NOTES ABOUT THE OIL FIELDS
Items of Interest Gleaned From Southern California's Producing Fields and Progress Made.
The past ten days have been exceedingly comforting ones for operators in the Huntington Beach district, the bringing in of producers of high gravity oil in bona-aza volume in more than one instance encouraging many operators who have been holding back awaiting developments to plan immediate and more intensive work. It has been demonstrated that the water and gas troubles prevalent in the field are not insurmountable, and as experience is gained through actual results achieved, the problem becomes one of lessening consequence every day.
The Amalgamated Oil company's Huntington 2-A, completed at 2564 feet, is now on production. The well is flowing about 300 barrels a day. Huntington No. 1-A set 10-inch at 2900 feet. Huntington No. 3 is building rig.
The Bolsa Chica Oil company's Augur No. 1, now drilling at below 1950 feet continues to encounter gas pockets in the hard shell and shale, and makes the drilling a little different from the surrounding wells.
The Hurst syndicate well has been on production a third week and the amount of gas, oil and water produced remains about the same. About 890 barrels of fluid is being produced. Of this amount 50 per cent is water. The oil is 17 gravity and is being sold on the ground to the operating companies in the field.
Drilling on the Bixby Ranch syndrome well has passed 3700 feet without any important change in the formation.
The Long Beach Consolidated's No. 1 is standing cemented with a string of pipe set at 2780 feet.
The National Exploration company is having some pipe trouble at Chino No. 1, where 1300 feet of hole has been drilled. Drilling on the Olinda well No. 1 is going nicely in the brown sandy shale at 1825 feet.
The National Security company drilling at Orange county park, has 1600 feet of hole and the New York-California has set a string of surface pipe at 475 feet.
Work did not start on the Olive Petroleum company's well as was reported last week. It seems that the necessary pipe has been secured but more capital is needed to continue the work.
Redrilling and cleaning out on the Clark Oil company's Wetzell No. 1 has proceeded so nicely that a string of eight-inch can now be set at 3600 feet. Located near the Standard's famous deep Kraemer gushers, the outlook for the Clark well is extremely good.
The Union Oil company of California is leading the development work in Brea canyon. This company has three wells drilling at depths varying from 1300 to 2000 feet. No. 57 is about ready.

The General Petroleum, one of the leading oil companies in the state, has seen fit to enter the Huntington Beach field. The General Petroleum has leased community property and is building a rig rig for what will be known as Community No. 1.
Numerous reports had it that the Huntington Central was a 4000-barrel well a few days ago. Such is far from being the case. The truth of the matter is that the Huntington Central No. 1 is to go on a production test to find out whether or not the water was shut off at 2245 feet. As soon as this is determined the well will go on down to what is considered a heavier producing sand.
The Moser special, preparatory to setting a string of 10-inch casing at 3156 feet blew out and changed the plans of the work. Now an attempt will be made to get a formation shut-off at 3030 feet.
An unusually good showing of oil was struck at Miley-Keck No. 2 at a depth of 2550 feet. It is the intention now to set eight-inch soon. No. 1 still stands cemented at 2600 feet.
Of the many bids submitted to the high school board for the privilege of drilling on the high school property that of the Petroleum Midway was accepted. The Petroleum Midway company agrees to drill a well free of expense and allow the high school to receive half of the profits. In case the well fails to produce, the expense will be taken care of by the oil company.
Columbia.L-1 has been cemented at 3100 feet and is standing. Lumber is on the ground for Columbia 2-1, and Columbia 3-1 is drilling in hard shell at 2600 feet. Ray Walker No. 1 is drilling in shale at 2450 feet. Vollmer-Meyer No. 1 is making water test at 3030 feet. Bray No. 1 is rigging up rotary and Texas No. 1 is a new well building rig and rigging up.
The Standard Oil company is leading the field's development work with 18 wells drilling. On the Bolsa Chica property Nos. 2 and 3 are nearing completion and both look like big redrilling and cleaning out on the Clark Oil company's Wetzell No. 1 has proceeded so nicely that a string of eight-inch can now be set at 3600 feet. Located near the Standard's famous deep Kraemer gushers, the outlook for the Clark well is extremely good.
The Union Oil company of California is leading the development work in Brea canyon. This company has three wells drilling at depths varying from 1300 to 2000 feet. No. 57 is about ready to be brought in. Drilled to 2004 feet, this well struck the oil sand at 1200 feet. This formation has continued practically unbroken, and the well looks like a record-breaker for the Brea field. Union's new work includes grades for five new wells, Nos. 66, 76, 79, 80 and 81.
Sand continues to menace the flowing of the Harrington-Dumas Oil company's No. 1. On putting in the tubing the well failed to do very much better on account of the sand. At times the well will produce at the rate of 800 to 900 barrels, clearly indicating that profitable production is there. It seems that no regular production can be expected until the sand has been cleared out.
One of the nicest wells brought in in the old Olinda field has recently been completed by the Columbia Oil Producing company at well No. 35. Drilled to 2500 feet this well came in a 500-barrel well and has been holding up very good. This is perhaps the biggest encouragement the Olinda field has received this year.
Rumor has it that four of the larger companies in the Richfield district are bidding for the property of the Richfield Consolidated.
It is understood that all but one of the land owners comprising the company's holdings have agreed on a transfer and sale. It is further understood that as soon as this holder has been induced to sign the property will probably change hands.
It seems that the Petroleum Midway is one of the bidders and will probably get the property should the sale be made.
In the meantime Richfield Consolidated officials are going ahead with the work of getting No. 2 on the pump. The well has been washed out to 2815 feet and looks as though it will flow regularly.

on the ground for Columbia 2-1, and Columbia 3-1 is drilling in hard shell at 2600 feet. Ray Walker No. 1 is drilling in shale at 2450 feet. Vollmer-Meyer No. 1 is making water test at 3030 feet. Bray No. 1 is rigging up rotary and Texas No. 1 is a new well building rig and rigging up.

Huntington A-3 is still being held up on account of water trouble. The same is true of Huntington A-5 Huntington A-7 is drilling in the shale at 2675; A-9 is standing cemented at 1375. Huntington A-10 is a new well just started drilling. No. 11 Huntington is building rig. Huntington B12 is drilling at 2900. B-3 is drilling at 2525 and B-4 is rigging up to start drilling. C-1 and D-1 are standing cemented. Huntington E-1 is drilling at 2100. An attempt to make Surf No. 1 produce has not met with much success. The well will produce only a little heavy oil at best. Jones Community No. 1, at 2575, is showing considerable oil and looks good.
Another well to come before scheduled was the Union Oil company's Copeland No. 1, which started flowing at 2945. After drilling out the cement the oil sand was pierced only about 4 feet, when the flow started. Union Oil officials are not satisfied with the well's performance and will undoubtedly deepen the well before long. Fishing at Newlands No. 1 still continues.
Some of the hardest digging in the Huntington Beach field is being experienced by the National Exploration company now drilling at 2750 feet. This hard formation was not struck in the Standard's Surf well on the adjoining property.
In the meantime Richfield Consolidated officials are going ahead with the work of getting No. 2 on the pump. The well has been washed out to 2815 feet and looks as though it will flow regularly.
SUPERVISORS' PROCEEDINGS
Bids were opened for the improvement of certain streets in Yorba Linda, road district No. 3. All bids were rejected and checks ordered returned to bidders.
Real estate belonging to the county of Orange, was sold to National Bank of Orange, for the sum of $3,000.00, said sum being the highest sum bid.
Specifications, plans and profiles, as presented by the county engineer, with his recommendations for the improvement of Jeffrey road bridge, in the fifth road district, were adopted by the board. Notice for bids for doing said work to be given by publication in the Santa Ana Bulletin. Bids to be received up to 10:00 a.m. May 17, 1921.
Map of tract No. 163 was received by the board and submitted to the city engineer of the city of Anaheim.
Chairman was authorized to sign cancellation of leases Nos. 16007 and 13418 with the A., T. & S. F. Ry Co.
Spraying license was ordered issued to W. F. Coulter.
Bonds of the Bay City school district were ordered to be sold. The clerk was directed to publish notice in the Seal Beach Post. Bids to be received up to May 17th, 1921, at 10:00 a.m.
Ordinance No. 184 granting La Habra Domestic Water Co.'s franchise was passed.

OF LOBBIES AND LOBBYISTS
THERE IS, INDEED, NO END
It is true, as has recently been publicly declared, that after eight years of the new freedom, in the earlier stages of which a presidential ukase against lobbyists was issued, we have more of lobbies and of lobbying than ever before in American history.
The most powerful lobby in Washington or at any other capital of the world is that maintained under the direction of Mr. Gompers and his associates. Occupying an imposing office building of their own, and maintaining a large, expensive and efficient organization, this lobby has practically dictated all legislation and administration affecting the interest it represents during the past few years. It prints two publications of wide circulation in which its friends are boosted and those who do not in all matters do its bidding is excoriated. This lobby became so intimately a part of the executive branch of government under President Wilson that it exercised far more influence than all the members of the United States senate combined in formulating the treaty of Paris and the league of nations covenant and carried on a nation-wide propaganda in behalf of these instruments. During the last national campaign a committee representing this lobby, composed of three officials of the Federation of Labor, all of whom were born under foreign flags, undertook to deliver the whole body of organized labor to Governor Cox and the Democratic party, with a result now well remembered. The election returns proved that this lobby has far more influence on Capital Hill than it has with the voters of America.

This is a well finan-ced, well organized body, headed by a former member of congress, a man of energy and ability. It publishes a national weekly paper called "Labor," with a circulation aggregation several hundred thousand. This is a semi-socialist and distinctly anti-Republican journal. Like the lobby maintained by Mr. Gompers, this organization processes to control millions of votes, and threatens members of congress who insist on sticking to any convictions of their own on the question of politi-calization of railways and kindred topics.
Every important farm organization also maintains a lobby in Washington. Of these lobbies there is a central organization, which frequently gives out statements to the public press. Despite all that is said about the "corporation controlled" press, it is a not-worthy fact that the press associations and the newspapers carry much of the publicity material given out by all these organizations.
The most aggressive and effective lobby of a temporary character Washington has ever known is that which brought to a successful issue the movement for national enfranchisement of women. This lobby included two important branches—the National Woman's Suffrage association and the Woman's party; the last named organization maintained a club house in Washington.
Of the other lobbies operating in Washington the public is reasonably familiar with the Anti-Saloon League, the Philippine Independence bureau, the organization promoting the cause of Irish independence and others of similar nature. Each of these lobbies is busily at work toward a definite objective.
Various commercial organizations similarly maintain lobbies at Washington. It must be said that they are highly influential than the lobbies

Of the other lobbies operating in Washington the public is reasonably familiar with the Anti-Saloon League, the Philippine Independence bureau, the organization promoting the cause of Irish independence and others of similar nature. Each of these lobbies is busily at work toward a definite objective.
Various commercial organizations similarly maintain lobbies at Washington. It must be said that they are vastly less influential than the lobbies representing organized labor, the government ownership idea, prohibition and suffrage.
Nothing in law or equity prevents the maintenance of such lobbies. They are a phase of that tendency to regard public problems from the angle of special interest which is one of the most dangerous signs of the times. But the lobby maintained in the open is not of itself menacing to the public welfare. When a lobby undertakes to influence members of congress against their own conscience and judgment by offers of reward or threats of reprisal, whether that be either in money or influence, then an element of corruption is introduced into public affairs.
Members of congress should hold themselves answerable to what they believe to be the best interests of all the people, not merely to the voters of certain classes, groups or combinations of people. Public men cannot be harmed by listening to the representations of any organization in behalf of special interest, so long as they do not yield to the threats or the persuasions of particular interests having an objective narrower than the general good. Lobblers are not dangerous to honest, intelligent, fearless public men. Out of the play of one influence against another may come enlightenment on public questions:

You are hereby notified with the plans and specifications therefor filed with the Clerk of said Board on the fifth day of April, 1921, except as the boundaries of the District and the plans and specifications may be changed at the hearing hereafter provided, which plans and specifications are made a part thereof, and to which all persons are referred for further particulars. For the cost and incidental expenses of the work and the cost of the proceedings, bonds will be issued in the total amount thereof, due and payable in twenty (20) annual installments, bearing interest at the rate of seven per cent annum, payable semi-annually, all in gold coin of the United States.
A special fund for the payment of said bonds and interest thereon, to be designated Drainage District Improvement No. 2, Interest and Sinking Fund, is to be constituted by the levy and collection of special assessment taxes upon all land within a District to be known as "Drainage Improvement District No. 2 of the County of Orange."
Such District (as proposed) being all that territory in the County of Orange, State of California, within the exterior boundaries of said Drainage District Improvement District No. 2 as hereinbefore described.
Notice is hereby given that, at the time herein specified for ordering the work, the matter of said Drainage District Improvement No. 2 will come up for hearing, and all objections which under the provisions of said Drainage District Improvement Act of 1919 are entitled to be heard or determined, and the boundaries of said District, and the plans and specifications will be then finally determined and established.
The Anaheim Gazette, a weekly newspaper of general circulation, printed and published in said Orange County, is hereby designated as the newspaper for making publication this resolution, and for making all other publications in the proceeding.
The County Surveyor and Engineer of said County of Orange, namely J.L.McBride, is hereby appointed to superintend the work of said improvement.
The foregoing resolution was on the fifth day of April, 1921, passed by the Board of Supervisors of the County of Orange, State of California.

You are hereby notified that Section 1 or Ordinance No. 96 makes it the duty of any person or persons who owns or controls any real estate within the limits of the City of Anaheim to keep the street or streets upon which the real property is located, free from and remove all grass, weeds or vegetation from the outer edge of said street or streets adjoining such real property and the parking, up to the center line of such street or streets.
You are further notified that if the provisions of this Section 1 of said Ordinance are not complied with by you within ten days from this date the City of Anaheim will eradicate and remove at your expense, all grass, weeds or vegetation, which may be on any street or streets adjoining such real property and the parking, owned or controlled by you in the City of Anaheim, according to the provisions of said Ordinance of the City of Anaheim.
