MINING OF METAL IN GALIFORNIA ON DECLINE
NUMEROUS MINES HAVE CLOSED DOWN TEMPORARILY IN PAST FEW MONTHS
Others Are Operating at a Loss Owing to Scarcity of Labor and High Cost of Supplies—Output Shows Decrease Over Last Year's Production
The conditions in the metal-mining industries in California during the first half of 1920 were even more burdensome to the operators than in 1919. The high cost of supplies and labor and the scarcity of skilled labor have increased the number of mines that have suspended or curtailed operations and have materially lessened the output of metals, according to G. G. Yale of the United States geological survey, department of the interior.
During the first six months of 1920 the United States mint and local smelters and refiners, to which most of the newly mined gold from California is sent, received from the mines of the state $7,811,390 in gold, or $1,086,-739 less than during the first six months of 1919.
In 1918 there was a decrease in the production of gold in California, compared with 1917, of more than $3,500,-000, but in 1919, with an estimated production of $17,380,000, there was an increase of $852,000 over 1918, which showed some progress toward the recovery of a normal output. AN ORDINANCE OF THE CITY OF ANAHEIM, PROVIDING FOR THE LICENSING, FOR THE PURPOSE OF REVENUE AND REGULATION OF PURSUITS, TRADES, OCCUPATIONS, AVOCATIONS, EMPLOYMENTS AND BUSINESS CARRIED ON IN SAID CITY, AND FIXING THE RATES THEREFOR AND THE PENALTIES FOR THE VIOLATION THEREOF.
THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS:
SECTION 1. It shall be unlawful for any person or persons, whether as principal or principals, agent or agents, clerk or clerks, employee or employees, either for themselves or for any other person or persons, or bodies corporate, or otherwise, or as officers of corporations, to commence or carry on within the corporate limits of the City of Anaheim, any business, trade, calling, profession, or occupation in this ordinance specified, without first having procured a license from said City of Anaheim so to do, and each and every day or fractional part of a day that said business, trade, calling, profession, or occupation in this ordinance specified is conducted or carried on without such license, shall constitute a violation of this ordinance, and such person or persons, agent or agents, clerk or clerks, employee or employees, who shall for themselves, or for any other person or persons, body corporate, conduct or carry on any such trade, calling, profession or occupation afore-said, without first having procured a license, shall for each violation of this ordinance be deemed guilty of a misdemeanor, and upon conviction by any court having jurisdiction thereof, shall be fined therefor in a sum not less than ten dollars and not exceeding one hundred dollars, or be imprisoned for a term not exceeding fifty days; shall suffice such fine and imprisonment in the discretion of the court, and the amount of such license shall be deemed a debt to the said City of Anaheim; and such person, agents, clerks, employees, and bodies corporate, or either of them, shall be liable to an action in the name of the City of Anaheim. In any court of competent jurisdiction for the amount of the license of such body corporative or occupation as he shall or they may be engaged in, with costs of suit.
SECTION 2. It shall be the duty of the City Clerk to issue a license under this ordinance to each person liable to pay a license hereunder; duly signed by him, and to fix and state the amount of license thereon, and deliver such license to the City License Collector for collection from his receipt; for the amount thereof, and the City Clerk fixing the rate of license, shall grade the same according to his best information and knowledge, and for that purpose may confer with persons in interest, and may require any person to file his or her affidavit as to which class he or she may belong; provided that in no case shall it be waived by the Clerk in fixing the amount of said license; prevent the collection of what shall be actually due, with all costs against any one carrying on said business, trade, calling, profession and report to the Board of Trustees amount deliquated of said Board in SECTION 6. Business trades occupations here and within the City same shall be gaged in such professions or occupations.

The silver received during the first half of 1920 by the mints, smelters, and refineries amounted to 503,794 ounces, 376,310 ounces more than in the first half of 1919. This abnormal increase in the output of silver is due entirely to operations at a new silver mine discovered in 1919 in San Bernardino county, just over the border of Kern county. Most of the silver heretofore mined in California has been obtained as a by-produce in the mining of gold, copper, and lead ores, for very few purely silver mines have been operated in the state. During the last year, however, a number of old silver mines, most of them in Inyo and San Bernardino counties, have been reopened, owing to the high price of the metal.
The loss in the output of gold is caused by curtailment of operations in certain large mines on the Mother Lode and elsewhere and by the stoppage of work on a large number of mines. Many properties that were worked profitably under normal conditions continue to be operated at a loss. Once shut down and filled with water, such mines may never be reopened. Two of the most productive mines of the Mother Lode, with workings extending vertically below 4,000 feet, had to be flooded to extinguish disastrous fires, and now hard and expensive work is being done to unwater them. On the Mother Lode five or six years ago a profit could be made on ore that yielded $3.50 per ton, but now nothing can safely be classed as ore which contains less than $6 per ton. Not only the quartz but the placer field is affected. Six years ago one large dredging company, handling about 36-,000,000 tons of gravel yearly, worked 14 dredges, which dug up $2,637,700 in gold at a cost of $15 a fine ounce. SECTION 2. With all costs against any one carrying on said business trade calling, profession or occupation without a license, or refusing to pay such rate so fixed by the City Clerk.
It shall be the further duty of the City Clerk immediately after the delinquent list has been delivered to him, to make an entry of the delinquent licenses and the amount thereof, and to deliver the same back to the City License Collector, whose duty shall be at once proceed to collect the same in his discretion, by suit or otherwise.
Nothing herein, however, shall prevent a criminal prosecution as provided in Section 1. For any violation of the provisions of this ordinance, and all licenses shall be paid in advance in lawful money of the United States to the City License Collector.
SECTION 3. Except as herein otherwise provided, where more than one occupation or business of one upon which a license tax is hereafter imposed is carried on or conducted by one person, firm or corporation, at any one location, the license tax for such combined business or occupation shall be the tax hereafter imposed on that one of said occupations or business which is most heavily taxed hereunder.
The monthly license in this ordinance provided shall be due and payable to the City of Anaheim on the first day of each advance for all persons, agents firms or corporations who have for the previous month been licensed to carry on any such trade, calling; profession or occupation; and for all persons, agents firms or corporation who have not been licensed for the previous month for the same trade, calling; professional occupation; the license shall be due and payable and must be procured by such person before carrying on such trade, calling; profession or occupation.
The licenses payable quarterly, or for the period of three months in this ordinance provided shall be due and payable to the city on the first days of January. Only July and October, and all such licenses for three months shall end with the last days of March. September and December of each year.
When the license herein provided is per week, the same shall be due and payable each week in advance.
When the license herein provided is per day, the same shall be due and payable each day in advance, and where such license is per year, the same shall be due and payable to the city at the time specified in the provisional law; the same and when not so specified on the first day of December of each year.
No greater or less amounts of money shall be charged or received for license issued than is provided in this ordinance, and no license shall be sold or issued for any period of time other than is provided in this ordinance.
SECTION 4. The conviction and punishment of any person for transacting or engaging in any fraudulent activity within a municipality or occupation without a license, shall not excuse or exempt such person from the payment of any license due or unpaid at the time of such conviction.
SECTION 5. The City License Collector of said city shall on or before the second Monday in each month, deliver to the City Clerk the delinquent list of licenses uncollected by him for the previous month, and also a list of all persons one to whom knowledge or who believes not upon the license list charged with the payment of license, and shall pay over to the City Treasurer all licenses collected by him in said month,
for quarter.

On the Mother Lode five or six years ago a profit could be made on ore that yielded $3.50 per ton, but now nothing can safely be classed as ore which contains less than $6 per ton. Not only the quartz but the placer field is affected. Six years ago one large dredging company, handling about 36,000,000 tons of gravel yearly, worked 14 dredges, which dug up $2,637,700 in gold at a cost of $15 a fine ounce. In 1919 it worked 11 dredges, and the gold output of $1,840,000 cost $23 a fine ounce. It is found less expensive, however, to sustain the loss than to close down the plant, for the loss through taxes, insurance, deterioration of equipment, and breaking up of organization would be greater.
At Grass Valley, the most productive quartz-mining district in the state, the larger mines are severely affected by a shortage of skilled mines, for higher wages in lumber camps and shipyards have induced many men to give up mining. The Empire mine, the most productive deep gold mine in the state, has made extensive improvements in 1920. The North Star mine continues production but at a loss rate than during normal times. At Jackson and Sutter Creek, Amador county, the most productive district in the Mother Lode, the principal producers have made little output this year, owing to the necessity of unwatering the mines after flooding them to extinguish fire. The highly productive activities of the recently reopened Morgan mine, Calaveras county, are noteworthy.
Shortage of water throughout the hydraulic mining regions in Sierra, Plumas, Siskiyou, Trinity, and other counties, where this class of work is carried on, has greatly reduced the production of placer gold. Drift mining has also laguished, and no new properties of note have been opened.
The dredge-mining industry has probably suffered less than other gold-producing operations, yet skilled labor has been scarce and cost have been greater, and reduced prices have materially lessened output and profits.
Copper mining in California has not been in good condition this year. What was formerly the largest producer, the Mammoth, in Shasta county, continues closed down and other large mines are idle. The Mountain Copper county at Keswick started work again this year in its Iron Mountain and Hornet mines and is reducing its ore at the smelters on San Francisco bay. Operations have been curtailed at the mines of both the Calaveras Copper and the Penn Mining companies, in Calaveras county. Plumas is now the most productive copper-mining county in the state. The principal mines, the Engels and the Walker, continue operations and have made many permanent improvements at their plants. The Cerro Gordo mine, near Keeler, the largest producer of lead-zinc ores, has again been started up, and ore is being shipped by the Rip Van Winkle, Lucky Jim, Utacala, Sterling, and other mines around Darwin. Most of the zinc mined in California in 1920 will come from these southern counties, as very little has been produced in Shasta county.
SECTION 4. The conviction and punishment of any person for transacting or engaging in any trade, calling, profession or occupation without a license, shall not excuse or exempt such person from the payment of any license or unpaid at the time of such conviction.
SECTION 5. The City License Collector of said city shall on or before the second Monday in each month, deliver to the City Clerk the delinquent list of licenses uncollected by him for the previous month, and also a list of all persons that have come to his knowledge or who he believes not upon the license list charged with the payment of license, and shall pay over to the City Treasurer all licenses collected by him in said month.
SECTION 18. E firm or corporation may sale, trade or exchange or merchandise, assign signee's bankrupt or special sales or of damaged stock; or otherwise, or thereafter in the suter provided that all goods or materials be chandise in the City not assessed or taxed; provided that this see goods, wares, or real actually and in good trol of the Sherifftee in bankruptcy. SECTION 19. F cream counter or lunch counter or soda counter stand bazaar, $25.00 per temporary fruit stall for every perovery of selling tamales; ice cream or candy; or preparation desiued as food for him except as herein other any wagon or hand street in the bus city; $25.00 per quagwagon or hand car person engaged outside of said city; $4.50 however, that the streets of the salzaar, wagon or har referred to. shall be Superintendent forth in this liceress district" as the ordinance are definite portfolios lying within the boundaries; to-wit.

and report the amount thereof to the Board of Trustees, together with the board delinquent, at the first meeting of said Board in each month.
SECTION 6. The rate of license for the business, trades, callings, professions and occupations hereafter named shall be and the same are hereby established for and within the City of Anaheim, and the same shall be paid by all persons engaged in such business, trades, callings, professions or occupations, to-wit.
For every auctioneer engage in selling goods, wares or merchandise within said city at public auction, $25.00 per month or $2.50 per day if license is procured for any period less than one month.
SECTION 7. For every astrologer, seer, fortune teller, clairvoyant, spiritualist or spirit medium who demands or receives it for any services, or gives an exhibition at any place an admission is charged, $90.00 per quarter.
SECTION 8. For every paddler or hawker, $25.00 per quarter, provided that persons selling or offering for sale, vegetable, farm or garden products, raised or produced by themselves shall be exempt from the provisions of this ordinance.
SECTION 9. For every person, firm or corporation engaged in the business of bill posting, $25.00 per annum, provided that it provokes of his act not apply to any person, firm or corporation regularly licensed to transact business within the City of Anaheim, who shall use bill-boards or posters in advertising his, their or its business, occupation or calling.
SECTION 10. For every person, firm or corporation engaged in the business of conducting a bowling or pin alley or bed, $7.50 per quarter.
SECTION 11. For every person conductor billiard, bagatelle or pool table, for each table $2.50 per quarter. And in fixing the amount of license to be paid by any billiard, bagatelle or pool room it shall be the duty of the City Clerk to count and charge a license for each and every table standing in said hall or room, whether the said table be used or not; provided that the provisions of this section shall apply to billiard, bagatelle or pool tables used in private home or in clubs, where the service is confined to members of such clubs and their bona fide guests, and no charge for their use is made, and provided that such club is not a place of public resort.
SECTION 12. For every hotel, $7.50 per quarter.
For every boarding and lodging house, $4.50 per room designated under the name of collection amount by amount of this license and accommodation of patrons or guests and having in the same building, or in a building connected therewith a dining-room, or room in which meals are regularly served to the public. The words "boarding house" as the same are used in this section may mean a private dwelling where the business of selling or furnishing meals to five or more regular boarders is conducted and carried on. The words "lodging house" as used in this ordinance, shall be construed to mean a house or building containing not less than five or more rooms.
Street, to the intersection of the center line of North Palm Street and the center line of West Cypress Street; thence Easterly along the center line of West Cypress Street and East Cypress Street to its intersection with the center line of North Olive Street; thence Southerly along the center line of North Olive Street and South Olive Street to its intersection with the center line of East Broadway Street; thence Westery along the center lines of East Broadway Street and West Broadway Street to the point of beginning.
SECTION 20. For every person, firm or corporation carrying on the business of welding or blacksmithing, $4.50 per quarter.
SECTION 21. For every general contractor building contractor, painting contractor or plastering contractor regularly employing one or more persons in the conduct of his business, $4.50 per quarter.
SECTION 22. For every person, firm or corporation conducting a public dance hall for profit, $12.00 per quarter.
SECTION 23. For every artist, agent or canvasser soliciting painting, retouching, enlarging, or furnishing pictures or any description, $5.00 per day.
SECTION 24. For every restaurant other than a temporary lunch counter, stand or cart wagon; $4.50 per quarter.
SECTION 25. For every person who keeps a stallion, jack or bull, and permits the same to be used for the purpose of propagation for hire, $5.00 per quarter.
SECTION 26. For any person engaged in the business or occupation of soliciting or canvassing or taking orders for any goods or merchandise, or services to be rendered for service, and not having a regularly established place of business in the City of Anaheim, is not an agent or representative of a regularly established place of business in the City of Anaheim, $4.50 per quarter.
For the purpose of this section, the words "carrying on the business" is defined to be and is construed to mean the doing of any act or series of acts of distributing or advertising by any means or manner in this section specified, provided that the provisions of this section shall bear to the distribution of samples or advertisement for or on behalf of any business for which a license has previously been paid to the City of Anaheim.
SECTION 28. For every person, firm or corporation engaging in the business of selling, supplying or furnishing water for domestic purposes, $15.00 per quarter.
SECTION 29. For every person, firm or corporation engaging in the business of cleaning dyeing and embossing articles of personal apparel and having permanently established place of business in said city, $4.50 per quarter; and every person, firm or corporation soliciting or taking orders for cleaning, dyeing or renovating such articles of personal apparel, and not having a permanently established place of business within said city, $4.50 per quarter.
Receiving licenses with the express understanding that the Board of Trustees may revoke the same at any time if satisfied that any of the conditions of the license or terms of this ordinance have been violated or that the license was obtained by fradulent representations, or that the holder of license is an unfit person to be trusted with the privileges granted by said license provided, however, that no license shall be revoked without giving without giving the holder thereof an opportunity to appear before the Board of Trustees on his own behalf.
On the revocation of the license, no part of the money in the hands of the City Treasurer shall be returned, but such license fee shall be forfeited to the City of Anaheim.
SECTION 47. Wherever the word "Person" is used in this ordinance, referring to ownership to pay license tax,the same is intended and shall be constructed to mean and include a firm;association or corporation carrying onthe business for which license must first be procured,and when the terms used in this ordinance designated the principal,the same shall be constructed to mean the clerks,agents,servants,representatives and employees of such principals.Its being the intention hereby to licensethe "business" and not separate any individual sentence,sentences,clauses或phrasesbe declared unconstitutional.
SECTION 48. If any section.sub-section,sentence.clause或phraseofthisordinanceisforanyreason,heldtounconstituutions,sucha decisionshallnotaffectthevalidityoftheremainings portionsofthescript.
The Board of Trustees of the City of Anaheim hereby declares that it would have passed this ordinance and each section.sub-section,sentence.clause或phrasebe declared unconstitutional.
SECTION 49. Ordinance No. 295oftheCityofAnaheimentitled,"AnOrdinancetoprovideforthelicensingofrevenueandregulationofpursuits,trades,occupations,avocationsemploymentsandbusinescarriedonintheCityofAnaheimandfixingtheratesthereforeandpenaltiesallordinationinf conflictwiththeprovisionsofthisordinance"passedandadoptedonthe26thdayofNovember,1915,andallordinancesamendatorythereofandsupplementarythereofandallordinancesandpartsofordinancesinconflictwiththeprovisionsofthisordinancearehere repealed.
SECTION 50.The City ClerkoftheCityofAnaheimshallcertifytothepassageofthisordinanceandcausethesametobepublishedonceintheAnaheimGazette,aweeklynewspaperofgeneral circulation,publishedand circulatedinsalidandoutdatedforthefirsttakeoftheOctober,1920,thesameshall take effectandbeinfulforce."Theforegoingordinanceissignaledapprovedandattestedbymethis19thdayofAugust,1920(seal)

The chief issue of the campaign, in consequence thereof, is the physiognomy of Candidate Harding and Candidate Cox. The handiest man will probably get those votes.

SECTION 17. For every circus or menagerie having a seating capacity of not less than one thousand, or on open lots, or in tents or transient enclosures, or from platforms, vehicles, wagons or in halls, $15.00 per day.
SECTION 18. Every person, company firm corporation or other any wares, goods or merchandise advertised or designated as sheriff's, assignee's, creditor's, consignee's bankrupt's, trustee's receiver's or special sales or special bargain sales of damaged stocks of goods, by fire, water or otherwise, shall pay a license tax therein in the sum of $200.00 per quarter, provided that this section shall apply to all those份 of goods in a chandelier in the City of Anaheim that are not assessed or taxed in said city; provided that this section shall not apply to goods, wares, or merchandise which are actually and in good faith under the control of the Sheriff or any assignee, trustee in bankruptcy or received of any Court of the United States or Orange County or any other County of California which have been damaged within the City of Anaheim and which are being disposed of in good faith, to close out the same.
SECTION 19. For every temporary ice cream counter or stand, every temporary lunch counter or stand, or temporary soda counter and every temporary bazaar, $25.00 per quarter; for every temporary fruit stand, $25.00 per quarter; for every purchase made in the business of selling tomatoes, lunches or sandwiches, ice cream or candy, or any other substance or preparation designed or intended to be used as food for human consumption, except as herein otherwise provided, from any wagon or hand cart upon any public street in the business district in said city, $25.00 per quarter; for every such wagon or hand cart, and for every such person engaged in any such business outside of the built-up areas of said city, $4.50 per quarter. Provided however, that the location on the public streets of the said stand, counter, bazaar, wagon or hand cart in this section referred to shall be under the control of the Superintendent of Streets, and set forth in this license. The word "business district" as the same are used in this ordinance are defined to mean and include the position of the city or basement within the following described boundaries, to-wit:
Commencing at the center of the intersection of West Broadway Street and South Palm Street, in Said City, running thence northerly along the center line of South Palm Street, and North Palm Street.
SECTION 37. For every person, firm or corporation conducting, carrying on or operating automobiles or hire for the care of passengers, or any automobile stage line in to, or from said city, and operating one vehicle in the conduct of such business, $5.00 per quarter; and to every person, firm, or corporation operating more than one vehicle in the conduct of such business, $2.50 per quarter for each vehicle in excess of one.
The words "stage line" as the same are used in this section shall be construed to mean the business of carrying on or operating automobiles or hire for the care of passengers, or any automobile stage line in to, or from said city, and operating one vehicle in the conduct of such business, $2.50 per quarter; and to every person, firm, or corporation operating more than one vehicle in the conduct of such business, $2.50 per quarter for each vehicle in excess of one.
SECTION 38. For every person conducting or carrying on the business of a news dealer or dealer in books, magazines or periodical publications, $4.50 per quarter; provided that the provision of this section shall not apply to persons selling periodical publications upon the streets of said city for cash.
SECTION 39. For every person, firm or corporation conducting an apartment house where apartments are rented or let for hire, for every such apartment house having less than ten apartments for hire, $4.50 per quarter; and for every such apartment house having in excess of ten apartments for hire, $7.50 per quarter.
SECTION 40. For every person, firm or corporation engaged in the business of selling or renting real estate as a broker for compensation or commission, or selling or soliciting insurance of any kind, for compensation, $4.50 per quarter.
SECTION 41. For every newspaper printed and published in said city, together with any job printing establishment conducted in conjunction therewith, $4.50 per quarter.
For every job printing establishment not conducted in conjunction with a newspaper, $2.50 per quarter.
SECTION 42. For every undertaker, embalmer or funeral director, $4.50 per quarter.
SECTION 43. For every dealer in lumber, lime, cement or other building materials, $4.50 per quarter.
SECTION 44. For every livery, or feed stable or horse-market conducted within said city, $2.50 per month.
SECTION 45. The license tax upon the wholesale and retail establishments, stores and places of trade of every kind and description and all establishments where wares, goods, compounds, merchandise or other products manufactured for the wholesale or retail trade either or both, where such license tax is not otherwise fixed and established at $4.50 per quarter.
SECTION 46. All licenses granted under this ordinance or any section thereof are granted and accepted by all parties

A sugar content of approximately 16 per cent is being shown in the first beets to be worked up this season by the factories, but so far run has not been long enough to judge whether or not the crops will show a higher average for the season than this.
It is too early to say that the season's stride has been set.
Harvesting is under way in all of the beet sections of the county, and a heavy tonnage is in prospect.
Managers of the sugar companies have not yet decided upon a base price for this season's crop, but will do so shortly within perhaps ten days or two weeks it is understood. There has been no indication or intimation of what the price will be. The price is based upon the price of sugar, and upon this basis it is certain that the growers will get a higher price than last year since sugar is higher.-Register.

Notice is hereby given that, in pursuance of a resolution and order of the board of directors of the Savings, Loan and Building Association of Anaheim, a corporation organized and existing under the laws of the State of California, unanimously adopted at a regular meeting of said board, duly held on the 7th day of June, 1920, at the office of said corporation in the City of Anaheim, State of California, a meeting of the stockholders of said corporation is hereby called for and will be held at the office of said corporation at No. 251 North Lemon Street, in said City of Anaheim, (said place of meeting being at the principal place of business of said corporation and at the building where the board of directors usually meet), on Tuesday, the 7th day of September, 1920, at 8 o'clock p.m. of that day, for the purpose of considering and acting upon the proposition to increase the capital stock of said corporation from five hundred thousand dollars divided into five thousand shares of the par value of one hundred dollars each, to one million dollars divided into ten thousand shares of the par value of one hundred dollars each.

The expenditure of $70,000,000 on a nitrate plant at Muscle Shoals, Alabama, which produced no nitrate is a fair sample of the manner in which the federal administration carried on the war. The scandal of it all ranks with that of the airship graft and waste.
