HOW MANY ALIENS IN ORANGE COUNTY
County Clerk Backs Taking Census for Taxation Purposes
How many alien males are there in Orange county subject to the new alien poll tax of $10.
Guesses vary all the way from 500 to 6000.
County Clark J. M. Backs, now arranging to register the alien males 21 years of age and under 60, believes that there are 3000 in the county.
County Assessor James Sleeper's off-hand estimate put the number at 1000, but after a few minutes thought no doubled his estimate.
The alien poll tax law is now in effect, and under its provisions the duty of registration of every alien male in the county subject to its provisions rests with County Clerk Backs. The responsibility of collecting $10 per alien from each of the men registered rests upon County Assessor Sleeper.
Backs has just received his registration supplies, and he is now appointing deputies to receive registrations. Under the law at least one registration deputy must be appointed in each school district. The compensation is 10 cents per registration. Registration this year must be completed by August 1.
"The responsibility of seeing that he is registered rests upon the alien," said Backs. "It is much the same as it was in the registration for the draft. The deputy is expected to make a canvass and to get all of the names possible. However, should he miss anybody, the alien is responsible for the failure to register. Under the law failure to register is a misdemeanor."
On August 1 collection of poll taxes may be commenced by the assessor's office and this year they must be completed in December. The assessor is to be allowed one field deputy for each county.
That it is the motorists themselves who have accomplished this is clearly shown in Mr. Valentine's statement.
Preparations have just been completed by the auto club for handling what is believed will be the greatest motoring rush ever before seen in the southern counties during any summer, which is looked forward to for July, August and September.
It is also pointed out by the new president that the auto club has erected and is maintaining more than 70,000 enamel-metal sign posts on the roads of this state, and on trans-continental highways leading into southern California from eastern states.
Good news is also contained in the announcement that this system is to be materially increased during the next twelve months. Renovation work is now going on in every southern county of Califoronia.
Service departments of the organization which are to increase their scope of endeavor are the theft bureau, which has instituted a shot-gun campaign against auto thieves; the touring bureau, which maintains branches in each county; the legal department which protects the interests of all auto owners in the state; the drafting department which prepares maps and all other service departments of the club.
Testimonies received from eastern visitors who have enjoyed the hospitality of southern California auto owners, through their club organization, indicates that its work receiving nation-wide attention and gratitude and this word is transmitte dito the thousands who are supporting its effort in the new president's recent bulletin.

Probably the greatest gathering of boys in the history of club work will take place at Atlanta, Ga., October 19 to 21, 1921, when club boys representing practically every section of the United States will take part in an international club judging contest. The seven winners in this contest will be given a trip to the English royal stock show, and hundreds of dollars will be distributed as additional prizes. This contest is under the supervision of the club leaders representing the state agricultural colleges and the United States department of agriculture.
Even though the contest is several months off, many club leaders and members are showing an interest in it and have expressed their willingness to send judging teams. The team from Texas, which defeated the entire field last year, is now completing preparations for the trip to Europe. That state will be represented again at the contest in Atlanta, but this year there will be more competition, for teams from Mississippi, Louisiana, Virginia, Oklahoma, Florida, Arkansas, Alabama, Kentucky, North Carolina and South Carolina are preparing to enter. Several other states in the north and west have signified their willingness to send teams to the contest if suitable arrangements can be made.

The money that is collected is to be turned in to the unapportioned county school fund, from which it will be distributed through the regular channels to the various schools of the county.
Press dispatches state that a fight will be made in the courts by the Japanese in an effort to secure a decision finding the act unconstitutional.
"As I understand it," said Backs, "this fight will not be made at the time of registration but at the tome of payment."

A statement just issued by the newly elected president of the Automobile Club of Southern California, W.J. Valentine, of Los Angeles, is included in a message which shows that this organization within the past year has attained a national peak of service in America.
Auto owners of southern California have combined, it is pointed out, to make motoring supreme as a nout-door pastime in this corner of the country.

Don't attempt to shift gears on steep grades, is a second warning. Too many women and unskilled drivers attempt to do this with fatal results. Do your shifting before you get into the steep part of the grade.
Don't stop to admire the scenery or pick violets where the road is steep and narrow. There is a state law against stopping on a narrow road so as to block passage. Cars are often pushed over a bank in this way.
Mountain driving is not easy for the person who is new at the wheel of a motor car, points out the club report, it is particularly difficult for women drivers. Become well versed in the handling of a car before you get into mountain territory and you will have no trouble.
Remember that there are steep grades leading into the beautiful Sequoia park, no bad grades into General Grant, and some steep grades into the gorgeous Huntington lake district.

ELECTRIFYING RAILROADS
Western railroads have experts at work on computations and engineering problems looking to their electrification, according to O. C. Merrill, executive secretary of the federal power commission in a statement to Senator Samuel M. Shortridge.
This announcement followed the one from Chicago recently that freight rates from the Pacific coast to eastern points would be reduced and it has started a governmental inquiry into how the rates can be brought down still lower by reducing the operating expenses of the carriers themselves.
Electric power at five-eights of a cent a kilowatt hour (the cost to the Chicago, Milwaukee & St. Paul for its electrified lines) is so much cheaper than either coal or oil that the use of electricity in itself would bring about a reduction in freight rates, Merrill asserts.
Another effect of electrification that would bring about lower rates is that 30 per cent of the traffic on both coal and oil burning roads is used in carrying fuel for their own locomotives. The electrified carrier sends its fuel by wire and uses the rolling stock thus released for "cash customers."
Figure gathered by government experts on railroad electrification show, according to Merrill's report to Senator Shortridge, that the Milwaukee over its electrified lines forwards twice as many cars at double the speed, thus effecting a saving in operation of 50 per cent.
Merrill told the senator he believed the railroads would find it cheaper not to erect their own power plants, but to buy the energy from central companies that already have plants in operation.

CHEAP HOUSE FOR BACK YARD
It is not necessary to spend much money for housing if you are going to keep a small flock of hens in your back yard. But whatever you build should be made dry and free from drafts, and have good ventilation. The western project for railroad electrification is an entirely separate project from the gigantic plan being considered for the Atlantic coast which contemplates the hooking together of all power companies, the electrification of all railroads and the supplying of all industries with electric power in place of steam plants. While not all of the Atlantic project can be supplied from hydro-electric plants the generating stations to be operated by coal will be erected at the coal mines thus releasing an enormous amount of railroad rolling stock for other purposes.
Western senators are making a particular study of the electrical situation because of the vast hydro-electric possibilities in the west and because the oil supply is dwindling so that, before long, governmental regulations may have to be provided to conserve oil for the navy and the merchant marine and industries that cannot be supplied with electric energy. More than 70 per cent of the wheels in California are driven by petroleum, according to Sacramento figures. Of the fuel oil used, 37 per cent is used by railroads.
The distribution of such power should not be a serious factor. The development of the Colorado river, if it is worked out for the benefit of the entire west and not merely in the interest of any one city, will provide the power for operation of railroads throughout the southwest; the high Sierras will take care of the Pacific coast states; and the Rocky mountains should provide energy for the intermountain territory.
POPULAR VOTING ON WAR
A resolution introduced in the Denver convention of the American Federation of Labor calls for an amendment to the constitution of the United States to take away from congress the power to declare war, and requiring that any such declaration must be made by "a majority of the voters of the country;" also that all those voting in favor of the declaration shall be compelled to take up arms before those voting in the negative are called upon to do so.
It is not the first time that such a radical change has been proposed, so far as substituting a popular vote for speed, thus effecting a saving in operation of 50 per cent.
