Of the 12 highest counties in the United States producing the greatest value in agricultural crops, six are within the boundaries of California. The rating of these counties is first, third, fourth, eight, eleventh and twelfth, and they are by name. Los Angeles, San Joaquin, Tulare, San Bernardino, Santa Clara, and Orange. In order to give the Pacific Coast the majority of these great producing counties, Whitman County, Washington enters the roll of honor as the sixth. Ten years ago Californians were highly pleased and gratified over the fact that for the first time in the history of the country the banner for producing greatest value in crops came this side of the Rockies. The decade preceding had given that honor to Lancaster County, Pennsylvania (in 1910 taking second place). A few weeks ago we referred to this and to the fact that California producers were watching for release of the figures of greatest crop production for the year 1919, which formed the basis for the 1920 census reckonings. Now comes the information that Los Angeles County is again the winner. Because of the slump in lemons and some other disastrous crop returns it had been feared that perhaps Los Angeles County might not be able to hold the banner, but notwithstanding these losses Los Angeles County produced during the year 1919 field and orchard crops to the value of $62,212,-843, while the next highest county, Aroostock County Maine, produced nearly $10,000,000 less or, to be exact, $52,541,200. Bus Los Angeles County is not alone in California counties holding honors, for San Joaquin County comes third in all the counties of the United States. Tulare County, again comes eighth, Santa Clara County elowenth and Orange County, twelfth of all the counties of the country. We have not yet received the figures for the other California counties, but the thirteenth census (1910) report as to agriculture showed San Joaquin second in the state with about $9,000,-000 production; Fresno third with nearly $8,000; Santa Clara with nearly in a loss due to deterioration," declares the Republican Publicity Association, through its president, Hon Jonathan Bourne Jr. "The National Conference of State Manufacturers' Associations recently issued from its Chicago offices a questionnaire to test the opinion of manufacturers respecting the railroad situation. Accompanying the questionnaire was a letter from the president of the conference, Mr. Butterworth., in which he said: 'Since the only real hope of a reduction in rates lies in the railways securing a reduction in their operating expenses, they should have the support of every business man, every shipper and every consumer in the country in the effort they are making to reduce these expenses." "Commenting on the high freight rates and the inadequate net returns, Mr. Butterworth says:—'Here is the answer: Between 1917 and 1920 their total gross earnings increased from $4,000,000,000 to $6,200,000,000, or $2,-200,000,000 a year. In the same year their operating expenses increased from $2,800,000,000 to $5,800,000,000,-000, or $3,000,000,000 a year. The increase in expenses was about $1,000,-000,000 greater than the increase in earnings. "'The total wages paid in 1917 were about $1,700,000,000. The total wages paid in 1920 were almost $3,700,000,-000, representing about two-thirds of such increase in expenses. The balance of such increase in expenses was due to the increase in the cost of material and supplies. The advance in railway wages was granted by the United States Labor Board last July, so was in effect only eight months of 1920. After it was granted the wages of railway employees were running at the rate of almost $4,000,000,000 yearly, a sum approximately equal to their total gross earnings in 1917.'" "Another instance of the effect of Federal interference is cited, as follows: 'There was an increase in the number of nine classes of shop employees between 1917 and 1920 of 141,-400, or about 47 per cent. The figures given in on this page are subject to correction, but it is hardly probable that the rating of these counties will be changed. Especially if this true as to Los Angeles County which holds first place with nearly $10,000,000 above its nearest competitor. The state most highly honored is Illinois, which has three counties in the first twelve likewise the thirteenth and fourteenth in the list. The only other counties of the East for which we have received figures, are Aroostock, Me., the potato growing county, which produced in 1909, 17,-514.491 bushels, a production which was equaled by only six entire states in the Union, which is second to Los Angeles and Lancaster County, Penn., now with a production of $32,000,000 fifth in the list. 400,000 IDLE FREIGHT CARS. The schools in the Philippines are probably brought closer to the people there than in any other country in the world. One of the government's handbooks on the schools explains that this is due to the fact that work has had to be done and no other organization has been so well equipped to undertake it. This document adds: "Through its gardens, farms and food campaigns, the agricultural interests have been aided. Children have been turned out to fight the locusts. Assistance has been given to the bureau of health in many instances by the information concerning health and epidemics. The schools, in conjunction with the bureau of health, undertook several years ago the training of Filipino girls as nurses. Aid has been given to the bureau of posts in popularizing its postal savings bank and in other ways. For several years the schools have been doing pioneer work in a public welfare movement. Through its library, its literary societies and its entertainments, the schoolhouse has become the social center of the community." ADVANTAGE OF TELEPHONING SEPTIC TANKS IMPROVE FARM HOME SANITATION. A number of septic tanks have been installed on farms in Orange county as a result of several meetings held by Farm Advisor Wahlberg last year discussing the uses and advantages of septic tanks. In the replanning of established farm homes and especially in the construction of new homes in the country, it is desired to provide modern sanitary conveniences. With a water pumping and storage system it is possible to provide a kitchen, sink, bath and patent toilet. Where these conveniences are to be installed, it is necessary to provide some system of disposing of the sewage, that will be sanitary, reliable and of reasonable cost. The septic tank can be built and put into operation by an inexperienced man at a cost sufficient to cover the materials used. Part of the materials, such as form lumber and sand can often be obtained without cost. The purpose of the septic tank is to receive the sewage as it comes from the house, hold it for a time while the proper bacterial action liquifies the solid matter and partly deodorizes it, and then discharge the resulting fluid through a distributing tile system into the soil. The septic tank does not completely free the sewage of such infectious bacteria as typhoid, although it does materially reduce the danger from this source. The fluid discharged from the septic tank into the soil is purified in passing through the soil and will not endanger drinking water sources if placed at a distance of 200 feet or more from such. However, typhoid dejecta should be disinfected before disposal in any event, but disinfectants must not be introduced into the septic tank as they will destroy those bacteria necessary for livestock. STATE SCRIPT A PUBLIC Auction A public auction sale of State script will be held by Surveyor General W. S. Kingsbury, at the State Capitol Sacramento, Monday, May 2, 1921 at 10 a.m. State script is the cheapest land script on the market today. Script can only be purchased by citizens of the United States who are residents of the State of California and can be located on any vacant non-mineral government land in California. State script is not transferable. Script is sold in 40-acre lots for cash, personal checks received, but no purchaser can buy more than 640 acres, and the surrender of the script is payment for an equal acreage of government land. At the last auction sale of State script the price received was $6.72 per acre. Homestead and desert land entrymen can relinquish their entries through the surveyor general and acquire title to the land through the purchase of script provided the land is not withdrawn by the Federal government for public purposes. The applicant need not live on or improve the land. All money received from the sale of State script goes to the support of the public schools of the State. Anybody who desires the assistance of the Republican County Central Committee in securing an appointment must submit his request for endorsement to the committee as a whole. That is, he may not go to individual members of the committee and get their signatures. Members of the British Women's mission, appointed by the British government to inquire into the prospects of settling former woman war workers in the commonwealth, must have been amused at the attitude of some state ministers in Victoria and Queensland. In both states the difficulties of pioneering work were pointed out as almost insuperable obstacles but the women's mission, with the knowledge of what had been accomplished in Britain and France, have not been discouraged, and as a result of their work numbers of British women will probably come to the commonwealth within the next year or two. Meanwhile some Australian politicians have obtained a new angle on women's possibilities. SOCIETY AMONG THE CAVEMEN. The size of the septic tank should be such that it will hold all the sewage from the house from 18 to 36 hours, to enable the bacteria action to take place. It is advisable to use a constant depth of four feet for the tank and vary the length and width to secure the proper capacity. A tank four feet deep, three feet wide and seven feet long has a capacity sufficient for a family of ten people. It is not advisable to build a tank smaller than this as the extra capacity is an advantage. A single chamber type of tank has been found most practicable. The inlet pipe discharges below the surface of the sewage and is fitted with an elbow to reduce agitation as much as possible. Baffles boards in front of the inlet and outlet pipes and in the bottom of the tank provide a very slow movement of the sewage from inlet to outlet. Such a tank should not require cleaning more often than every three to five years. It is best to have it under ground with the top flush or slightly below ground level. The most satisfactory construction is of concrete with the inlet pipe line from the house of 4 inch vitrified sewer pipe with cemented joints. The outlet pipe is 4 inch, straight joint, tile laid, 12 to 14 inches deep, in a branching system with not over 1 inch fall in fifty feet. From 35 to 60 feet of discharge pipe, depending upon type of soil, should be used. The discharge can be used to sub-irrigate or alfalfa. It is not recommended for vegetables, certainly not any that are eaten uncooked. The cost of materials of a tank suitable for a family of 10 people will be about $25.00 when form lumber is secured on the farm. The 4 inch vitrified inlet pipe costs 30 cents per foot and the outlet tile 15 cents per foot. Koepsel. Under the plan adopted, anyone who desires the committee's endorsement must file his petition with C. D. Swanner, secretary of the committee. The committee will meet on the call of the chairman, a five day notice being given each committeeman as to what matters are to be considered at the meeting. Each district committeeman is expected to turn in a report upon situations as they come up in his district. While it is believed that President Harding will issue a proclamation removing postmasters of first, second and third class post offices from the civil service protection given to them by President Wilson after practically all of the offices had been filled by Democrats, no word has come as to when that proclamation is to be issued. It is assumed that postmasters now in office will serve out the four year terms to which they were appointed before the Wilson proclamation was issued. Some of the four-year terms held by postmasters in this county were to end this year, some next year and some in 1923. SOCIETY AMONG THE CAVEMEN.
