesday and an hour later the jury returned a verdict of guilty, announced by Foreman Anderson. An expression of disappointment appeared momentarily on the faces of the defendants. Then they resumed the emotionless countenances that had marked their demeanor throughout the three trials. Attorney Charles D. Swanner, counsel for the defense, announced that there would be no attempt to set aside the result of the third trial. That sum will be ample for the construction of a 200 kilowatt plant which will make this city independent of corporations and will guard against any future annoyance by reason of a shortage of the necessary supply. "Aside from the fact that we feel certain a municipal plant will prove an economy over our present rate with the Edison company," says Mayor Metcalf, "there are two other very important reasons for the plant: —Anaheim's source of supply will be in its own hands, avoiding power and light famines as that being experienced at present. 2—We have learned from experience that as long as the law gives the railroad commission such powers as it enjoys now, the city cannot make a contract with the Edison company that cannot be changed in its rate provisions. We are now paying far more than the contract calls for and the railroad commission has just authorized another sharp increase. "I realize that the success of any municipal project of this kind rests very largely with the executives directly in charge. I feel that we are very fortunate in having men connected with the city power department who are entirely competent to proceed with such an undertaking. Codifying all the ordinances of the city adopted since Anaheim became a self governing municipality was decided upon and City Attorney Webb was employed to do the job. Webb agreed to undertake the work for $500 which the trustees considered a reasonable figure. A committee was appointed by Mayor Metcalf to assist in the arrangements for Defense Day, Ray Smith, Arnold Enearl, Jack Hebson, H. D. McFarland, G. W. Sloop, C. C. Lamb and V. W. I shall seek, among other things, to secure state co-operation in our county problem of conserving the water resources of the Santa Ana river basin. I shall seek to aid in the advancement of our highway projects in this county. I shall, if elected, throw my efforts toward the strict enforcement of our prohibition laws. I shall favor a rigid scrutiny of the expenditures of the state to the end that taxes, which are always in the final analysis paid by the people, are made as light as possible." I have no personal grievances against any person and I feel that I shall be able to deal with the officials of the state administration in a manner which will be beneficial to the interest of Orange County.
