PROVIDE HOMES FOR SCHOOL TEACHERS PROPOSITION ON FOOT TO BUILD A HOUSE FOR EVERY RURAL PEDAGOGUE CALIFORNIA ONE OF THE FIRST STATES TO PUT THIS PLAN INTO EFFECT The biggest, most universal scheme for social service in the history of America, one affecting every hamlet in the land, has been instituted by the National Lumber Manufacturers' association in the proposal to build a home for every rural school teacher in America. California will be one of the first states where the plan will be carried into effect, and a thorough investigation of the conditions in this state preceded the announcement of the social service plans of the lumber manufacturers. The association has not yet formulated its plans for pushing this new department of public service by actually assisting the schools of the nation to build homes for teachers, but work on this philanthropic enterprise is already under way and the association plans to have its plans ready for announcement in a few weeks. J. A. Freeman, Pasadena, and R. W. Landon, E. A. Selfridge, Jr., and Gen. X. Wendling, all of San Francisco, leaders in the National Lumber Manufacturers' association are among the most ardent advocates of the project, and the success of the building of such structures in a few isolated portions of their home state has convinced them that it is a good social movement for the entire nation, as well as for California. The plan to spread the gospel of homes for school teachers over the land was first broached only a few pay to Orange county this year, and it is the largest single check ever received by the county in payment for taxes, even exceeding that of the Irvine ranch company, which has generally been the heaviest tax payer in the county. Mr. Sleeper stated that the company taxes this year will be in the neighborhood of $80,000. This will cover the company's wells, personal property and real estate. The idea was taken up by the United States Bureau of Education, and the first result of this cooperation between the lumbermen of the nation and the government itself is in the issuance of a brochure entitled Teachers' Cottages, by R. S. Kellogg of Chicago, secretary of the National Lumber Manufacturers Association, in cooperation with the U. S. Bureau of Education, and which is being sent to every county superintendent of schools in America. The Rockefeller Foundation has already approved of the plan and is giving $25,000 to foster this work with more money to come. The proposal to build these teachers' cottages all over the land follows out the idea that has already been carried into extensive success by the state of Washington. The national association has taken up this social service work in the belief that the education of the nation will be immensely advanced if the teachers of the nation's young are properly housed. The theory is that if teachers are provided with proper homes, the country districts will be able to secure better teachers, avoid the constant changes by which the schools are always in a torn up condition. As Secretary Kellogg phrases it in his work, which constitutes a survey of the movement and its possibilities: "Under present circumstances, the teaching of a country school often becomes simply a temporary expedient for the teacher the first term after getting a certificate, and ambitious teachers who are anxious to grow in their profession, and make something of themselves go to the city schools just as soon as possible, where living conditions are better. The country schools are always left with the largest proportion of young, inexperienced, poorly trained teachers." Mr. Kellogg urges also that the teachers' cottages, or as he calls them teacherages, should be models of sanitation, artistic, though inexpensive, and so constructed that they may be not only homes, but real social centers for the rural neighborhoods. California is selected as one of the first states for the general introduction of this new idea of a teachers cottage for every rural school, because though it has already made good progress, there is still vast room for improvement. Bellevue plan is a good one. Teacher of agriculture in San Jose high school is furnished a cottage free. Excellent plan. Tamalpals union high school will build a cottage for the janitor. San Mateo county has a small two roomed cottage in the Tunis district built on the school lot because they could find no boarding place for the teacher. They employ a widow with four children. In Los Angeles county there are three cottages rented by the teachers and owned by the county, and five cottages rented by the janitors. San Diego county states that one of their greatest problems is the problem of board and lodging. Kern county reports four cottages and that the experiment is successful because conditions make it necessary. BIG CHECK IN PAYMENT OF TAXES Standard Oil Company Turns in a Portion of Its Dues Assessor James Sleeper has received a check from the Standard Oil company for $61,670.09. The entrance salary is $125 a month, with traveling expenses. It is expected that one appointment will be made shortly after the preparation of the eligible list and four or five more after October 1, 1916. June 24, Farm Tractor Operator—To qualify for this examination, candidates must have had at least one years' recent experience as a gasoline tractor operator, should be able to make their own repairs, and have had experience in working land. The salary is $45 a month, with room and board in addition. No written test will be required. Candidates must be between the ages of 21 and 60. ANAHEIM GAZETTE—THURSDAY, JUNE 8, 1916 WANTS COMPENSATION FOR INJURIES RECEIVED Mrs. Dugan of Cypress asks Heavy Damages From Seal Beach People Mrs. Lena J. Dugan of Cypress has filed suit against the Lodge Cafe and Hotel company of Seal Beach for $10,-200 damages, alleged to have been received on the Los Alamitos-Seal Beach road on May 17, when a truck which she claims was owned by the company collided with a buggy in which she was riding. Mr. and Mrs. Dugan, with several friends, were driving along the road when their buggy was struck by an automobile truck, driven by Max Benkert, alleged to be an employee of the Lodge Cafe and Hotel company. As a result of the crash, Mrs. Dugan received a fractured right arm, abrasions of the skin and a laceration of the scalp in addition to many body bruises. She asks $8000 for her injuries while the husband asks for $200 as doctor's fees and medical attention, and $2000 for damages as a result of the inconvenience he has suffered as a result of his wife's injuries. Superintendent J. A. Cranston, of the Santa Ana Schools, who was present, told of the good work resulting from the efforts of the Santa Ana officer. Cases of this kind, he pointed out would be handed by the county officer. County Superintendent Mitchell urged the various school boards to get their budget estimates in as early as possible in order that some idea as to the needs of the county for the coming year could be secured. He declared the district rate probably would not exceed 25 cents and that the county and district rate cannot exceed 75 cents as he will not approve an estimated going above that figure. He also declared that some means would have to be found for cutting down school expenses and urged as one remedy that the pupils use both sides of their writing paper. In a discussion pertaining to the law regarding teachers, it was pointed out that teachers whose services shall not be required during the coming year should be notified to that effect between June 1st and 10th. Superintendents Keppel and Mitchell differed on this point, the former contending that no teachers should be employed for the coming school year previous to this time.
