1923 ECONOMY
The calendar year 1923 will be an outstanding one in the world's annals because it witnessed the putting into effect of the principle of limitation of naval armament by agreement. The treaty concluded on February 6, 1922, in Washington, D. C., at the conference called by the United States for that purpose, was finally ratified by all the governments of the five powers concerned and copies exchanged on August 17, 1923, at the State department, which proclaimed it four days later.
As a result the 17 battleships and four battle cruisers to be scrapped by the United States under the treaty terms have been sold by the navy and are now in the process of being broken up. Two battleships also included under the same terms were turned over to the army air service and destroyed in experimental bombing tests while two others were scrapped in January, 1922. Three other battleships will be used for target and various other experimental purposes, and these have already been stripped of their fighting equipment.
The year's operations of the navy have covered a wide field, probably as extensive as any in its history in time of peace. The March maneuvers of the combined fleets in the Panama region were conducted on an extensive scale with great success, setting a new standard in efficiency. Among many defects demonstrated by the maneuvers was an outstanding need for light cruisers and large long-radius submarines to operate with the fleet.
In aviation the navy took a leading part in the wonderful strides made in America this year, winning the Schneider cup races in England, the chief of naval operations. Under the direction of he Secretary of the Navy, he is thus charged with the coordination of all repairs and alterations to vessels and the supply of personnel and material to the fleet to insure at all times the maximum readiness of the fleet for war.

Recognition of the county park as one of the coctey's "greatest advertising assets" accompanied approval of expenditures made there.
The harbor also came in for approval, with praise for the manner in which the harbor board performed its work. Plans for construction of the jetty and for deepening and straightening the channel were declared practical and advisable.
The suggestion of Secretary V. D. Johnson of the Orange Community Chamber of Commerce that a committee composed of secretaries of the various chambers of commerce in the county, with the county purchasing agent acting as chairman, be appointed to direct expenditures of the county advertising fund was adopted by the grand jury as its own idea of securing best results.
In closing, the report sounded a note of caution with reference to expenditures for public improvements, without advising such improvements.

Naval aviators acquired 23 of the 35 world's records held by the United States. While our country has gone out for high quality in heavier-than-air craft, it must not be overlooked that there is need for increase in quantity to meet the demands for national defense.
The completion of the dirigible Shenandoah gave the navy an airship unexcelled by any in existence. When the dirigible ZR-3, now completing for the navy in Germany, and of size appropriate to the Shenandoah, is delivered, it will be used to demonstrate the commercial value of airships in contrast to the demonstrations of military value which the Shenandoah is making. Plans are now under way to use an airship to further explore the polar regions, which work is not a new field for the navy. A board of officers has been appointed to study the whole situation and we can feel assured that the plan will meet with great success.
Problems of personnel have been very complex during the past year. The loss in experienced men, due to their leaving the service upon expiration of enlistments, amounted to approximately 43 per cent of the entire personnel, which Congress has limited to 86,000 men by appropriation. Young men were readily obtained and are of unusually high caliber, thanks to the maintaining of higher standards in recruiting. To aid in the rapid training of these recruits, as well as the personnel as a whole, there has been established in the Bureau of Navigation a training division which is having wonderful success in disseminating courses of study. Steps have been taken to put the Naval Reserve on a basis that will attract and hold the best type of citizen willing to undergo training and be ready for the call when needed by giving him recognition and training that will inspire interest and pride in the service.

Automobile licenses for 1924 are issued by all branches of the California Division of Motor Vehicles at the rate of 25,000 a day. In addition several hundred are being issued daily by the California automobile clubs through a co-operative agreement with the state division. The clubs, however, are issuing licenses to members only.
There is hardly a village or hamlet of more than 100 population in the state in which the new green and white plates have not made their appearance. Applications by mail are being handled at the Sacramento office and all that is necessary to register a pleasure car is to send in the fee of $3 and the old registration certificate. Rates for commercial cars are based on the unladen weight and kind of tires.
Figures compiled by Will H. Marsh, chief of the division, show that a total of 22,606 cars were registered in the state on opening day. Receipts account to approximately $100,000 daily.

It has been the privilege of the navy during the past year to render vital aid to other people in great emergencies, assisting in the exchange of populations between Turkey and Greece, made necessary by the Lausanne treaty, and bearing food, clothing and medical supplies to the victims of earthquake and tidal wave at Hausco, Chille, and in the more densely populated region of Tokio bay, Japan. In these emergencies the navy has been privileged to be the agent of the American people, not only bearing material assistance but practical helpfulness, which expresses the warm sympathy and ready response of America in every disaster.
Economy is enforced in every branch of the naval establishment, and it has been our continual effort to use the funds appropriated so as to secure the fullest possible. Forces at navy yards, training stations and other shore stations have been reduced to the minimum that is required for the maintenance and operation of those activities. Further reductions, however, would be highly injudicious and inconsistent with efficiency and economy. Substantial savings have been made in many lines, not only by reduction of expenses, but by conservation of oil, fuel and materials.

Considerable confusion has resulted in renewing licenses for automobiles because names and addresses on the old registration certificates have faded out or become covered with grease and oil so as to make them illegible according to officials of the California Motor Vehicle Division. As the old certificate must be presented when application for renewal is made, the officials declared it imperative that names and addresses should be plainly written. Changes of address should also be noted.
In reply to numerous inquiries, Will H. Marsh, chief of the division, announced this week that headlight adjustment certificates would not be required in renewing licenses. Those who have been told that this is necessary have been misinformed, he stated.
Owners of motorcycles in California will this year pay a flat fee of $3 for information from the Division of Motor Vehicles. To renew a license for a motorcycle the owner should mail his fee and last year's certificate to Sacramento or present them either at Sacramento or any of the branch offices of the division.
THE ONE SURE WAY
A prominent Democratic paper took occasion to remark, on the anniversary of the battle of New Orleans, that not only was that battle unnecessary but the whole war of 1812 was unnecessary. The intimation is that if we had a league of nations in those days, the issues of that war could have been settled by the league without resort to arms.
But it is wholly an assumption that the issue could have been settled by a league of nations. Great Britain was then the great power of the earth. The United States was one of the weakest. Moreover, the United States had set up a representative form of government, which the heads of monarchies resented. France was a friend of the United States, not because it wanted this country to prosper but because it hated England. It is possible if we had been members of a league of nations in 1812 we could have submitted our quarrel with England to the league with assurance that we would get a square deal. But if we did get a square deal it would be because the other members of the league wanted to check the power of Great Britain. The decision would have been one of temporary expedition, not of eternal right. It would have been political, not judicial.

In the league of today the British has six votes to one proposed for the United States. If there had been a league in 1812, there can be no doubt that England and other European nations would have had power therein in even greater proportion, for the United States was looked upon with contempt.
There was only one sure way to put a stop to the oppressive methods of Great Britain, and that was to challenge her to a test of power. This nation could not have maintained its self respect if it submitted to arbitration or to a league of nations the question whether Great Britain should have the right to stop American ships on the high seas and take off men claimed by her to be British subjects. There are some questions that are justifiable—that can be submitted to an adjudicating tribunal. But that was hot one. Even to submit the question would be to admit that if the decision went against us, we would submit. There is no American today who will stand upon a public platform and say that he would agree to submit to any other tribunal the question of the right of Great Britain or any other nation to impress American seamen into the service of other governments.
The issue is not even debatable, to say nothing of justifiable.
