LAWYERS DEMAND
LAW ENFORCEMENT
County Bar Association Adops Resolution at Banquet
Holding that there is a wide-spread dissatisfaction with the manner in which the law is being enforced and administered, locally, as well as throughout the state and nation, the Orange County Bar association, at its monthly meeting at the Elks' club at Anaheim, adopted a resolution pledging its support in the prompt and speedy enforcement of law, and justice.
Following a banquet and entertainment program, the association settled down to serious things, listening to a talk on the American Bar association by W. H. Thomas, ex-judge of the appellate court and former superior judge of Orange county.
The anti-trust company bill, specifically known as Sample bill was discussed at some length. The association raised $1000 to fight the referendum put out by a trust company to defeat the purpose of the bill.
Lieutenant-Governor C. C. Young, of Berkeley, also addressed the association.
Attorney S. M. Davis, of Santa Ana submitted the resolution on law and order. The resolution, which was unanimously adopted, follows:
"Whereas, there is a wide-spread dissatisfaction with the manner in which the law is enforced and administered, and,
Whereas, there is an increasing disregard and violation of law, now therefore,
"We, the members of the Orange County Bar association, hereby desire to place this association on record as being unqualifiedly in favor of a uniform and efficient enforcement of all law, both local, state and national, and we hereby pledge our ing that amount be trebled in the judgment. Suit was based upon her claim that her rooms in a house owned by Mrs. Smith, in Anaheim, were forced open and her belongings ousted.
She claims to have been occupying the rooms by consent of J. C. Williams, caretaker of the property, in compensation for certain loans she had made to Williams. She supposed Williams was owner of the house, she said, until she received notice from Mrs. Smith to vacate.
That was in August, 1920. Immediately afterward, Mrs. Gibb returned home one evening, to find the gate to the fence around the yard locked. She also found that part of her luggage had been moved from her rooms into the hall. She restored them, locked the rooms and left to seek other lodgings.
Next day, she said, she found the doors had been unlocked again and all of her possessions moved to the garage.
Mrs. Smith, in her defense, alleged that Mrs. Gibbs was occupying the premises without paying rent and was in no sense a tenant; that she was given notice to move and that she complied with such notice and was not elected. Mrs. Smith contends, also, that Mrs. Gibbs' belongings were merely moved from one part of the premises to another.
Mrs. Gibbs was represented at the trial by Attorney Walter Eden, of Santa Ana. Attorney Harold T. Kiggens, of Los Angeles, and Attorney Homer G. Ames, of Ames and McFadden. Anaheim, appeared for the defense.
At the start of the trial, defense formally objected to the introduction of any testimony by the plaintiff, on the ground that the complaint was not sufficient to constitute a cause of action. The objection was overruled."

BOY SCOUTS MEET
Orange Troop No. 1 carried off first place in the biggest event ever held in the history of scouting in Orange county, Saturday afternoon in Fullerton. Orange No. 1 won with 15 points to its credit under the direction of Scout Choy, who received his scout training in Korea. Members of this troop declare that all credit for winning this event should go to Choy because of his perseverance in getting the scouts ready for the events.
The prizes Orange No. 1 will receive are the Fullerton Kiwanis prize and the Cornell cup, which is held at present by Fullerton No. 2.
Newport Troop No. 1 took second place with 13 points to its credit. Newport will receive the Strock cup. Anaheim No. 1 took third place with 12 points. This troop will receive the Strauss banner.
Over 400 scouts were in line at 11:30 o'clock when the Fullerton high school band led off the parade and every scout caught the step like a veteran. By 1:30 o'clock more than 500 scouts were on hand for the review and contests which followed. In the review 27 out of 29 troops in Orange county were represented. The only two troops not there were La Habra No. 1 and Santa Ana No. 3.

Farm Advisor Wahlberg Discusses the Pest
What is popularly considered a pest of little consequence in citrus groves, is apparently taking on large proportions this season owing to the very favorable weather conditions of the past few weeks for its propagation.
It is the tiny aphis or plant louse which attacks virtually all tender forms of vegetation. The single mite is insignificant, but its infestations of thousands or millions result in serious damage to the effected plant. The myriads of mites make a heavy drain on the sap of the plant, thus causing a curling and withering of the tissus attacked. There are numerous species of aphides, each adapting itself to different groups of plants. The citrus aphides are: Green plant lice and black plant lice. They confine their feeding largely to the tinder growth and shoots of the young citrus trees, nursery stock and new succulent growth of older trees.
The infected growth is stunted and held back by the continued sucking of taese mites, if not controlled by proper spraying or dusting applications. It is important at this time to determine if this pest is present in the grove, and to take necessary precautions toward its control. The writer has found an abundance of infestation in many of the citrus sections of the county, and damage therefrom is progressing each day.
There are two practical methods: (1), dusting; (2), spraying. The controlling factor in either is the use of nicotine sulphate or "black leaf 40," as it is commonly known. The efficiency of control is influenced by the thoroughness and number of applications. Many failures have been registered because of poor or insufficient number of applications. Orange No. 1 took the nail-drawing contest. Fullerton No. 2 took the flag relay. Santa Ana No. 1 won first place in the shoe rags competition. Santa Ana No. 6 took the paint-brush contest in scout pace, fireman's knot string were eliminated.

WOMAN AGAINST WOMAN
Woman against woman was the battle array preserved Monday in Superior Judge R. Y. Williams' court, where trial was under way in the case of Mrs. Clara W. Gibbs against Mrs. Clara L. Smith. Both women are residents of Anaheim.
Mrs. Gibbs brought suit against Mrs. Smith for $1000 damages, asking progressing each day.
There are two practical methods:
(1), dusting; (2), spraying. The controlling factor in either is the use of nicotine sulphate or "black leaf 40," as it is commonly known. The efficiency of control is influenced by the thoroughness and number of applications. Many failures have been registered because of poor or insufficient number of applications. The aphis is very prolific, producing a number of generations during the spring and early summer. It is necessary to make a new application with each new general infestation, the frequency depending on weather conditions.
Dusting is best performed in the early hours of the day when dew is present to hold the dust on the foliage. A dust with five or six per cent nicotine is accepted as the proper strength for citrus aphis. If red spider is present, a combination dust of nicotine and sulphur should be used.
Spraying with nico-soap emulsion is given every good results. The following formula is very effective: Black leaf 40, 1 pint; soap powder, 20 pounds and water, 200 gallons.
Thoroughness and frequency of application in either dusting or spraying cannot be emphasized too much. In badly infested groves from three to five applications are necessary for commercial control.

Determined to aid in every possible way in the preservation of the highways, the Orange county farm bureau announces that this topic will form the basis for discussions at three important farm center meetings scheduled for the early part of June.

MISUNDERSTANDING IS CAUSE
The idea of a "ship subsidy" has been objectionable to the American people principally because the American people have failed to understand the problem involved. The cry is raised that a ship subsidy is for the purpose of enriching ship operators to the detriment of the public.
As a matter of fact our own legislation at the present time which discourages the operation of ships under the American flag is a direct subsidy to the foreign ship owner who is not affected by our laws and is thus enabled to compete unfairly with American ships.
Three alternatives face us. We must repeal or amend a large part of our shipping legislation which has been passed for the benefit of American seamen, or we must, through ship subsidies, as now proposed in congress, equalize the handicaps which our present legislation places on the American ship operator we must prepare to see the American flag gradually disappear from the seas.
If we maintain legislation which offers special advantages to American seamen we must provide by subsidy or otherwise, measures which will enable American ship operators to meet foreign competition while operating under our shipping laws.
We have a tariff to protect our farmers and industry against foreign competition which they are unable to meet while maintaining American standards of wages and living. A ship subsidy is nothing more nor less than a form of tariff which will enable American ship operators to maintain American standards of wages and living as provided for American sailors by our laws.
There is nothing iniquitous about the plan. It is just plain business. If the American people understand the issues involved they will not be misled into sanctioning a policy which would deny relief to the American merchant marine.
