The house of representatives fittingly observed the 18th anniversary of Dewey's victory at Manila Bay, by rejecting the bill to scuttle from the Philippines. This was one of the subjects of legislation dear to the Wilsonian heart. The president had made strenuous efforts to commit his party to a policy of withdrawal from the Philippines at a fixed date, a policy, it may be remarked, which like many other policies the president has espoused, is at variance with the pledges of the Baltimore platform. The great bulk of the democrats heard their master's voice from the White House and voted for the shameful proposal. But thirty members of the majority party who have not the fear of Woodrow Wilson before their eyes refused to join in the surrender of our rights and our duties and the measure was rejected upon every parliamentary turn. It is a good omen. The men who opposed the Philippines bill are the same, for the most part, as those who are opposed to the shipping bill and to others of the unnecessary and uncalled for measures which the president has written down as the program for this session of Congress. The success of the rebels on the Philippines bill will embolden others on other matters. The stranglehold which the White House has had for the purpose of bringing about a reduction of the lemon tariff that would give foreign growers a practical monopoly of some of the largest American markets. Yet in the face of these relations congress and the administration have maintained an attitude of passivity. Smarting under the sense of wrong and hurt to which they were cruelly subjected, the lemon growers of California confidently expected congress to probe to the utmost the scandalous methods that were employed to pervert its judgment. In the absence of congressional action, faith was entertained that the administration itself, through the department of justice, would cause searching inquiry to be made into the collection and expenditure of the Sicilian slush fund. Neither congress nor the administration has acted. The iniquitous disclosures apparently have been accepted as revelations of legitimate activity. The fact that more than $100,000 was collected for the express purpose of procuring certain action by congress and that such action subsequently was taken by congress seems to be regarded at Washington with an air of indulgent toleration if not explicit approval. If the democratic party has persuaded itself that this ruthless massacre of a meritorious industry will go unregarded and unrebuked, it will read in the returns of the November election a judgment on its foolish blunder. There should have been instant investigation of the activities of the lemon lobby. Failure to institute the inquiry is equivalent to a condemnation of the iniquity. THE POT IS AFTER THE KETTLE President Wilson is aroused to rebuke those newspapers that spread lies concerning the situation in Mexico and do so through sinister purpose to procure intervention and invasion. If there be those who deliberately lie for the purpose of fracturing the "friendly relations" between this country and Mexico they deserve rebuke. But the president must not suppose that any large number of American newspapers is promoting mendacity in order to injure his administration or to prevent his election. President Wilson has done more to discredit his own administration in his dealings with Mexico than all the newspapers in the United States could do. From first to last his record has been one of blunder on blunder, and the most serious blunder of all was his invasion of Mexico and his blockade of a portion of Mexico's coast for the purpose of satisfying his personal spleen against one of the criminals then struggling for control. The most audacious untruth concerning conditions in Mexico came from the administration itself, through the president's secretary, when he attempted to controvert well known facts concerning the treatment of clergy and nuns by the president's favorite bandits. Suppressing truth concerning Mexico for political advantage, the administration is in a poor position to attack any newspaper, good or bad, for its sins of omission or commission along the same line. Washington is whispering that the Brandels nomination may be withdrawn from the senate and that Samuel Untermeyer of New York will be named for the vacancy which now exists on the bench of the supreme court. The president is said to believe that the senate will hardly reject two court nominees in succession, thus recognizing that objection will be made to Untermeyer in almost as active a form as in Brandels' case. The president, as a historian, must be aware, however, that two successive refusals to confirm judges are not without precedent. In 1893 president Cleveland tried in vain to put William B. Hornblower on the supreme court and when that nomination failed, he tried, with equal failure, to give the place to Wheeler H. Peckham. When the latter was rejected, Mr. Cleveland named Edward D. White of Louisiana, then a senator, and now the Chief Justice. For a scholar in politics, Mr. Wilson is frequently very dull regarding historical precedents. But there is one precedent, however, which will shortly be called to his mind very forcibly—the precedent that no democrat has succeeded himself in the presidency since the republican party came into being. Recurring to Untermeyer, it must be admitted that there are many strong personal reasons why Mr. Wilson should be eager to recognize him. Ever since the adoption of the Underwood tariff, which practically barred California lemons from the markets of the Atlantic seaboard, the lemon industry has endured hardships. To the deeply felt wrongs and injuries has been added the bitter knowledge of the means whereby congress was led to the infliction of that injury. ANAHEIM GAZETTE—THURSDAY, MAY 25 HEARD AT THE NATIONAL CAPITAL The democratic policy of postponing embarrassing problems is illustrated in the failure to pass any kind of revenue legislation up to the present time, notwithstanding the depleted condition of the treasury and the certainty that a large increase in expenditures will be an incident of legislation enacted at the present session. "After the convention" is the watch word that has gone out in answer to questions as to the time when revenue measures will be taken up. The democrats realize that the real storm will break over their heads when they begin to pass the bills that impose additional taxes, and they are putting off the unpleasant task as late as possible in the hope that something will happen to divert public attention or give them some plausible explanation for the levying of direct taxes on the American people instead of taxing the products of the foreigner, as was done under republican administration. One of the encouraging signs for republicans this year is the small number of contests that will be presented before the national committee at the Chicago convention. Four years ago, several hundred seats were contested. This year there will be only 44 claimed by rival delegations and the issues are purely local, involving no questions that will arouse antagonisms in the committee or in the convention. Four years ago the split in the republican party had its beginning in the fight over contested delegations. This year none of the presidential aspirants nor his friends care anything about the contests. It is frequently remarked with gratification by republican leaders that there is not the slightest antagonism. It is frequently remarked with gratification by republican leaders that there is not the slightest antagonism among the aspirants for the presidential nomination. Nothing unkind is being said by one aspirant or his friends against any other candidate. As a consequence, all the defeated aspirants will find it perfectly easy to fall in line and support the nominee. There will be no hard feelings against the winner—no adverse criticisms for the losing candidates to regret. There has not been in 20 years a campaign so free from personalities as this. All of which is discouraging to the democrats, for they realize that they won through republican dissention in 1912 and stand little chance in 1916 against a solid party. If reports are true, there will be some fur flying around the capitol when the president tries to put over his hipping bill. Already there are rumors of hostility in the demococratic camp, and the opponents in his party on this proposition are making no bones of saying that this present pet policy of the administration will meet the same fate as the Philippine bill, as he is depending on democratic votes to put it over.
