PEARLS OF WISDOM
FROM THE PROFESSORS
This has been a gala week for professorial politicians.
The President of Brown university declared in Chicago that "questions of practical politics have smothered the voice of Christian America, preventing it from expressing itself in favor of participating in an international brotherhood of nations." The people of this country, he said, will find a way to help the other nations of the world, in peace as well as in war, despite our present international policy.
Where is "the international brotherhood of nations" the American people are being "prevented" from joining and who but the American people themselves are doing the preventing, assuming that one exists? Is there more fraternity on the other side of the Atlantic than on this? If so, what are the evidences thereof in the conduct of these trans-Atlantic nations since the war ended and during all their centuries of history?
Of course the people of this country will find means of helping other nations. What other nation in the world has done so much for others? The history of this country is proof that America can help the rest of the world without political involvement. A huge majority of the American people believe that we can help other nations more by maintaining our own ideals and policies than by accepting the ideals and policies of other nations. History seems to prove the soundness of that conclusion. Since when help "the voice of Christian America" found effective expression only through political processes? The great founder of the colony of Rhode Island and the patron saint of Brown university stood for the separation, not the organic union, of church and state and Roger Williams was right of Ford cars with boxes built on the rear would be exempt from payment of weight fees was continued in a circular issued by a San Francisco dealer. While a weight certificate is not required in registering such cars, he stated, the cars take the lowest classification of pneumatic-tired commercial vehicles, under the law, and a fee of $5.00, plus the regular $3.00 registration fee, is required.
SOME OIL LEASE FACTS
When all the smoke screen surrounding the oil investigation has blown away and the people of the United States are given an opportunity to view all of the essential facts concerning the oil land leases, here are some of the things that will be disclosed.
1. The naval reserves were created in order that the United States might have oil available for use of the Navy.
2. One of these reserves was in Wyoming, a thousand miles from the nearest port where a naval vessel could take on oil, seven hundred miles from the nearest pipe line and 50 miles from a railroad. This reserve was, in that situation, utterly useless for naval purposes.
3. Even if the crude oil in that reserve could have been transported to a seaport, it would have been useless to the Navy unless transformed into fuel oil in accordance with naval specifications.
4. Around this Wyoming reserve there were private land holdings. Wells sunk in these private holdings, adjoining the exterior limits of the reserve, were draining a considerable quantity of oil and gas from the Government lands. The extent of this drainage is in dispute.
5. Under these circumstances the Secretary of the Navy and the Securities Department men off mental stability. We committed an act able to punishment, fense that she had by a neighbor. Spread and soon there was casting cover open charges upon people, and, in every case presumption of guilt were condemned for fees. Fathers per daughters to be exiled when there was no evidence against them had good senses to protest against it was immediately cured. The accused were ment if they confess as equally certain they added to their denying it.
The Massachusetts came out of the country finally war-time "Pro Gerrit not until large numbers suffered irreparable course of time we present "oil but not until many been smirched in that that of former Presidents."
Quite likely there were ful acts in connection leases, as there are some Americans who sympathy for Germans to un-American Quite likely, too, Massachusetts Colony who possessed evil in the nature of wholesale accusations insinuations that a broadcast concerned transactions in oil unjust as most of storia and the "Pro
AUTOMOBILE NEWS BRIEFSE
A special filing case will be necessary to keep requests of California motorists for license plates on which 13 or any combination of numbers making 13 do not appear, says Will H. Marah, Chief of the Division of Motor Vehicles. The motor vehicle chief adds that as a believer in the "hoodoo sign" the average motorist has the sailor backed off the boards. However there is one man in California, he says, who is not afraid of the hoodoo number and that is Senator Sam Shortridge. Each year the Senator makes application for Number 13. He gets it without difficulty.
The last chance to secure a 1924 California auto license without paying a penalty went glimmering last Saturday night at midnight. Hereafter all motorists who have operated their cars any time on the public highways since January 31 and who are without a new license will have to pay double the regular fee as a
4. Around this Wyoming reserve there were private land holdings. Welle sunk in these private holdings, adjoining the exterior limits of the reserve, were draining a considerable quantity of oil and gas from the Government lands. The extent of this drainage is in dispute.
5. Under these circumstances the Secretary of the Navy and the Secretary of the Interior entered into a contract with the Mammoth Oil Company under which the Company was to drill oil wells in the reserve and, when a sufficient quantity of flow of oil had been secured, a pipe line was to be constructed connecting with the nearest transcontinental pipe line, which was at a distance of seven hundred miles. Oil thus procured could not, of course, be transported to ports where American naval vessels could use it. Provisions were made for the issuance of certificates to the Government showing the amount of oil to which it was entitled as royalty and the market price in any of the interior oil markets, and the Government would be entitled to take in exchange for that oil delivered. In the remote oil field in Wyoming prices were naturally lower than in market centers in the mid-west. The Government was protected against being compelled to sell its oil at Wyoming prices by the provision that the price should be determined by the prevailing price in all of the midwest section.
6. Even if the Government had built a pipe line a thousand miles long to some point on the Gulf of Mexico, that source of supply would still not meet naval requirements for the Navy Jones not desire to take its oil all at one port.
7. The percentage of oil the Government was to receive as royalty was approximately the same as the percentage prescribed in private leases and in leases the Government had already made in many isolated leases under the general leasing law.
8. The situation as to the lease of the naval reserve on the Pacific Coast is practically the same except that the Government needed the oil for storage n Hawaii as a safeguard against a possible war on the Pacific rather than for delivery on the Atlantic seaboard.
The all-essential fact is that naval reserve oil in undeveloped oil land would be absolutely useless to some Americans who sympathy for Germany to un-American Colleagues who possessed evil intentions in the nature of wholesale accusations instinations that are broadcast concern transactions in oil unjust as most of storia and the "Proclaim of which the country thoroughly ashamed."
In the midst of due to dethronement well to recall the "If you can keep your about you Are losing theirs you.

Hereafter all motorists who have operated their cars any time on the public highways since January 31 and who are without a new license will have to pay double the regular fee as a penalty. Such persons are also subject to arrest although they will not be molested if they can prove they made application before Sunday, March 2. Officials of the Division of Motor Vehicles stated today there were, no doubt, many cars in the mountain districts which have not been used since January 31. These, they added will be exempt from the penalty if sworn affidavits of non-operation accompanies application. Incomplete returns from all points indicate that nearly 1,000,000 cars had been registered when the renewal period closed. Marsh believes at least 300,000 more will be registered before the end of the year.
Renewal of automobile licenses was discontinued last week by all branches of the California Automobile Association and Automobile Club of Southern California on instructions from the Division of Motor Vehicles at Sacramento. A new service will be initiated for dealers whereby they can secure license plates for new cars. This service will be rendered by the clubs in about 50 California cities. They will be permitted to use the plates they now have on hand for this purpose.

HYSTERIA, PAST AND PRESENT
This is by no means the first time in American history when hysteria has seemed to take rule over reason. The oil hysteria will live long in the memory of men as a remarkable illustration of mob psychology in its incertile phases, and yet it is no more inscrutable than some other instances of semi-madness. During the recent war, for example, the "pro-German" hysteria became so violent that any man who failed to subscribe for as many Liberty Bonds as his enemies thought he ought to buy was under suspicion so strong as to put him under the necessity of proving himself innocent of treason. Merely to point a finger at a public man and his "Pro-German" was all that was needed to set the pack barking at his heels or rending him in shreds.
Perhaps the earliest instance of contagious hysteria in this country was witnessed in 1692 when the "Salem Witchcraft" delusion seized upon the Massachusetts Colonists and bereft even the most conservative and already made in many isolated leases under the general leasing law.

deliberate men of all semblance of mental stability. When a woman had committed an act that made her liable to punishment, she set up the defense that she had been bewitched by a neighbor. Similar accusations spread and soon the whole community was casting covert insinuations or open charges upon even the best people, and, in every instance, there was a presumption of guilt. The accused were condemned for refusal to confess. Fathers permitted their own daughters to be executed as witches when there was not the slightest valid evidence against them. Anyone who had the good sense and the courage to protest against the proceedings was immediately considered a witch. The accused were certain of punishment if they confessed and they were as equally certain of punishment if they added to their supposed offense by denying it.
The Massachusetts Colonists finally came out of their hysteria, just as the country finally came out of its war-time "Pro German" hysteria, but not until large numbers of people had suffered irreparable injury. In due course of time we shall come out of the present "oil-scandal" hysteria, but not until many good names have been smirched in the same manner as that of former President Harding.
Quite likely there were some wrongful acts in connection with the oil losses, as there were undoubtedly some Americans who permitted their sympathy for Germany to lead them to un-American acts or omissions. Quite likely, too, there were in the Massachusetts Colony some people who possessed evil spirits, even if not in the nature of witches. But the wholesale accusations, suspicions and insinuations that are now so freely broadcast concerning dishonesty in transactions in oil are as absurd and unjust as most of the witchcraft hysteria and the "Pro-Germany" hyster-
REDUCING THE SPREAD
The greatest problem that confronts agriculture today is that of reducing the spread between what the consumer pays and what the producer receives.
Various investigations made concerning this problem show that, on an average, only one-third of the selling price is returned to the producer—thus for every dollar's worth of produce sold by the farmer it requires two dollars to deliver it to the ultimate consumer. With our Western produce the average spread is even greater as the long freight haul to the Eastern market must be taken into consideration.
Even under our most favorable cooperative marketing methods this wide spread is still too great although every angle possible is being studied with a view to reducing it.
It has been suggested at different times that some sort of a cooperation of the different cooperative organizations might be formed whereby one marketing organization would handle the different products of the individual cooperatives, thus keeping one sales organization busy throughout the year and thereby reducing the heavy overhead expense due to each marketing agency having to maintain its own distributing force.
With this end in view there has been organized recently, the Federated Fruit and Vegetable Growers, which is a national cooperative sales service, with representation on the car lot markets of the country.
It is the purpose of this organization to handle all of the different fruit and vegetable products of the various cooperative associations throughout the country thus keeping their sales force busy during the full 12 months of the year.
If given proper support we see no reason why this organization should acreage of oranges planted during the last few years and when these come into bearing, together with the new acreage of pomelos, the output will amount to several thousands of cars.
It is estimated that a total of 2,000,000 citrus trees of all varieties have been planted in the valley and 700,000 additional trees are to be planted this season.
The quality of the pomelos grown in this section are exceptionally fine, being large, thin skinned and with a high flavor. As they ripen at about the same time as Floridas, the promised large production will mean serious competition for tue Florida product.
WHAT NEXT?
Jerry Simpson got into Congress because he wore no socks and Magnus Johnson achieved the same high honor by tearing off his collar while delivering an address. Won't some of the other freaks reveal what stunts they had to pull off in order to get there.
If Mr. McAdoo had his eye on the Presidency when he left Washington a few years ago and went into the law business, the character of his clientele indicates that he is a mighty poor politician.

But the wholesale accusations, suspicions and insinuations that are now so freely broadcast concerning dishonesty in transactions in oil are as absurd and unjust as most of the witchcraft hysteria and the "Pro-Germany" hysteria of which the country is now so thoroughly ashamed.
In the midst of the present chaos due to dethronement of reason, it is well to recall the words of Kipling: "If you can keep your head when all about you
Are losing theirs and blaming it on you.
If you can trust yourself when all men doubt you
And make allowance for their doubting too—"
Fortunately we have at the head of the Government a man of cool mind and deliberate action who will take such steps as may be proper to promote justice and protect the public interest.
LABOR IMMIGRATION
Under the guise of assisting the cotton growers of the United States, who, they claim, are facing ruination due to the ravages of the cotton boll weevil, the friends of unrestricted foreign labor immigration are circulating propaganda calculated to attract the attention of employers of farm labor and thus open wider the doors for a flood of European labor. The following is an extract from one of these appeals:
"There is sore and immediate need throughout the cotton belt of the United States for a leavening of skilled European farmers and skilled farm laborers more speedily to reshape southern agriculture to meet the extraordinary condition produced therein by the universal spread and swift acclimatization of the Mexican cotton boll weevil, lest the culture of the cotton plant pass from the United States to foreign countries to the great distress of our producers, consumers and manufacturers of cotton and cotton seed products."
They propose to so reduce the present restrictions that an additional amount of so-called skilled European formers and farm laborers can be admitted for the sole purpose of hav-

CITRUS IN TEXAS
The lower Rio Grande Valley of Texas is rapidly developing into a citrut growing section of some prominence. It is stated that last season's shipments were 107 carloads and it is estimated that the output will be more than 300 carloads this year. Pomelos are the principal citrus crop but there has been a considerable

They propose to so reduce the present restrictions that an additional amount of so-called skilled European formers and farm laborers can be admitted for the sole purpose of having these skilled foreign laborers, who probably never saw a boll weevil, save the cotton farmers of America from ruination.
There is no question but that the southern cotton growers are confronted with a serious problem in their efforts to produce profitable cotton crops in districts where boll weevil is prevalent, but we believe that, with the assistance of our agricultural experts, they will be able to work out their own salvation without having to call on European labor to show them how to do it.
We do not believe it necessary to lower our present standard for foreign immigration, in fact we can see no advantage in making any change since reports indicate that few if any of the countries, from which that class of immigrants come that make desirable citizens, have supplied the quota allowed them.
If we make any change in our immigration laws let us do so with a view to bringing in a better class of immigrants from those countries that have in the past supplied us with some of our most valuable citizens. We already have too many of the class that help to cause discontent and whose whole desire is to tear down rather than to build up.
