DEPRESSION ON FARMS
SEVERE LOANS BLOW
In a report made by Norton L. Corley, member of the Federal Farm Loan board, the agricultural depression all over the country, not merely in California and Orange county, was declared the most severe test Federal land banks have had during the past three or four years. The report gives the grower here a clear idea of conditions throughout the United States.
"In the wheat sections of the country where 2,000,000 farmers are directly affected by low wheat prices," Corley said, "the wheat dollar is worth only sixty cents as compared with the dollar value of the pre-war period. The suit of clothes that cost the North Dakota farmer twenty one bushels of wheat in July, 1913 costs him thirty riculture concludes the percentage that cost him 103 bushels, now requires 166 bushels.
"The farmer enters this lower price level with farm debts virtually doubled. As a resident of the west, I have known of extensive crop losses and ruinous prices before but the situation was not so embarrassing because of the smaller amount of debts.
"Estimates of the department of agriculture give us a volume of short time loans to farmers on January, 1924, as $2,650,000,000. On January 1, 1921, short time loans aggregated $3,870,000,000. The farm mortgage indebtedness in 1914 was $3,598,985,000 which in 1920 had increased to a total of $7,857,700,000.
The report of the department of agriculture for the year, 1923 shows that in a survey made of owner-farmers in fifteen corn and wheat producing states, more than 8 1-2 per cent lost their farms with or without legal process between 1920 and the spring the country nor can we doubt that farmers prosperity will be restored."
COOLIDGE SENTIMENTS
Two states in the union, Massachusetts and California, have real statutes protecting women and children. Limited hours of labor.
The Massachusetts law was signed by Calvin Coolidge as Governor over the protests of the powerful manufacturers.
In his address before the Bar Association's convention in San Francisco in 1922 Coolidge declared he would rather be known as the governor who signed the forty-eight hour bill than as the governor during the Boston police strike.
The following is the conservation plank of the Republican platform that President Coolidge warmly approved and which is one of the contributing reasons why Gifford Pinchot indorses his candidacy:
"We believe in the development, effective and efficient, whether of oil timber, coal or water power resources of this government, only as needed and only after the public need has become a matter of public record, controlled with a scrupulous regard and ever vigilant safeguard against waste, speculation and monoply.
"The natural resources belong to all the people and are a part of an estate belonging to generations yet unborn. The government policy should be to safeguard, develop and utilize these possessions. The conservation policy of the nation originated with the Republican party, under the inspiration of Theodore Roosevelt. We hold it a privilege of the Republican party to build as a memorial to him on the foundation which he laid."
Again the touch of Roosevelt is evident.
Fuel. With the enormous existence, failure of seals to be tolerated. Those conditions in this undertake its reform any charge of profiteer.
In measuring the President Coolidge's from the high lights there stands foremost declaration to Congress.
"The world has had curse of hatred and destruction and war. It is of the wrongful use of For the healing of the must be a good will ifidence and peace. This for a more practical use, and more relianceiple that right makes. It is necessary not only but to make sacrifice. The spiritual forces of its final determination these voices that speak. Whenever righteous purpose thou doubt that they will it has taken her place Republic, free, independent. The best service that to humanity is this place will be made."
The report of the department of agriculture for the year, 1923 shows that in a survey made of owner-farmers in fifteen corn and wheat producing states, more than 8,120 per cent lost their farms with or without legal process between 1920 and the spring of 1923, and in addition more than 15 per cent of the owners were, in fact, temporarily insolvent but held on through the leniency of creditors."
Cause of the depression as evidenced in the report was given by Corey as the lure of city wages against those of the farm. He states:
"The unsatisfactory financial condition of farmers, due to the inadequate price ratio, together with the attractive wage scale in the industrial centers, is undoubtedly responsible for a substantial part of the movement from country to city. In 1922 there was a not movement of 1,120,000 persons from farm to city. From a survey of vacant houses, the department of agriculture concludes that the percentage of all inhabitable farm houses, not occupied in the United States increased from 4.7 per cent in 1920 to 7.3 per cent in 1922.
"There already is a drift toward better conditions. We have already passed through the worst of this unfortunate experience. Land values are becoming stabilized in many sections and sales at reasonable prices are beginning to multiply. There can be no doubt as to the fundamental soundness of the farms and the farmers of all the people and are a part of an estate belonging to generations yet unborn.
"The conservation of human resources is one of the most solemn responsibilities of government. There is an obligation which cannot ve ignored and which demands that the federal government shall, as far as lies in its power, give to the people and the states the benefits of its counsel." The suggestion for the creation of a cabinet post of Education and Relief is approved.
It was not Torles who crowded the deck of the Mayflower and who made their home on the stern and rock bound New England coast. Coolidge, as one of their descendants, is true to that anti-Tory spirit when he says:
"We need faith that is broad enough to let the people make their own mistakes. Let them come into knowledge and understandings by their own mistakes."
In his message to Congress in December President Coolidge struck an unhesitating blow at the exploiting coal barons.
"The cost of coal has become unbearably high," he said. "It places a great burden on our industrial and domestic life. The public welfare requires a reduction in the price of all the people and are a part of an estate belonging to generations yet unborn. The government policy should be to safeguard, develop and utilize these possessions. The conservation policy of the nation originated with the Republican party, under the inspiration of Theodore Roosevelt. We hold it a privilege of the Republican party to build as a memorial to him on the foundation which he laid."

fuel. With the enormous deposits in existence, failure of supply ought not to be tolerated. Those responsible for the conditions in this industry should undertake its reform and free it from any charge of profiteering."
In measuring the character of President Coolidge's statemanship from the high lights of his utterances there stands foremost this advisory declaration to Congress.
"The world has had enough of the curse of hatred and selfishness, of destruction and war. It has had enough of the wrongful use of material power. For the healing of the nations there must be a good will and charity, confidence and peace. The time has come for a more practical use of more power, and more reliance upon the principle that right makes its own might. It is necessary not only to have faith, but to make sacrifices for our faith. The spiritual forces of the world make its final determinations. It is with these voices that America should speak. Whenever they declare a righteous purpose there need be no doubt that they will be heard. America has taken her place in world as a Republic, free, independent, powerful. The best service that can be rendered to humanity is the assurance that this place will be maintained.
AT "OUR EXPENSE"
The politicians and agitators who are constantly attacking established business, industry and government, care little about the ultimate effect of their inflammatory preachings so long as they gain the temporary advantages or votes which they seek.
Do you see any of the reds or half reds or socialists going to Russia or any other country where the establishment of their revolutionary doctrine has made the ordinary citizen structive measures claim to be carrying on their activity in the interests of the people by attacking industries and corporations.
They refrain from saying that if they are successful in their plans they will not only destroy the corporations but they will "destroy the right of private citizens to build other corporations, companies, organizations" or whatever you wish to call them. When you remove the right of citizens to do business in groups you remove or limit the right of the citizen to do business as an individual.
Our forefathers fought to make a free people. Will we quietly allow our rights and freedom to be taken away due to our lack of interest in the matter?
It is up to each of us individually to defeat the predatory socialistic interests seeking to usurp our rights today through various camouflaged schemes to put the state or government into business at "our expense."
MUSCLE SHOALS SITUATION
A few months ago business men and manufacturers in the southern states began to realize that they had a very direct interest in the development and distribution of the immense water power at Muscle Shoals.
It was undoubtedly this awakened public interest in the matter that prevented final Congressional ratification of the Ford proposal which would have tied this national asset in the hands of one man for 100 years—50 years longer than our federal laws permit the leasing of government water power sites.
There has been scant favor shown in the South for the Norris substitute for the Ford offer as government ownership and operation has little appeal.

Do you see any of the reds or half reds or socialists going to Russia or any other country where the establishment of their revolutionary doctrines has made the ordinary citizen a mere slave working to pay salaries to an army of public officials? No you do not, the agitators stay right in a prosperous country like this where they can keep their bellies full while trying to ruin the nation that feeds them.
It will be a sorry day for our people if our government is changed so as to launch it into industrial undertakings rather than confining its functions to purely governmental affairs, as the founders of our country intended.
Agitation for government or state ownership of various lines of business and industry is really for the benefit of the office holding class only as it cuts off the right of the private citizen to do business in every life taken over by the government.
In the agitation for state development of water power resources, monopolistic state laws covering usually insurance of railroads, we see the entering wedges which the destroyers of safe and sane government are trying to drive into our solid constitutional form of government.
The force of the whole proceeding is that the proponents of all these de-

Sentiment seems to be strongly in favor of private ownership, or lease, with the public amply safeguarded by all necessary restrictions.
If it is possible to make cheaper fertilizer at Muscle Shoals the people would like to see that done first, and then have the surplus power distributed to industries and small customers in an equitable manner under state regulation and control as now in force with our private electric companies.
With the national debt reduced by two and a half billions the Democratic Party will find difficulty in puncturing the financial record of the Republican administration.
