ADMINISTRATION MUST HAVE FAITHFUL EMPLOYES
Otherwise Policies Cannot Be Executed and Popular Government is a Failure
There probably is no one better qualified to speak of the proper relation which the civil service bears to the administrative agencies of the government than John H. Bartlett, first assistant postmaster general. Until his appointment to this position a month ago, Mr. Bartlett was president of the United States civil service commission, and is an authority upon the practical workings of the civil service commission in connection with the federal government. In commenting upon President Harding's recent order dismissing 32 officials from the bureau of engraving and printing, which order has been severely criticized by some civil service reformers, Mr. Bartlett in an authorized statement says:
"It would seem to be reasonably sound doctrine that in a government by the people when a new administration comes in with a fresh mandate from the people to carry out certain policies it should have the privilege of having a perfectly free hand to select all those higher officials to whom must be entrusted administrative policies and executive discretion. If it can not have this power the will of the people will be defeated.
"It goes without saying that an administration desirous of accomplishing great reforms and of carrying out great policies must surround itself with men and women whom it can absolutely trust. When I say trust I mean trust with its secrets as well as with its funds, for it is well known that the opposition to any power is constantly on the alert to make the administration a failure. Federal employees who are constant tale bearers to the minority party are a menace to the success of an administration."

"Without attempting to define either by maximum salary or by descriptive language just where civil service should leave off and administrative officials not under civil service should begin, it is very clear to everyone who knows that this administration has carried forward a very progressive policy with reference to civil service, not only as to the highest officials but also as to the great body of federal workers not possessing administrative functions. The civil service commission has found the president intensely interested in this work and prompt to back it in all those forward movements in order to make legal civil service within its legitimate sphere better, more practical and more business-like. Anyone who attempts to charge that this administration has shown any idea of uprooting is charging what he can easily know to be absolutely unfounded.
"The only real division of opinion is how high up shall civil service go. This emphasizes the necessity of defining where civil service should end. Having that definition fixed once and for all, then, when that is done there is necessity of perfecting civil service as a great personnel agency of the government, developing it to the limit within its properly defined sphere, insisting that it keep within that sphere, leaving to any administration the right to carry out its own policies surrounded by those in the higher positions who are loyal and enthusiastic for its success.
"One prevalent idea is that civil service progresses in proportion as it reaches up to take in higher officials. This is wrong. This should not be the test. A better test is that it progresses in proportion to the progress it makes in perfecting a system of handling the lower paid routine servants of the government whom it is clearly intended to protect. The great body of workers of the country should not change from administration to administration. Efficiency of government as well as justice to the employees demands this. But executive and admin-

NOW. THEREFORE
PRUNING WILL GET RESULTS
Fruit trees, fruit vines and bushes, as well as flowering bushes, require careful pruning to get the best results—fruit and flowers.
There is some difference of opinion as to whether the pruning should be done in the fall or in the early spring. Despite the argument as to the time, the pruning is absolutely necessary if crops are to be the best possible under weather, soil or other conditions that may prevail in any particular locality.
In pruning fruit or flowering trees and vines it is well for the one who wields the pruning knife to know just how to do the work. One not acquainted with the operation would best post up on the task before one seriously wounds the trees or vines. It is not a difficult task, but one that is as necessary each year as cultivation—for crops cannot be expected unless the proper attention is given.
WHEREAS, said Board of Trustees as the legislative body of the City of Anaheim, found and determined that said petition was signed by not less than one-fourth (1-4) in number of the qualified electors residing within the above described territory, as shown by the registration of voters on file in the office of the County Clerk of the County of Orange, State of California, and
WHEREAS, the said petition contains a request that the said legislative body of the City of Anaheim call a special election within the boundaries of said territory for the purpose of submitting to the electors therein residing the question of whether said new territory shall be annexed to, incorporated in and made a part of the City of Anaheim, and
WHEREAS, on the 17th day of February, 1922, the said legislative body of the City of Anaheim did pass and adopt an Ordinance designated as Ordinance No. 415, entitled, "An Ordinance of the City of Anaheim calling a
special election to be held on Tuesday, the 4th day of April, 1922, in certain unincorporated territory in the County of Orange, State of California, and contiguous to the City of Anaheim, proposed to be annexed to said city; providing for the holding of such election and submitting to the electors residing in said territory the question whether said territory shall be annexed to, incorporated in, and made a part of said City of Anaheim, designating said territory by the name of "North and East Addition," establishing an election product and polling place in said territory, appointing the officers of election for said special election, and providing for the publication of notice of said special election;" and
WHEREAS, in pursuance of the provisions of said Ordinance No. 415, and in accordance with the provisions of an Act of Legislature of the State of California, entitled "An Act to Provide for the Alteration of the Boundaries of and for the annexation of territory to Municipal Corporations, for the incorporation of such Annexed Territory in and as a part thereof, and for the Districting, Government and Municipal Control of such Annexed Territory," approved June 11, 1913, and all acts amendatory thereof and supplementary thereto, and designated and referred to as the "Annexion Act of 1913," notice of said special election was published for a period of not less than four successive weeks immediately preceding the date of said election in "The Fullerton News," a newspaper of general circulation, printed, published and circulated in the City of Fullerton, being within the County of Orange, State of California, and outside of the incorporated limits of the City of Anaheim, the affidavit of the publication of which said notice is on file in the office of the City Clerk of the City of Anaheim, which said notice did distinctly state the date of said election and the proposition to be submitted to the Electors thereat, to wit: that it was proposed to annexe to incorporate in, and make a part of the City of Anaheim the territory sought to be annexed designated as "North and East Addition," the boundaries of which are hereinbefore described, and which said boundaries were specifically described in said notice, and in which said notice the electors in such territory were directed to vote upon such question in the manner provided by law, and which said notice contained all other matters and supplied by the architect. A copy of this advertisement shall be securely attached thereto, and shall be considered a part of each bid. The bid to be enclosed in an envelope with no other matter, except check or bond, contained therein.
The bid shall state a specific sum for completing the whole work unless otherwise called for in the specifications under "Special requirements."
To insure fair competition, bids must be based on the particular materials and workmanship specified.
Bidders must return the drawings and specifications on or before the day set for the opening of the bids.

WHEREAS, the said legislative body of the City of Anaheim, did, at the time provided for its regular meeting next after the expiration of three days from and after the date of said election, lo-wit: on the 13th day of April, 1922, meet and proceed to and did canvass said returns and that such canvass of said returns was completed on the said 13th day of April, 1922, and
WHEREAS, said legislative body did, on the said 13th day of April, 1922, cause a record thereof to be made and entered upon its minutes, stating the proposition submitted, and showing the whole number of votes cast thereon in the territory proposed to be annexed, and which is hereinbefore described, the number of votes cast in favor of such annexation and the number of votes cast therein against such annexation, and
WHEREAS, the said Board of Trustees of the City of Anaheim, which is the legislative body of said City, did find the total number of votes cast at said special election in the territory hereinbefore described, to be twenty-one, and the total number of votes cast thereat in favor of the annexation of the hereinbefore described territory in the City of Anaheim, to be seventeen, and the votes against said annexation to be four, and the result to be that a majority of the votes cast at said special election were in favor of the said annexation and did, on the said 13th day of April, 1922, pass and adopt a resolution setting forth the results of said election as ascertained from its canvass made at said meeting.

NOTICE TO CONTRACTORS
NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE ERECTION AND COMPLETION OF A CITY HALL BUILDING FOR THE CITY OF ANAHEIM.
Pursuant to a resolution adopted by the Board of Trustees of the City of Anaheim, on the 17th day of April, 1922, Notice is Hereby Given that sealed proposals or bids will be received by the Board of Trustees of the City of Anaheim for furnishing the labor and materials for the work of the construction, erection, and completion of a city hall building for the City of Anaheim, in accordance with the plans and specifications for said work, which said plans marked and designated "City Hall Building for the City of Anaheim, Calif." which were prepared by Theodore Kistner and M. Eugene Durfee, architects, and which said specifications are marked and designated. "Specifications of the materials to be furnished, and labor required for the erection and completion of a new city hall building at the southeast corner of East Center St., and Claudina St., Anaheim, California, in accordance with the drawings prepared by Theodore Kistner, and M. Eugene Durfee, Architects," which said plans and specifications were adopted by resolution of said Board of Trustees on the 17th day of April, 1922, are on file in the office of the city clerk of said city.
Said building shall be located and constructed upon that certain lot piece, and parcel of land situate in the city of Anaheim, County of Orange, State of California, which is described as follows, to-wit: The Westerly twenty (20) feet of Lot Three (3) and the Easterly twenty-three (23) feet of Lot Two (2) in Block B, of the Center Tract as per map thereof recorded in Book 13, at Page 14. Miscellaneous Records of Los Angeles County, California.
Said bids or proposals will be received by the Board of Trustees of the City of Anaheim, at the office of the City Clerk of said city, up to eight o'clock P. M. of Thursday, the 11th day of May, 1922, and the Board of Trustees of the City of Anaheim reserve the rights to reject any and all bids.

California. and particularly described as follows: Beginning at a point on the west line of Los Angeles Street as Los Angeles Street is shown on the above mentioned map. 50 feet southerly from the intersection of the South line of Santa Ana Street and the Westerly line of Los Angeles Street as said Streets were shown on the above mentioned map; thence southerly along said Los Angeles Street 50 feet; thence Westerly at right angles to the Westerly line of said Los Angeles Street 249 feet; thence Northerly parallel to the Westerly line of Los Angeles street 50 feet; thence

NOW. THEREFORE, the Board of Trustees of the City of Anaheim do ordain as follows:
SECTION 1. That the Board of Trustees of the City of Anaheim does hereby approve of the annexation to and the incorporation in the City of Anaheim of that certain territory which is hereinbefore more particularly described, and does hereby declare that from and after the date of the filing in the office of the Secretary of State of the State of California of a certified copy of the record of the canvass of the returns of said special election in such new territory which is hereinbefore described, and a certified copy of this ordinance, giving the date of its passage, the annexation of such territory hereinbefore described shall be deemed to be and shall be complete and thenceforth such annexed territory which is hereinbefore described shall be to all intents and purposes a part of the City of Anaheim, except only that no property within such annexed territory shall ever be taxed to pay any portion of any indebtedness or liability of said City of Anaheim contracted prior to or existing at the time of such annexation, except as otherwise provided by law.
SECTION 2. The City Clerk of the City of Anaheim is hereby directed to make and certify under the seal of the City of Anaheim, and transmit to the Secretary of State of the State of California, a copy of the record of the canvass of the returns of the election in such new territory which is hereinbefore described, and a certified copy
A copy of said plans and specifications may be inspected by prospective bidders at the office of M. Eugene Durfee, architect, in room 5 of the Casson Building, Anaheim California, and may be removed from said office by prospective bidders on depositing with said architect, the sum of Twenty Dollars ($20.00) to indemnify the City of Anaheim in the event of the loss or damage of said plans and specifications by any such prospective bidder.
