COAST-TO-COAST CALLS REQUIRE CO-OPERATION Transcontinental Telephoning Involves Thirty-Eight Separate Steps When a subscriber takes the receiver from the hook and requests a connection with another subscriber across the continent, many operations are required and quite a number of telephone people at once become actively engaged in building up the line so that east and west may talk as though face to face. These operations and activities may best be shown by following through a trans-continental call and the following shows just what happens: A Boston broker tells his clerk to put in a call for John Rockwood, Hotel Raymond, Pasadena. Clerk removes telephone from hook, is answered by the operator on the private switchboard and asks for long distance. Long distance answers and makes out a ticket which she sends by pneumatic tube to the routing operator. The routing operator marks it by way of Buffalo to the distributing operator. The distributing operator sends the ticket by pneumatic tube to the operator controlling the Buffalo circuits. This operator calls Buffalo and asks to be connected through to Chicago for a Pasadena connection. Boston and Chicago are put in communication. The Chicago operator connects Boston with a special operator in Chicago, who handles Pacific coast traffic, who makes out a ticket. The special operator in Chicago then calls San Francisco; the operator there makes out a ticket and calls Los Angeles and requests that she be connected through to Pasadena. Los Angeles connects San Francisco and Pasadena. porter of some candidate for governor who would prevent anti-bootlegging laws from interefring with the practices of the Holy Rosikrucians and others of like mind? RHINE OCCUPATION ACCOUNT There seems to be an impression in Europe, shared by some editors in the United States, that Secretary Hughes exhibited a lack of diplomatic tact in presenting the claim of this country for reimbursement of the cost of maintaining the American army on the Rhine. The view is taken that the American observer present at the meeting of the allied finance ministers waited until they had reached an agreement for a division of the first billion gold marks received from Germany, and then stepped in with a demand of priority for the American claim of $241,000,$00. Well, let us see. The American claim for payment of the costs of the American army of occupation was based originally on the terms of the armistice of November 11, 1918, which said that German territory was to be occupied "by the allied and United States forces jointly." It was then stipulated that "the upkeep of the troops shall be charged to the German government." Later the Versailles treaty provided that out of reparations "the expenses of the armies of occupation shall first be met." The United States did not become a party to that treaty, but under the terms of the separate treaty between this country and Berlin the United States "expressly reserve all rights, privileges, indemnities, reparations, or advantages to which it became entitled under the terms of the armistice, or which, under the treaty of Versailles, have been stipulated for its benefit." The special operator in Chicago then calls San Francisco; the operator there makes out a ticket and calls Los Angeles and requests that she be connected through to Pasadena. Los Angeles connects San Francisco and Pasadena. Ticket operator makes a record of the connection, secures the number of the Raymond hotel from the information operator, goes on in a call wire of the proper local exchange and is connected with the Raymond. The Raymond private branch exchange operator looks up the room number of John Rockwood and rings him. This routine requires eighteen operations. As the call has gone through from the Atlantic to the Pacific, the circuits used have been released and it is now the duty of the Pasadena operator to re-establish the circuit step by step from Pasadena to Boston and in this there are ordinarily fourteen operations. When Buffalo, Chicago and San Francisco come in, going and coming, the operators controlling the repeater sets are signaled to put the repeaters in operation, making in all thirty-eight operations. Under favorable circumstances with circuits available and no delay in finding the called subscriber promptly, the two subscribers can be talking satisfactorily within fifteen minutes from the first call. THEODORE BELL CONVERTED Theodore A. Bell, a life-long Democrat, chief counsel for the liquor interests, has made the startling announcement that action of certain Democratic United States senators on the fourth nation pact has driven him into the Republican fold. Simultaneously there appeared in the San Francisco press a statement that Bell had filed with Samuel F. Rutter, prohibition director, a twenty-four-page brief citing 252 lay and clerical authorities in defense of the religious rites of the Holy Rosikrucians. It appears that no member of this holy order may meditate without drinking at least four ounces of wine and that he may not retain his membership without drinking a minimum of forty gallons a year. The ritual makes the toast, The United States did not become a party to that treaty, but under the terms of the separate treaty between this country and Berlin the United States "expressly reserve all rights, privileges, indemnities, reparations, or advantages to which it became entitled under the terms of the armistice, or which, under the treaty of Versailles, have been stipulated for its benefit." Our troops were left in German territory at the urgent request of England and France on the plea that American troops would be more effective than allied forces in preserving peace. Those nations then agreed to see the United States reimbursed. It may be said that the Hughes demand should have been directed to Germany. But he was confronted with a state of affairs. Germany can make no financial move except with the consent of the allies, who are on the ground with their reparations commission. Every bit of war indemnity goes through that commission. We have no disposition to find fault with that arrangement so long as it does not infringe upon American rights under the Berlin treaty. When the comsion does interfere with those rights, it is the duty of the secretary of state to protect them. Now, as to the abruptness of Mr. Hughes' action. The fact is that he strained diplomatic practice to the limit in giving the allied ministers opportunity to take cognizance of the American claim without the necessity of any reminder from Washington. Up to the very last minute, when the agreement for division of the reparations payment was about to be signed, Mr. Hughes remained silent but when it became apparent that the United States was to be ignored entirely he stepped in and recalled to the minds of the ministers the stipulations which should have governed their actions. Even then there was no insistence on immediate payment, but only on an official recognition of the American claim. This whole incident is but another manifestation of the desire of certain foreign ministers to shut the United States off from any share in the victory won in 1918. What this country has done in the way of money loans and supplies sent to the devastated regions since the war is sufficient proof that the United States has no grasping proclivities. Other nations have seized former German territory and other spoils of war while this occupation shall first be met." The records of the internal revenue department, as reported by the San Francisco press, show that 5000 gallons have been drawn by the holy order for religious rites in the past month, which would indicate a hearty response to the toast. On the day preceding the filing of the brief on behalf of this holy order, and the announcement of his sudden conversion to the Republican faith, Bell was quoted in an interview in the San Francisco "Call" as saying that there would be in the field a Republican candidate for governor on a wine and beer plank, and, of opposition to the Wright anti-bootlegging act. Is this sudden interest in a Republican candidate for governor the result of Democratic opposition to the four-nation pact, or of Rutter's opposition to the cause of the Holy Rosikrucians? Is his conversion due to outraged feelings caused by the representatives of his party in the senate, or by the action of Rutter in denying to the holy order four ounces of wine for each meditation? It is, of course, improbable that so recent a convert would think of becoming a candidate himself. Is he then qualifying as a Republican supporter? This whole incident is but another manifestation of the desire of certain foreign ministers to shut the United States off from any share in the victory won in 1918. What this country has done in the way of money loans and supplies sent to the devastated regions since the war is sufficient proof that the United States has no grasping proclivities. Other nations have seized former German territory and other spoils of war, while this country has been content with vindicating its international rights. We intend, however, to collect the ordinary obligations, due us from abroad. GOOD POSITIONS OPEN Two responsible positions in the state service paying good salaries are soon to be filled by the state civil service commission, from which commission full information may be obtained by all parties interested. Both positions are in the state labor department. The first of these is that of director of free employment bureaus, which pays from $2400 to $3360 a year, and which requires a man who has had experience in labor and employment problems and who knows the labor laws of California. Included in the duties of the position are the supervision of all free employment bureaus of the state, and the adjustment of labor complaints. The second position is that of statistician in the bureau of labor statistics, carrying a salary of $2700 a year. This position entails a knowledge of modern statistical methods and practice, and ability to plan and supervise the collection of statistics relating to the bureau. Appointments will be made from lists submitted by the civil service commission. 1st.
