FEDERAL ROAD FUNDS
The federal appropriation for the fiscal year ending June 30, 1918, of $10,000,000 to aid the states in the construction of rural post roads has now been apportioned among the several states by the Secretary of Agriculture, in accordance with the terms of the Federal road act. Before making the apportionment the secretary, in accordance with the provisions of the act, deducted 3 per cent of the appropriation, or $300,000 to meet the cost of administering the act. The remaining $9,700,000 has been divided among the states as the act prescribes—one-third in the ratio of area, one-third in the ratio of population, and one third in the ratio of mileage of rural delivery routes and star routes. Apportioned on this basis, the money is divided as follows:

NOTICE INVITING SEALED PROPOSAL OR BIDS
Notice is hereby given that sealed proposals or bids will be received by the Board of Trustees of the City of Anaheim, at the office of the City Clerk of said City, up to 8 o'clock P.M., on Thursday the 8th day of March, A.D. 1917, for the furnishing of all labor and materials for the work of installing and completing certain sewer work in the City of Anaheim, estimated as follows: to-wit:
593 feet of 4 inch vitrified pipe service connections;
356 feet of 6 inch vitrified pipe sewer;
1092 feet of 8 inch vitrified pipe sewer;
331.5 feet of 1 0 inch vitrified pipe sewer;
14 6-in. x 4-in. Y branches;
24 8-in. x 4-in. Y branches;
10 10-in.x 4-in.Y branches;
1 Manhole;
2 Flush-tanks.
Said labor and materials shall be furnished in accordance with certain plans and specifications for said work which said specifications are designated "Specifications for the Construction of Sanitary Sewers in the City of Anaheim, California" and were adopted by the Board of Trustees of the City of Anaheim by resolution on the 8th day of February, 1917, and are on file in the office of the City Clerk of said City, and which said plans are marked and designated "Newer Plans No. 4" and are on file in the office of the City Engineer of said City, and which said plans and specifications are hereby referred to and are by this reference made a part hereof.
All bids must be enclosed in a sealed envelope addressed to, to the City Clerk of the City of Anaheim, and indented on the outside of the envelope "Proposal for Constructing Vitrified Pipe Sewers for the City of Anaheim, California."
Bidders must enclose with their bids certified checks on a responsible bank, equal in amount to 10 per cent of the amount of their bids, payable to the president of the board of trustees of the City of Anaheim, as a guarantee of good faith on the part of the bidder that he will enter into a contract and give the bonds required for the contract and give the bidder fails to contract and give satisfactory bonds within ten days after the contract is awarded to him; said check shall become the property of the city as liquidation of damages and incurred expenses. When the contract is signed and bonds accepted the check will be returned to the successful bidder. All other checks will be returned as soon as the contract is awarded or contractor shall give a bond to the City of Anaheim for one-half the amount of the contract price specified in said contract, with two or more sureties who shall qualify that they are worth double the amount of said bond in free and unincumbered real property over and above all statutory exemptions; said bond to guarantee the faithful performance of the contract and the keeping of the work in accordance with these shall
RESOLUTION OF INTEREST
A RESOLUTION OF THE TRUSTEES OF THE CITY OF ANAHEIM, DECLARING THAT TO CHANGE AND ENGRADE OF SOUTH PROPERTY LAND HUNDRED FEET NO NORTH PROPERTY STREET.
Resolved, by the Board of the City of Anaheim:
That the public interest require and that it is of the Board of Trustees Anaheim to change and grade of South Atchison City of Anaheim from its line of East Center due Western Avenue southward to a point near North of the North Property Broadway Street; to the streets above the datum point established in the City where virtue of the provisions of 98 of the City of Anaheim Ordinance establishing and designating Bench passed and adopted by thetees of the City of Anaheim day of July, 1994.
To-wit:
At the intersection of line four hundred (400) feet North property line of East street the grade shall be One hundred and 5-100 (157.05) feet um plane.
At the intersection of line four hundred (400) feet North property line of East street the grade shall be established by the provider Of Ordinance No. 191 or Ordinging the grade of certain following streets in the City to-wit:
Center Street from O.East Street; Atchison Street to Broadway; Angeles Street from South Street and from North Street; which passed and adopted by these tees of the said City on January 1997.

This is the second apportionment to be made under this act. For the fiscal year ending June 30, 1917, the appropriation was $5,000,000. For succeeding years, the appropriation is as follows:
1919 ... $15,000,000
1920 ... 20,000,000
1921 ... 25,000,000
These sums do not include the $1,000,000 which is appropriated each year for 10 years for the development of roads and trails within or partly within the national forests.
VACANT LAND CULTIVATION
A public market conducted during the past eight months under the care of the Riverside chamber of commerce has had the effect of stimulating interest in the growing of fruits other than citrus and the cultivation of garden truck.
It is estimated that from $75,000 to $100,000 worth of vegetables are brought in annually from other counties to supply the city of Riverside, which could be produced for the most part within the corporate limits, which embrace a territory of forty square miles.
In order to induce the settlement in the city and vicinity of a class of agriculturists who prefer not to try their hands at the highly specialized vocation of growing citrus fruit, a committee is at work on plans to extend the public market idea, which has given the producers of garden truck and deciduous and small fruits a market for all they had to sell. The public market has brought the producer and consumer together, and the advantages accruing have been divided between them, a possibility due to the elimination of the middleman.
A vegetable and fruit growers' association is being organized with a group encouraging the development of agriculture.
At the last meeting of the Santa Ana Elks, favorable action was taken by the lodge on the formation of the proposed Elks lodge at Anaheim, following the recommendation of the lodge officers, and the result will be forwarded to the Grand lodge, who will institute the Anaheim lodge. Plans for a houseworming following the recent notable improvements in the Elk's building made by Contractor J. S. Flour are being made by members of the Elks lodge, and a most enjoyable affair is in contemplation. As now planned the housewarming will take place early in March, probably the 6th, but the date will be definitely fixed at the next meeting of the lodge.
George H. Maxwell of Los Angeles, again calls attention to the waste of flood waters in Southern California every year. Undoubtedly these waters should be conserved at their source, for this would not only prevent damage to the valleys below, but would also store the liquid for future usefulness. Some of these days, not so far in the future, every drop of water in Southern California is going to count. All the West knows that water is the first necessity.

South Australia introduced a state tax on unimproved land values in 1884 at a uniform rate of ½ d. in the pound. Ten years later an additional halfpenny was imposed on estates valued at more than 5,000 pounds. Subsequent changes have somewhat increased the rate of these taxes.
Every state in Australia, except Queensland, now has in some form a state tax on land values. The latest important advance in Australia is the adoption by the federal government of a federal tax upon the land value of all estates having an unimproved value in excess of 5,000 pounds sterling (about $25,000)—Kansas City Star.
