AMERICANISM REVIVED
The incoming Republican administration found American diplomacy in poor repute. The rights of the United States government were belting deliberately ignored and flouted in several quarters of the globe. The lives and property of its citizens were not safeguarded. The development of its foreign commerce was seriously handicapped.
The Paris peace conference gave to several powers "mandates" over certain territories and sections of the globe. These mandates were being exercised in an arbitrary manner, to the exclusion of American interests and to the jeopardy of our foreign investments.
All those nations have been notified by this administration that the United States does not concede the power of any group of nations to enter an agreement whereby any of the sovereign rights of the United States are denied or curtailed or American citizens and American interests denied fair play and proper protection in their investments anywhere in the world.
Our foreign policy, as it has been restored by the present administration, is in keeping with the splendid traditions of American statecraft of former years before it had been devitalized by the internationalism of the Wilson regime. True to that traditional American policy, this administration has constantly refused to become involved in the intrigue and politics of the old world.
This does not signify that the United States is indifferent to the rest of the world. Quite the contrary. It always played a leading part in international affairs; standing for fair dealing the world over, insistent upon its rights but demanding no privilege it was not willing to accord any other nation. This policy, so firm in its protection of American interests and verreverse English on all the good Johnson might wish to do.
On the other hand, Charles C. Moore, being an eminent engineer, would get into the very innermost councils of the Boulder dam matter, and, adding to that his intimate personal relation with Mr. Hoover, Moore as a senator, would put California interests in the very strongest possible position.
SUPERVISORS' PROCEEDINGS
Resolution changing the denomination of the El Modena school district bonds was passed. Said resolution and order passed on the 5th day of July, 1922, was ratified, confirmed and approved.
Bonds of the Newport Beach school district were ordered to be sold. The clerk was directed to public notice of sale of bonds in the amount of $58,000 in the Newport News. Bids to be received up to Sept. 5th, at 11 a.m.
It was ordered that all proceedings under resolution of intention No. 12, road district improvement No. 12 be and the same are discontinued and abandoned.
Resolution and order of the board, directing specifications for work and for boundaries of a district to be substantially the same as that described in the resolution of intention No. 14, was passed.
The petition of William E. Silcox et al to vacate and abandon a portion of certain public streets and alleys located in fifth road district, was presented and set for hearing Sept. 5th, at 10 a.m. Notice to be given by publication in the Newport News.
The work of improving Browning avenue in the fifth road district, as completed by B. R. Ford, contractor, was accepted as per recommendation of superintendent of highways.

As a result of the re-assertion of the old-fashioned doctrine of Americanism, our country has resumed its former position in world affairs, the greatest international influence against that intrigue and double dealing which inevitably lead to international war.
The Washington conference was a direct result of the foreign policy of the United States as enunciated and put into practice by the present administration. The influences exerted by the United States in that conference for peaceful settlement of international differences not only brought success to that conference but it promoted the cause of international peace by inspiring other nations to settle their differences around the council table rather than on the field of battle.
The latest example of this is the successful conclusion of an arbitration conference between Chile and Peru, held in the United States. This conference, held in response to suggestions of our government, was for the purpose of settling differences of long standing between these nations. The situation had become so critical that war was imminent. The magnificent example of our government in connection with the Washington conference moved the South American republics to accept our offer as mediator and to hold their deliberations in this country where each side felt it would have fair play. The result was the conclusion of a treaty bringing to an end the enemies of 404 years and removing a standing menace to the peace or South America. Furthermore, it renewed the faith of South American republics in the integrity, sincerity and unselfishness of the United States in all Pan-American matters.

The county auditor was directed to transfer funds enumerated in resolution, and deposit same to the credit of county good roads fund.
Chairman was authorized to sign contract with Frank Benchley, architect, to prepare plans and specification for hall of records.
County auditor was directed to draw warrant in the sum of $1000 in favor of tri-county state fair committee, same to be used for advertising Orange county.
JOY-RIDERS PENALIZED
Stealing automobiles and running them recklessly about endangering lives and oftentimes wrecking the machines, is an offense usually committed by boys and young men which is not penalized like it should be. These giddy joy-riders in many instances come of families of wealth and influence and when fond father interposes, pays for damages to machine and pleads for wayward son, said wayward son too often goes scot free. After this has occurred a few times the wayward, pampered son becomes a law unto himself and appropriates machines whenever the whim strikes him.

JOHNSON IN BAD WITH HOOVER
Hiram Johnson's enmity to Herbert Hoover renders him powerless to secure any favorable action on the Boulder dam proposition, which means so much to southern California and all of the southwest. According to Ralph Arnold, Los Angeles engineer and geologist, the value of the Johnson service in the senate is negative rather than otherwise. Animosities and hostilities which Johnson fosters, apparently as a matter of preference, have got the senator in wrong with everyone who can be of any service to him, so that the people with whom he is compelled to work would rather turn down a project with which he is connected than to support it.
This is proved by the actual record of his legislative career which reveals and astounding percentage of measures which have been pigenholed by his colleagues with scarcely the courtesy that would be extended to the most obscure member.
In particular, Johnson's hostility to Hoover is a calamity for California, so far as Johnson can be said to represent the state. If Boulder dam prospers it must be by the support of Herbert Hoover. The administration has put Mr. Hoover in a position of leadership and the states interested have accepted that leadership. Johnson, having chosen to work against Hoover rather than with him, puts a

The new plan authorized is the rearrangement of the company's capitalization. All of the second preferred stock, amounting to $12,029,900, is to be purchased by the company and cancelled. The $9,500,000 of new seven per cent cumulative non-participating preferred stock is to be offered to stockholders, and that part not taken by stockholders will be offered to the general public. The proceeds from the sale of this new stock, together with the unappropriated proceeds from some of the common stock herefore sold, are to be used for the purchase of the second preferred stock, now retired, and to partially finance the remainder of the company's new construction program for the current year, which calls for a total expenditure of $27,344,000. No further sales of common stock are to be made, and construction expenditures now will be financed through the sale of bonds and preferred stock, which was authorized by the stockholders to be issued as needed to the amount of $36,000,000. Dividends on the original preferred stock and common stock remain as at present without change.
