PROTESTATION MADE TO CITY TRUSTEES Continued from page one aside quickly and give the firemen a clear field. It is probable than an ordinance will be drafted covering this case, and violators will be vigorously prosecuted. The finance committee reported auditing bills against the city to the amount of $1494.22, for which warrants were ordered drawn. A communication was received from A. L. Young, wherein he stated that the contract for purchase of a motor driven street sweeper, had been assigned to the Elgin company. The communication was ordered filed, and the clerk was instructed to notify the company that the tenets of the contract would be observed—that half the purchase price would be paid ten days after arrival of the sweeper, the remainder thirty days after. A communication was received from the Colton Chamber of Commerce, inviting the council and officials to attend their Fourth of July celebration. Filed. A communication was received from E. B. Merritt, city clerk, asking for a three-days' vacation, beginning June 30th. The request was granted. Frank Davis, deputy clerk was in charge of the office during Mr. Merritt's absence. Deputy Sheriff Cravath served the was instructed to draw plans for the installation of an additional Imhoff tank. He is now engaged upon that work. These matters are under the control of the state railroad commission and the state board of health. Heretofore the members of the state board of health have examined the local farm and upon every occasion have pronounced it an ideal one, and have recommended it to other city authorities to pattern after. Engineer Steward is now in communication with the state board of health relative to making the addition of the new tank. The present system is recognized as being the best for sewerage disposal. By enlarging the plant, it is said, the present difficulty will be overcome. The city leases the farm to John Rockwell. He keeps the place in order, and besides sells the water to orchardists in the neighborhood of the farm. It is said this sewerage water is the best kind of fertilizer for trees of all kind. Many have used it and many more want it, but the supply is limited. That there is an odor, more or less, about the farm is admitted, but with the increased capacity of the tanks matters will naturally right themselves. But it is said by the trustees that that is not really the seat of the trouble. The supplying of water to parties outside the farm limits is the cause of all the trouble among the protestants. Orchardists who use the water have no complaint to make—they want the water. Should the water all be used upon the limited area of the sewer farm—then, perhaps, it would constitute a nuisance, say the trustees. Stark, J. J. Dwyer, Julius Schneider, John Cook and John Brunworth, Trustees of said City of Anaheim, and John Rockwell, agent, lessee and servant of the said city of Anaheim. "You and each of you are hereby notified that you, and each of you, are maintaining, operating and conducting and permitting to be maintained, operated and conducted, upon those certain lots, pieces or parcels of land situate, lying and being in the county of Orange, State of California, bounded and particularly described as follows, to-wit: "Lots ten and eleven of the Anaheim Investment company's tract as per map thereof by Olin E. Steward, recorded in Book 7, pages 33 and 34 of Miscellaneous Maps, Records of Orange county, California, a business, to-wit, A Sewer Farm, upon which is located a septic tank, and from which septic tank is distributed upon the said property and property adjoining, the sewage from the said City of Anaheim, which operation, conducting and maintenance of said business, as aforesaid, and the distribution of the sewage from said septic tank upon the property above described and adjoining property constitutes a public nuisance, which is injurious to the health, indecent, unsightly and offensive to the senses of the inhabitants of the community, and neighborhood herein after described; by reason of the foul, offensive and unhealthy odors which arise from said sewage, when so distributed upon said property and the property adjoining, and is an obstruction to the free use of property, so as A communication was received from Frank Tausch, secretary of the Anaheim fire department, inviting the city dads to attend the meetings of the firemen. In view of the fact that the state board of health has given the farm its stamp of approval, it would appear that the same cannot within the bounds of fairness be classified as a nuisance. Recently protestants had the district attorney over to make a personal investigation, and it is said that official exercised his sense of smell in giving the place the once over. According to Engineer Steward, who is a gentleman of unquestioned veracity, when the district attorney made his investigation, he viewed the place in close proximity to the weir, the only spot upon the place where there is a possibility of the odor being a bit pronounced. Mr. Steward states that within three feet of the weir the place is odorless. Of course at times when there is a low atmospheric depression, there is naturally an odor arising from the irrigation waters, but the same can be said when a man places barnyard refuse around his orchard trees. In closing his talk, Mr. Evans said anyone interested is welcome to visit his place and see the new cover in actual operation, and said he would be glad to show "how it works." He said the use of the new cover is free to all, but as a matter of right he thought Carpenter Mellott should be given the job of making the covers. Mellot has already completed sixteen covers, and is now engaged in making fifteen more. PLANS TO EXTEND THE COAST BOULEVARD Will be Open to Laguna Beach by January It Is Said That the coast boulevard will be open to Laguna Beach by the first of next year, is the statement of J. A. Armitage, secretary of the South Coast Improvement Association. The association has just finished the work of securing a right of way from Huntington Beach to Pallasades at Corona Del Mar. A ferry will form the connecting link between the Balboa and Corona Del Mar sides of the bay. A ferry boat for automobiles, other vehicles and passengers is now being built. The annual meeting of the South Coast Improvement Association was held at the Palasades tavern last Tuesday night, when the matter of opening the coast road was discussed. ROADSIDES FOR PASTURE Some Can be Used to Produce Hay—Fine Pasture Often Wasted Many thousands of miles of roadsides are on productive soil and should be used for food production. To use the roadsides will involve little labor and no large expenditure. Some roadsides can be used to produce hay. Such crops as sweet clover red clover, and grasses are often found grawing rankly along the roads and can be cut for hay. These crops are usually allowed to waste, though some farmers utilize them. One farmer in Missouri always cuts the sweet clover from roadsides adjacent to his farm before it gets woody. Along limestone roads clover grows more rankly, owing to the sweetening effect of the road dust on the soil acidity. On some roadsides, by a little seeding or by clipping the weeds, the more valuable hay crops can be produced. Pasturing the roadsides usually offers the best way of utilizing them. Many roadsides are too rough to be mowed, and farm labor is scarce. Many fine pasture plants grow along the roads. Bluegrass and white clover frequently take the roadsides, to the exclusion of weeds. Bermuda grass, Japan clover, and other plants of good grazing qualities are found along the southern roads. Wild grasses throughout other parts of the country are abundant along roads. The pasturage of roadsides can be increased by keeping the weeds down by mowing occasionally with a machine or scythe. The farm pastures can be rested and are not so liable to overgrazing when... Evans, a Fairview Farms rancher, introduced the subject of the Mellott tree cover at the associated chambers of commerce meeting at Balboa, and told of the experience made, and the result obtained. "The new cover as now made can be used for fumigating trees up to six and seven years old," said Mr. Evans. "No canvass is used and working out his plan Mr. Mellott discarded the tent idea entirely. His tree cover is built of a framework and roofing material, put together in sections, which are made perfectly air-tight when put in place, thus effecting the cyanide saving. Mr. Evans said many experiments had been made with the new cover, and it was found that instead of using two and three ounces of cyanide as with tents, a tree could be fumigated effectively with one fourth of an ounce, and in one instance he had used less than one sixth with satisfying results. One pound of cyanide, he said, would fumigate 64 trees. "Roy K. Bishop, county horticultural commissioner, and a professor of the Riverside experiment station, investigated the Mellott cover," said Mr. Evans, "and in one case with the ordinary amount of cyanide the leaves of the tree were burned. Voorhies, instructor in animal husbandry in the university, should produce from 300 to 500 quarts of milk in ten months. Many produce more. When the goat is properly fed and cared for, its milk is as sweet smelling, palatable and nutritious as the milk from cows. Moreover, the milch-goat is practically free from tuberculosis. Goat meat is destined to be increasingly eaten in America, he predicts. If the grade males are slaughtered before they are three months of age, the meat is very palatable and closely akin to lamb in flavor. The demand for milch goats is increasing so rapidly that the university is asking breeders to send to the animal husbandry division at the university farm at Davis lists of animals for sale, so that inquirers may be referred to sources of supply. Frequently grade goats can be purchased for as little as ten dollars. Often they can be housed in a corner of some existing shed, but in any event it costs little to build them shelter from wind and storm. Pasture is the cheapest and best feed for goats.
