"The change in the procedure in the Senate and House to accord with the changed methods in the executive branch has worked equally well. The wide margin between executive estimates and congressional appropriations has narrowed. The past year and the year just closed find the appropriations made by Congress not more than $10,000,000, less than the proposals submitted by the President. The cooperation of the executive branch of the government with the legislative branch under the budget system has been the chief factor in the success in keeping down the appropriations and expenditures of the government and making possible the natural sequences of such efforts, namely, tax reduction and diminution of the public debt."

THE BUDGET SYSTEM
The success of the Budget System as a factor in keeping down expenses and in establishing harmony between the Executive Branch of the government and the legislative branch, was impressively shown by Congressman Madden of Illinois, chairman of the House committee on appropriations.
In an address in the closing days of the recent session of Congress, Mr. Madden reviewed the record of the Republican Congress which came into power in March, 1919, when Wilson was still president, and after showing that the Republicans had saved the nation more than $3,800,000,000 by cutting demands made by the Democratic regime, he took up the budget matter, saying:
"The new congress at once realized that the conduct of the finances of the government according to safe principles could not be accomplished without the inauguration of a systematic procedure. It accordingly prepared and presented to President Wilson the budget bill. His veto of that legislation postponed until the advent of the present administration the enactment of that important measure The new law was signed by President Harding on June 10, 1921. Its operation has covered the period of three full fiscal years of expenditure and the preparation of secure the payment of one certain promissory note in favor of A. A. Mills and Pamella H. principles could not be accomplished without the inauguration of a systematic procedure. It accordingly prepared and presented to President Wilson the budget bill. His veto of that legislation postponed until the advent of the present administration the enactment of that important measure The new law was signed by President Harding on June 10, 1921. Its operation has covered the period of three full fiscal years of expenditure and the preparation of the budget for the next fiscal year.
"The accomplishments under the new system have exceeded the expectations of those who championed its installation. The outstanding principles are, namely: (1) The placing upon the President of the responsibility for the submission of co-ordinated expenditure and revenue proposals to Congress; (2) the business control required to be exercised by him over expenditures after the appropriations have been made; (3) the centralization over the making of appropriations in a single committee in case of the Senate and House of Representatives; and (4) the creation of a centralized and independent audit of accounts.
"To the late President Harding and his first director of the budget, General Dawes, are due great credit for the successful inauguration of the executive phase of the system. To President Coolidge and the present director, General Lord, who have followed earnestly and courageously the standards set by their predecessors merited praise should be accorded. The success of the budget is in direct proportion to the interest taken and the Republican incumbents have begun and carried on a procedure that has not only placed the finances of the country on a sound basis but has

100,000 Prospective New Homes Swept Away
Secretary Mellon of the United States Treasury estimates that the people of the United States invested $500,000,000 in worthless stocks and securities in 1923:
It came from everywhere. That money was swindled out of people in every state, every county, every town and city. It didn't come from any particular region.
It was taken from the folks who needed HOMES, from farmers who needed BARNS, from unfortunates here, there and everywhere who were actually in need of many, many things in the line of shelter.
At $5000 each that money would have built 100,000 beautiful home would have provided shelter of an attractive character for half a million people.
Make up your mind that the best investment you can make for yourself and your family is in a HOME.
If you already have a Home you can help others get one by placing your surplus funds with the Building and Loan Association, at six per cent and you get your interest check regularly each quarter, without having to think of the details. They do the rest and HOMES, Beautiful Homes for worthy people are the result.

There are obvious benefits to the purchaser in Dodge Brothers policy of making constant, gradual refinements in their product instead of changing from one design to another year after year.
Chief among these is the fact that the car may be operated throughout the full limit of its usefulness without the extra depreciation loss which results from a rapid succession of radically different models.
