SAVE ON JUICE
20,000 Effected By the Reduced Rate Order
Approximately 20,000 accounts of the Southern California Edison company in Orange county will be affected by the recent order of the railroad commission directing the company to reduce its rates on a percentage basis, effective on meter reading of May 1, it was estimated. An account represents a meter.
The discount on lighting is 12 per cent, and for street lighting, power and resale, it is 10 per cent.
According to W. L. Deimling, manager for the Edison company in this district, until a copy of the decision is received and it is studied, no statement can be made as to what extent it will affect users of power and light in this county.
In an official statement issued by the railroad commission, it was set forth that the discounts become effective on meter readings of May 1.
A paragraph says:
"As the reductions are made effective on meter readings for current commission to make this an emer effect."
It was pointed out by Deimling that meter reading progresses from the first of the month until about the 24th. Whether the discount will apply to consumption as of the date in April from which the reading in May may run or from May 1 to the May 24 reading date is a point that is not clear to the local manager.
The decision says that the discounts shall be on present rates.
The company recently made a voluntary reduction from 9 to 8 cents.
Whether the discounts shall be computed from bills made on the 8 or 9 cents basis is another point that is to be clarified, according to Deimling.
Under Sheriff E. E. French, who was called to the scene immediately after the accident, O'Hara merely stated that the car got beyond control. According to French, there was no indication that liquor had anything to do with the accident.
It was the driver's coolness in the crisis that apparently prevented the three passengers of the car from being killed outright.
"When we struck the guard rail," O'Hara told French, "it seemed as though the car was going to turn over. So I headed it straight and 'stepped on it.' We went down head foremost."
WANT BETTER SYSTEM OF FROST PROTECTION
Foothill Growers Declare Smudge Pot Is Not Satisfactory
Dissatisfaction with the prevalent method of frost protection by "smudging" and the hope of finding something better drew hundreds of citrus growers from all sections of the state to Covina Saturday, the all-day convention filling the American Legion pavilion. The morning was given to the "pots" and the afternoon to the "blowers" and "windjammers," as the new devices, with or without heating adjuncts, are severally dubbed.
After a day of enthusiasm and magnificent optimism storm clouds arose with the introduction of a resolution presented on behalf of the Covina frost prevention committee, calling upon the Fruit Growers' Supply company to offer an adequate reward for a more efficient and satisfactory method, the patents to be acquired by the supply company for the benefit of the citrus growers of California.
This suggestion had been submitted informally a few days ago to some of the directors of the parent organization, the California Fruit Growers' exchange, and was received with en

The present proceedings are described by the commission as an emergency order, similar to that obtaining during the war, under which rates were raised.
"Recent indicatoons," the commission says, "pointed to the possibility of a reduction in the cost to consumers, and it was the intention of the commission to make this an emergency proceeding with a view to securing for consumers at the earliest possible date such reduction in rates as seemed reasonable.
"In order to bring this about, it was not contemplated that a new set of rates would be established, but that the saving to consumers would be made by flat percentage reductions except that where it was clearly shown in the investigation any rate had proven especially burdensome on certain classes of consumers, then such cases certain modificatoons of rates would also be made."
The commission adopted in the procedure a rate base of $102,560,000 against the company claim of $103,827,699.50, and estimated that on this basis the return of 8.3 per cent allowed in the former decision would give the company $8,512,480, says the statement.
SPECTACULAR ACCIDENT AT SULPHUR SLIDE

One girl was believed dying, and another girl and a young man, the latter with a broken back, were in a serious condition at a hospital Saturday as the result of what was probably the most spectacular motor accident in the county's history—the plunge of a roadster over a 200-foot cliff at Sulphur Slide, in the Santa Ana canyon.
Crashing through the guard rail on a sharp turn on the canyon road at 1 a. presented on behalf of the Covina frost prevention committee, calling upon the Fruit Growers' Supply company to offer an adequate reward for a more efficient and satisfactory method, the patents to be acquired by the supply company for the benefit of the citrus growers of California.
This suggestion had been submitted informally a few days ago to some of the directors of the parent organization, the California Fruit Growers' exchange, and was received with encouragement. Later, however, opposition developed, and the Covina committee received intimations that it would be untimely. However, it was decided to go ahead with the plan.
After amendments made in the convention, the resolution as unanimously adopted calls upon the California Citrus Protective League, instead of the supply company to father this movement for a better frost protective device.
As originally presented to the convention, the committee's resolution contained this paragraph:
"Resolved. That the prevailing system of frost protection by the use of smudge pots is unsatisfactory and objectionable for many reasons, alike to the growers, the housewives in the houses of the neighborhood, and the merchants of the nearby town."
Objection was made to this in the convention on the ground that it would encourage many towns to follow the example of Pomona, which adopted a city ordinance a year ago for bidding sumudge pots. A fact not known to the convention and one which will be important news to citrus growers is the contract made by the Fruit Growers' Supply company the latter part of the week, with the American Can company for 100,000 smudge pots.
George Rothwell, of Pomona, moved an amendment substituting the name of the California Citrus Protective League for that of the Fruit Growers' Supply company. This suited the independents.
C. C. Teague, president of the California Fruit Growers' exchange, also of the supply company, declared that the latter had no money to carry out the work wished upon it by the resolution.

Crashing through the guard rail on a sharp turn on the canyon road at 1 a.m., the roadster, carrying H. W. O'Hara, 29, of 607 Miller street, Arlington, Miss Lenora Rouchleau, 19, of Tyler street, Arlington, and Miss Elsie Delgis, 19, of 118 East Second street, Santa Ana, hurtled down the steep embankment headforemost and smashed itself against the bottom of a gully at the foot of the cliff.
Both of the girls received internal injuries. Miss Rouchleau, it was stated at the hospital, was probably fatally hurt, but it was thought that Miss Delgis would recover. In spite of the fast that his spine was fractured, O'Harra will also recover, it was thought, unless complications develop.
The accident as recounted by the injured and by those who investigated it, produced two sensational features. One was the remarkable driving ability displayed by O'Hara in the emergency, after he had seemingly allowed the car to get beyond his control. The other was the marvelous performance of the injured Santa Ana girl, Miss Delgis, who, although sorely injured, managed to struggle back up the 200-foot cliff to the highway, where she summoned aid. Miss Rouchleau and O'Hara were helpless in the wrecked car below.

COUNTY'S OIL PRODUCTION
Oil wells of Orange county in the year 1921 produced 13,275,332 barrels of oil.
The totals for the county were made up from production statistics made available in a report by the state oil and gas supervisor, California state mining bureau.
Oil produced in Orange county in 1921 was valued approximately at 2.60 a barrel, according to the office' of County Assessor James Sleeper. Based on this average, the total value of the county's oil output last year would be $34,515,863.20.
According to the state report, the production in 1921 in Orange county by fields was as follows: Brea-Olinda, 2,973,352 barrels; Coyote Hills, 3,662,460; Huntington Beach, 1,975,757; Richfield 4,761,763.
The officials state that there were 807 wells in the county that produc ed in 1921. Of these wells 396 were in the Brea-Olinda field 228 in the Coyote Hills, 59 in Huntington Beach and 124 in Richfield.
An increase of production by Orange county of nearly fifty per cent in November, 1921, over November, 1920, is shown. The total number of barrels produced per day in the former month was 51,255 and in the latter 74,390.
