WHO IS TO BLAME IF COOLIDGE PROGRAM IS NOT ADOPTED?
A Democratic editor, whose clock stopped on the 1st of November, 1920, finds that Calvin Coolidge "feels the stirring of the progressive germs within him when dealing with questions of foreign policy." This is very gratifying indeed. Had this editor followed the course of the Republican party during the last four years he would have discovered long ago that it was one of progress, not only with regard to foreign relations but for domestic concerns as well.
Omitting any consideration of what transpired before Mr. Coolidge became President, we may mention that he has been able to restore full, friendly relationship with Mexico. He has held out the olive branch to Russia, asking only that the soviets grant us what they are now proposing to yield to England. He has held the balance level in dealing with the many vexed questions in Europe, particularly those between France and Germany. Nothing that has transpired since the signing of the armistice has been of more importance to the peace of the world than the report of the Dawes commission. Surely the Democrats will allow the President some credit for having set that commission to work.
In domestic affairs Mr. Coolidge has held constantly to one purpose. He has sought to reduce the burden of taxation, to increase the efficiency of government without adding to its cost. He has proposed measures for the relief of the distressed farmers, and has suggested ways for bettering business in general.

A GREAT RECORD
The Democrat-radical coalition in the Senate that has so long delayed effective legislation by that body might well look over the record of the executive branch of the Government since the Republicans came into power on March 4, 1921. The results accomplished toward improving the position of the United States in the family of nations, contributing to the maintenance of world peace, and hastening the return of this and other countries to a state of normalcy following the war, offer a record of constructive diplomacy perhaps never before equaled in American history.
Treaties of peace with Germany, Austria, and Hungary, delayed by the Wilson Administration for two and a half years, were finally completed and ratified. A convention with Germany was concluded for the settlement of the war claims of American citizens. A treaty was negotiated with the new government of Turkey. Extradition treaties were ratified with Estonia, Latvia, and Siam. The arbitration convention of 1908 was extended with Great Britain, France, Japan, the Netherlands, Norway, and Portugal. A treaty with France recognized the rights of Americans in Togoland and the Cameroons, as did also a treaty with Belgium relative to part of the former German colony of East Africa. A plan for the repayment of the American army of occupation on Rhine has been agreed to. Arrangements for the refunding and eventual repayment of the debts owed the United States by Great Britain, Finland, and Hungary have been consummated, and other debtor countries are taking similar steps. An understanding with Great Britain has been reached for the extension of the 3-mile limit of ter-

Is the President to blame because the Democrats in Congress have resolutely declined to support him in a single measure for what seems the good of the country? Who defeated the Norbeck-Burtness bill? It went down under an avalanche of Democratic votes in the Senate. Who has held up the McNary-Haugen bill? The same combination of partisan obstructionists. This may be "squinting coldly at the farmer," but it is the Democrats who are doing the squinting.
As to the actual accomplishment, the President has secured the formation of an Agricultural Credit corporation, which is functioning for the relief of the wheat farmers of North Dakota. This was achieved by an appeal to private citizens, and did not depend on Congress, or it might never have gone through. It was done after the Senate had defeated the Norbeck-Burtness bill and was then the only avenue through which immediate relief could be had for the farmer.
The President has urged on Congress a reconstruction of the freight rates schedule, that farmers may be helped. The matter still is before a committee, where it has rested for nearly five months.
The President has recommended relief for the farmers of the reclamation districts. That, too, is before Congress.
Plans for tax reduction have been bandied about by committees and members, and no sign is yet given whether taxes will be lowered on any one. Congress is to blame for this, and not the President.
The President asked that plans be made for improving internal waterways, to the end that benefit might be had from a transportation facility that is now wasted. Congress has so far paid no attention to this request.
These are only a few of the domestic matters to which the President has given attention, and which Congress has set aside to wait until the great game of government by inquisition be played to a finish. Seven Democrats senators have filled two-thirds of the time of the Senate for longer than two with Belgium relative to part of the former German colony of East Africa. A plan for the repayment of the American army of occupation on the Rhine has been agreed to. The Washington Armaments Conference brought forth treaties limiting naval armaments, land fortifications, and the use of submarines and poisonous gases in warfare; removing disagreements with Great Britain, France, and Japan concerning Pacific Island possessions; setting forth principles to be followed by nine powers in matters concerning China; and revising the Chinese customs tariff so as to increase the revenues of China.
In the Western Hemisphere similarly notable results have been achieved. The long drawn out controversy with Colombia was allayed through the ratification of a treaty satisfactory to both countries. The difficulties with Mexico were finally brought to an end, largely through personal intercession of President Harding with President Obregon, and a convention was signed for the adjustment of American claims against that country. A way was found to arbitrate the 40-year old boundary dispute between Chile and Peru, involving the Tacna-Arica territory, and President Coolidge, as final abiter, is now sitting in udgment on the case.
Economic chaos and possible civil war were averted in Cuba through the sending of Gon. Crowder to the island. Haiti was rid of its lawless element, and the Haitians assisted to a new condition of order and prosperity. A boundary dispute between Costa Rica and Panama was precented. Agreements among the five Central American Republics were obtained, whereby their armaments are limited and future disputes referred to arbitrators.

The Constitution of the United States prudently forbids the executive from interfering with the legislative branch in the discharge of its allotted part in the government. It does require him, however, that he advise the Congress from time to time on the state of the Union. This Mr. Coolidge has done. He can not, though, compel action on any of his suggestions.
Equally, the Constitution forbids the legislative to interfere with the executive. How has this been observed? A program of cabinet-smashing has been substituted for one of progressive legislation. Instead of making laws, the Democrats in Congress are making political speeches, and refusing to let bills that are needed come to a vote.
In his message, read to Congress in December last, the President definitely and specifically pointed out subjects for consideration and legislation concerning domestic affairs. Three times since then he has addressed Congress on specific matters, especially for the relief of the farmer. Once he has tried to stir the members into action, and met only derision and abuse from Democrats. Whose fault is it if nothing has been accomplished?

In recent months, the California Highway Commission has obligated approximately $1,500,000 of motor vehicle fees and gasoline tax funds in Southern California, largely for the widening and thickening of pavements. Contracts for new work will take into consideration the traffic problem and new pavements will not be less than twenty feet in width, and in many places much wider.
Between San Diego, and Oceanside, the existing pavement is being widened to twenty feet. Thousands of dollars additional will be expended in eliminating dangerous curves and grade crossings on this section.

work has been done in numerous places, and, at present, widening of shoulders is underway north of Quail Lake. Considerable work also is being undertaken on the Ridge Route where a day labor force with a power shovel is "daylighting" and widening blind curves, and otherwise improving the road and making it safer. Electric lights have been installed in the Newhall tunnel.
In the near future, construction of important units of the Walker Pass route, east of Bakersfield, will be started.
Widening work is being completed on the Mountain Springs grade, between San Diego and El Centro on the Borderland Highway, where a big betterment program has been under way.
North of Los Angeles on the Ventura Boulevard (Coast route to San Francisco) we have two contracts under way for widening and thickening the existing highway which will make a great improvement in conditions in that section.
Farther north, the Rincon seawall and causeway soon will be under way and south of Santa Barbara, we are planning to eliminate some dangerous "kinks" and do considerable widening work as soon as funds are available. Widening of cuts and grades has been going on north of Santa Barbara for some months and a marked improvement in the highway is noted.
The cost route is destined always to be one of the popular routes of travel in California and completion of Santa Monica-Ventura coast highway will greatly increase traffic north of Ventura, and improvements are being planned with this in view.
Jumping eastward from Los Angeles, we are pushing forward comple-
apparrel and show of prosperity as evidenced by an occasional flash of a roll of currency of large denominations. But all these things failed to impress the court who imposed a sentence of 1125 days in jail or the alternative of $2.00 for each day of the sentence.
MODERN TRAFFIC NEEDS
It is apparent that the world was not made safe for democracy by waging war. It should be apparent that roads cannot be made safe for pedestrians or motorists by waging war against the latter by prohibitive speed regulations or drastic police rulings.
The motor car and truck have come to stay. They have come to stay because they save time, make speed. Eliminate the speed and the time-saving from motor cars and men would go back to horses.
If the speed and the time-saving result in malfunctions and killings; if accidents and injuries follow the use of truck on highways, then some other remedy must be found than will destroy the very factors of these instruments of transportation which make them vital to our modern life.

But it is not much talked about, because, forsooth, the politician dreads to say anything which may be construed as advocating more taxes, spending more money. Had the politician of twenty-years ago advised farmers to spend five hundred or a thousand dollars for a new "team" to save time, he would have been defeated for office!
But the answer must be made, and we, as a people, must see it, approve it, pay for it. The answer is wider roads;

We have instructed the state highway engineer to prepare plans and specifications for the grading and surface of uncompleted sections in the vicinity of Holtville, El Centro, and Brawley. This is an initial step in the completion of the pavement from Los Angeles to Yuma. Plans are under consideration for rebuilding the plank road over the sand hills, east of Holtville.
It is the policy of the commission to improve and complete trunk lines in Southern California as rapidly as plans can be prepared and funds will permit. And this includes the Oxnard-San Juan Capistrano coast boulevard, destined to be the great scenic drive of Southern California in the future.
The Commission have placed nearly $2,000,000 in contract since they began construction program last November and omre are to follow in the near future.

Bootblack to capitalist, was the wide range that covered the list of victims of W. A. Bondurant, mining stock salesman and promoter, whose career has been halted, authorities in Southern California believe, by a sentence in Superior Judge, Sidney N. Reeve's court in Los Angeles.
As a result of the sentence, Los Angeles County's Treasury has $2,250 of Bondurant's money. This represented a fine which Bondurant paid to escape a sentence of more than three years in the county all.
Bondurant pleaded guilty to nine charges of violation of the Corporate Securities Act and sought probation. His bid for freedom was supported with letters from one superior judge, a sheriff and numerous influential persons.

When the automobile was new, people cried out against hard surface highway appropriations as "class legislation for speeders." Now the people know that hard surface highways are for them, first, for the "speeders" afterwards. But we all want to make time, save time, go fast enough to get the benefit of our cars. Let us stop crying out against the added expense of the wide highway, which alone can make motor transport safe for us all!

Oklahoma to Maintain Principal Highways.
Oklahoma is entering the good road era. The greatest sum appropriated for any former Oklahoma highway administration was $1,000,000. This year, according to E. Bee Guthrey, secretary of the commission, the State's $3,000,000 will be matched with $2,000,000 in Federal money.
The commissioners intend to "trade" with counties and have the $5,000,000 matched dollar for dollar. Thus, the highway department experts administer a fund of $10,000,000. In six years Oklahoma will have spent $60,000,000 on roads.
Hitherto the highways department has turned the divisions of the Federal aid roads over to the counties through which they pass for maintenance. In future, Oklahoma will maintain her recognized highways. Eventually all important roads are to be maintained by the State.

Bondurant's first advance on the savings of others was begun in San Bernardino more than four years ago when he sold stock of the Bullard Amazon Copper Company without obtaining a permit from the State Corporation Department. Complaints in connection with this campaign came to the attention of Commissioner, Edwin M. Daugherty, several months ago. Investigator, E. A. Heffner, of the department sleuthed around for several days, discovered a San Bernardino bootblack had paid $1,500, the savings of years, for stock; a barber in the same city contributed receipts from more than a thousand shaves at war day rates and business men also took flyers in the stock. The investigation went for nothing as the offenses were outlawed.
Then it was discovered Bondurant had recently disposed of stock of the Gold Slope Mining Company, an Arizona Corporation, again, without a permit. Inquiry developed that many persons in various cities of Southern California had purchased stock of this company. Nine of these filed charges and Bondurant was arrested. Money obtained from the sales of the stock is said to have aggregated $128,000. Of this sum, Los Angeles residents are said to have paid $75,000.
