RUSSIA'S EXPERIMENT WITH SOCIALISM Conressman Britten Tells What He Saw in That Country. Representative Fred A. Britten, of Illinois, recently returned from a visit to Russia, has completely changed his mind about the desirability of recognition of the soviet government by the United States. Before he went to soviet Russia Mr. Britten advocated the extensión of recognition through the negotiation of a commercial treaty with the Moscow government. Now he has recanted. His observations and experiences in Russia, he said, had given him a new view. Mr Britten called on President Coolidge. When he left the White House he made his confession. It was embodied in a prepared statement in which he told of the objectionable things he had seen and learned in soviet Russia. He said that the soviet regime was "a visionary government whose very foundation is based on murder, anarchy, bolshevism and theft." "I went to Russia to substantiate my publicly expressed opinion in favor of a Russian commercial treaty," the Illinois representative said. "I traveled unofficially selected my own guides sought no favors and really tried to see the good side of that tremendous political theory which is now holding 150,000,000 people in subjection. "I have completely changed my opinion and am quite convinced that any recognition of bolshevik Russia is only lending strength to a cause which sooner or later must fall, and I am now positively opposed to recognition of a visionary government, whose very foundation is based on murder, anarchy, bolshevism and theft. "Considerable has been said in America about the new Russian money, called 'chervonez,' which is comparable with the British pound sterling and which has a so-called value of $4.85. "The chervonez is backed by such gold, silver, foreign deposits and credits as the government may have, as well as by crown jewels. "No one can tell how many chervonez have been printed, and no one knows what value has been placed on the crown jewels and other questionable credits; so that it is impossible to determine the real value of the chervonez. "When the present government breaks up the chervonez will be worth no more than the ruble. It has no value outside of Russia, but it is maintained at a practically $4.85 gold value by a systematic manipulation of the banks, which are government owned and controlled. "Shortly before our arrival in Russia seventeen men favoring conservative action were led by communist spies to a friendly meeting place. Probably the most rigid consorship that the world has ever known is now going on in Russia. I heard of the case of a young girl who was put in jail for eight months because she had written to a relative out of the state, saying she would thank God when the time would come when she might leave poor, unhappy Russia. "Atheism is being generally taught, and religion and Christ are cartooned in ridiculous attitudes. Most of the churches in Russia are closed because of government opposition. A large sign at the entrance to the Kremlin palace reads: 'Religion is the opium of the state;' while another pet slogan of the bolsheviks is 'Religion is the tool of the rich to oppress the poor.' WHAT EUROPE OWES US America's commission to handle the World war foreign debts has made a report of the present status of the indebtedness of other governments to this government. In this connection the commission states that it "hopes to obtain further adjustments with the various debtor governments at the earliest possible date." The commission is composed of Secretary of the Treasury, Mellon, Secretary of the State Hughes, Secretary of Commerce Hoover, Senator Smoot and Representative Burton, of Ohio. Ellot Wadsworth, Assistant Secretary of the Treasury, is secretary of the commission. The indebtedness of the government of Cuba has been liquidated in full. The report states that the Belgian ambassador at Washington expressed in June, 1922, the hope that he could on his return from Belgium lay before the commission definite proposals for the consolidation of the indebtedness of Belgium, but that except for certain informal discussions between representatives on the commission and the Belgian ambassador, relative to the exact status of the Belgain debt, no proposals or suggestions have been as yet received. Representatives of the Czechoslovak government, who came to Washington last May, have returned to Prague after bringing about an agreement as to the amount of the debt of their country to the American relief administration and the United States grain corporation, but leaving for further discussion the final settlement with the War department and the United States Shipping board. It is understood that they will return to the United States this autumn to continue the negotiations. The government of Esthonia is expected to appoint representatives to negotiate with the commission shortly. The government of France sent a representative to negotiate with the commission in the summer of 1922. After a full discussion and the presentation of complete figures the French representative returned to France to confer with his government. No further proposals or suggestions have been received since his departure. After a full discussion and the presentation of complete figures the French representative returned to France to confer with his government. No further proposals or suggestions have been received since his departure. The Hungarian minister at Washington, appointed by his government to negotiate with the commission, has advised the commission that his government desired to fulfill its obligations to the United States and hoped shortly to propose some plan for refunding. The governent of Italy has carried on some preliminary correspondence, in regard to the sending of representatives to Washington, but no representatives have yet been appointed and no proposals have been received. The government of Latvia has authorized its ministers for foreign affairs and of finance to enter into negotiations with the commission for a settlement of the debt of Latvia to the United States. The government of Poland is endeavoring to bring about an agreement with the War department as to the final figures of their indebtedness and, after having done so, it is expected that negotiations for a refunding may be begun. The representatives of the government of Roumania came to Washington in November, 1922, and held meetings with the commission. Complete figures were presented as to the financial conditions of Roumania. The Roumania representatives did not have authority to enter into any binding agreement for refunding, but made statements to the effect that it was the intention of their government to meet the indebtedness as soon as it became possible to do so, and asked that their visit might be considered as a preliminary one, further negotiations to be undertaken at a later date. The government of Jugoslavia has expressed its intention of sending representatives to the United States shortly for the purpose of presenting of the Jugoslav government regarding to the commission the point of view the adjustment of its war debts to the United States. An unreasonable profit is the profit some other man makes.
