PARENT-TEACHERS' MEETING Mrs. Earl Morris, of Santa Ana, was re-elected president of the fourth district Congress of Mothers and Parent-Teachers' association, at the annual session of that organization, which convened Friday morning at 9:30 o'clock, in the First Congregational church, Santa Ana. The remainder of the officers elected were: Mrs. Charles Harvey, of Brea, corresponding secretary; Mrs. J. E. Snow, of Santa Ana, recording secretary; Mrs. J. E. Welin, of Olinda, auditor; and Mrs. J. B. Chaffey, of La Habra, financial secretary. Mrs. Harvey and Mrs. Snow were both re-elected. The presence of Mrs. Milton P. Higgins, of Worcester, Massachusetts, national president of the C. of M. and P.T. A., was the signal for an elaborate welcome ceremony. The chairman of the various departments brought, separately, the greetings from the branch of the organization which they represent. Mrs. G. H. Goodale, of the education department, brought a welcome from the educators and presented Mrs. Higgins with a toy, made by the California Crate company, representative of education. A great boquet of California popples was presented to Mrs. Higgins by Mrs. A. G. Sylvester, of the home department, bringing welcome from the parents. A crate of oranges and lemons was presented by Mrs. A. L. Lynn, of the child hygiene department, as a welcome from the children. A sack of walnuts, representing the hard nuts which the juvenile court and probation department has to crack, was presented by Mrs. W. B. Tedford, a representative from that branch. A woven basket filled with candies was presented by Mrs. Oberlein Rodriguez, who represented the Americanization committee—bringing welcome from the Mexicans among whom the PETITION FOR INCORPORATION To the Honorable Board of Supervisors of the County of California: The under-signed hereby petition your honorable body and incorporation of a municipal corporation to be located in the Southwest one-quarter (1-4) of the Northwest of Section 12, T. 4 S., R. 11 W., S. B. B. & M.; thence V quarter (1-4) Section lines to the one-quarter (1-4) Section West line of Section 10, T. 4 S., R. 11 W., S. B. B. & M along Section lines to the boundary line between Orange Counties; thence, Easterly and Northerly following along between Orange and Los Angeles Counties to the North 24, thence East to the place or beginning. Petitioners show that no part of the said territory is exterior boundaries of any other incorporated city or town of inhabitants within the said exterior boundaries of the corporation is more than five hundred (500) and less than (3000), and the true population thereof is estimated to be qualified electors of the County of Orange, State of C within the limits of the proposed municipal corporation. L. Lynn, of the child hygiene department, as a welcome from the children. A sack of walnuts, representing the hard nuts which the juvenile court and probation department has to crack, was presented by Mrs. W. B. Tedford, a representative from that branch. A woven basket filled with candies was presented by Mrs. Oberlein Rodriguez, who represented the Americanization committee—bringing welcome from the Mexicans among whom the association works. Mrs. Rodriguez informed the president that the basket had been made for the occasion by the Mexican people at the Mexican community center in Santa Ana, and that the candy was exemplary of the love of the Merican children for the P.T.A. "My Tribute," the song written by Mrs. Higgins when she was president of the Massachusetts branch of the association, and dedicated by her to the national organization, was sung by the audience. Mrs. Higgins responded charmingly with a short speech. Mrs. G. H. Goodale, past president, gave the history of the fourth district association during the five years of her presidency; Mrs. Earl Morris, the present president, completing the history of her two years of office. An open forum, with Mrs. Higgins as chairman, concluded the morning session. Places for 175 persons were laid at the luncheon, given in Mrs. Higgins honor at James'. BOOTLEGGERS BACK OF IT A campaign purporting to be in support of a movement to legalize the manufacture and sale of wine and beer has been started in California. The resolution offered at the state meeting of the Iroquois clubs and the referendum taken by the San Francisco Chamber of Commerce reveal the plan. There is to be no attack upon the 18th amendment itself, but upon the interpretation of it as set forth in the Volstead act. This is alleged to be narrow and inspired by fanaticism. The claim is made that congress may, under decisions of the United States supreme court, fix the alcoholic content in defining intoxicants. In the decision in the Rhode Island case construing the 18th amendment, the United States supreme court declared that the first section of the amendment "of its own force invalidates every legislative act whether..."
