FLOOD CONTROL IN ADJOINING COUNTY
J. W. REGAN, CHIEF ENGINEER, OUTLINES THE PROPOSED WORK IN LOS ANGELES
ESTIMATES THAT IT WILL REQUIRE EXPENDITURE OF $3,-600,000 TO CONTROL OVER-FLOW
J. W. Reagan, engineer of the Los Angeles flood control association, has submitted the following report of the work proposed for protection against overflows in that county:

I have been asked to give you an outline of the progress in the preparation of plans for the general flood control of the Los Angeles county district, and wish to report:
The county ordinance which finally gave this department help for this work was enacted March 13th, 1916; then, because of the necessity of selecting a class of skilled assistants familiar with the kind of work now in progress, two or three weeks unavoidably elapsed before we could outfit our selves properly. At present eight draftsmen are employed in the office and two surveying parties in the field.
The general undertaking of the department is the preparation of a comprehensive and general flood control plan of the district, and of such characteristics and in conjunction with local authorities.
San Fernando Valley: Plans for flood control in the towns of San Fernando, Van Nuys and Owensmouth, as well as from the mouth of the Tujunga Canyon down to the Los Angeles river near Lankersheim are in progress.
Dam in Arroyo Seco at Devil's Gate A design for a concrete dam 125 feet high of both gravity and arch type is being made for this reservoir site.
Los Angeles River from City of Los Angeles to Dominguez Dike: It was only early this week that we finished re-mapping the new channel of the Los Angeles river, that is, the channel made by the recent storm, between the city and the proposed Dominguez dike. During the coming week or ten days a definite selection for an official channel in this locality will be determined.
Rio Hondo or old San Gabriel River Between El Monte and County Farm: A definite location for the official channel between these two points, a distance of about 12½ miles, is now practically determined upon, and a good deal of encouragement is offered to us in the way of free right of way for this channel.
East River Between Bassett and Belleflower: Between Bassett and Belleflower by way of the East river the location of the official channel is practically determined, an estimate and description of the route being worked up. From the mouth of the San Gabriel canyon southward a final plan for the conveying of the waters over this great cone down to their point of diversion north of El Monte is as yet not entirely determined, but we hope to reach a final decision within the next fortnight.

The general undertaking of the department is the preparation of a comprehensive and general flood control plan of the district, and of such character and merit as it is hoped will meet the approval of your board of supervisors, and with such recommendations that an immediate expenditure of $3,500,000 will afford a controlling agent for most floods.
Now in order to intelligently and comprehensively decide how the above named amount of money, and which has already been approximately apportioned to the different localities, can be expended in such a manner as to be in harmony with the great general plan, it must be apparent that it was necessary to first prepare the larger plan.
The following is an outline of present progress of the work in the different localities of the district, beginning with the lower end of the county:
House resolution No. 7566 (Stephens Bill) proposing an appropriation by congress of nearly one million dollars to help defray the expense of diverting the rivers from the harbor, also makes it incumbent upon Los Angeles county and other interests to first furnish for this work free right of way; secondly guarantee as to responsibility for damages of every kind which may arise from the diversion of the rivers, and third, a guarantee for the annual maintenance of this diversion, including both dike and channel.
Under these conditions of the pending bill in which we are required to furnish the right of way, no detailed surveys have been made by the U. S. government, and it has become necessary for me to do the field work of not only determining upon the ground the proposed location of the dike, and the location of the proposed channel from the end of the dike to Alamitos Bay, but it is also necessary to survey another or alternate route of diversion, which was recommended for investigation by the late United States engineer officer of this district, Major R. R. Raymond.
When the surveys of these two routes have been completed manned and description of the route being worked up. From the mouth of the San Gabriel canyon southward a final plan for the conveying of the waters over this great cone down to their point of diversion north of El Monte is as yet not entirely determined, but we hope to reach a final decision within the next fortnight.

sary for me to do the field work of not only determining upon the ground the proposed location of the dike, and the location of the proposed channel from the end of the dike to Alamitos Bay, but it is also necessary to survey another or alternate route of diversion, which was recommended for investigation by the late United States engineer officer of this district, Major R. R. Raymond.
When the surveys of these two routes have been completed mapped and the cost of construction work estimated, they will then be submitted to the war department for its selection of route. The field surveys of these two routes will be completed in about ten days more, after which the estimate of the costs, construction, damage to land owners, etc., must be taken up and compiled. I have already said that no actual surveys have been previously made by the county for the proposed dike or diversion routes.
Gardena District: In the Gardena district another surveying party will have completed surveys in about two weeks for a flood control channel extending from a point south of Inglewood by way of Gardena, Moneta and Nigger Slough to the ocean.
Ballona Valley: To the west of the city of Los Angeles in the Ballona valley, the making of plans and estimates are in progress for the carrying off of the storm water arising in the city of Los Angeles from the La Brea storm drain, along with the other proposed storm drains, namely: Jefferson avenue, Meonard avenue, and Arroyo de la Sacatella. Cooperation from both the cities of Los Angeles and Venice has been promised in the adoption of a mutual plan between these cities and Los Angeles county.

RECOMMEND SUDAN GRASS
For lands where alfalfa is not profitable, the university of California is recommending trial of Sudan grass. Here is what is said about this valuable new hay crop in an announcement just prepared for the press by B. A. Madson and P. B. Kennedy, each of whom holds the title of assistant professor of agronomy in the university of California.
Sudan grass is a sorghum that has proved itself well adapted to the production of hay. It is readily eaten by stock. On poor soil, with insufficient moisture, it rarely exceeds three feet, while under ordinary conditions it averages five feet, and under very favorable conditions, as high as ten feet. It is extremely resistant to drought, but the yields obtained will normally be in direct ratio to the moisture available.
The seed bed should be well prepared, as for any other farm crop, to secure the best results. Seeding should not take place until all danger of frost is past, or until the soil has become thoroughly warm. The seed may be sown in close drills, cultivated rows.

The country described has long been known for its deposits of gold, silver, copper, zinc, and iron, all of which are mined. The Silver City district borders the desert region north of Deming, N. Mex. It is partly mountainous, partly a foothill country, and its geology is complex and varied. Sedimentary and igneous rocks furnish a long record of its history, in which volcanism, faulting, and folding each played a part.
In recent years the development of valuable bodies of low grade porphyry copper have added to the fame of the Santa Rita or Chino district, in the Silver City region, where for more than a century rich oxide ores of copper have yielded great returns. In the Burro mountains also deposits of low grade copper ore developed, and zinc mining has been stimulated by the development of replacement deposits near Pinos Altos. Turquoise, of superior quality and in extremely rich deposits, has in the past been produced in this region.
MAKING ARTESIAN WELLS PUMP THEMSELVES
The field men of the geologic survey, in their investigation of the ground water resources of the Virginia coastal plain, have observed that the flows from many artesian wells in that region are utilized to drive hydraulic rams for the purpose of lifting the water to higher levels. Along the lower courses of the Potomac and Rappahannock and along the shores of the many inlets that run back from Chesapeake Bay above the James there are hundreds of artesian wells that supply a perennial flow of beautifully clear water which is, as a rule, excellently adapted to all domestic uses and is largely utilized by the cannery.
NEWS NOTES OF COUNTY
Will of Late Mrs. Bell Brace:
Through a decision of Judge Thomas, the major portion of the $20,000 estate left by Mrs. Belle Brace, who was killed at Anaheim last September when she stepped from a moving automobile, will go to J. Clyde Williams of Fullerton, who was associated with Mrs. Brace's husband, William F. Brace in the raising of fancy poultry, Brace being one of the best known poultry show judges in the United States. In Victor, N. Y., in 1913, Mrs. Brace executed a will that left most of her estate to Williams. A year and a half ago in this city another will was drawn that left practically all of the estate to Williams. Before her death Mrs. Brace cut her signature off the last will. Eastern relatives appeared in court, declaring that the last will set aside the Victor, N. Y., will, and that the estate was without a will to go by and must go to relatives. In order to make the New York will valid, it was incumbent upon Williams to prove that the Anaheim will was improperly executed. That was easy of proof, as the witnesses stated that they signed at Brace's request, not at Mrs. Brace's, and that they did not know it was a will. That knocked out the Anaheim will so far as its effect upon the New York will was concerned.

From ten to thirty pounds of seed are required per acre, depending on the method of seeding. It can be cut from one to four times in a season, depending upon the climate in which it is to be grown. Southern California, with irrigation, should be able to grow four crops. Sudan grass is an annual, and must be sown every year.
"The crop can be harvested like any other hay crop. Yields of hay per season vary all the way from one to eight tons per acre, depending upon whether it is grown with or without irrigation, the character of the soil, and climatic conditions. It has done well in California, both in the interior valleys and in those of the mountains, but it is not likely to make a satisfactory growth where exposed to ocean winds and fogs.
The seed can be produced rather readily, and conservative estimates of seed without irrigation are from 450 to 1400 pounds per acre, and with irrigation, from 1200 to 2250 pounds. It makes an excellent plant to feed with alfalfa, the two together making practically a complete food.
It is a very heavy feeder, and so should not be grown on the same land during two successive seasons.
The seed laboratory of the United States department of agriculture has recently discovered a method by which Johnson grass seed can be detected in Sudan grass seed. This was the chief drawback to the recommendation of Sudan grass as an agricultural crop, but as this difficulty has been removed, it is believed that Sudan grass will become a plant valuable to California agriculture. It must, however, be considered only on lands that are not suitable to the growth of profitable yields of alfalfa.

PUTTING SHOULDERS ON STATE HIGHWAY
Six Feet Will Be Added to Road From Fullerton to Irvine
C. F. Spellmeyer, of Santa Ana, resident engineer on the state highway, has started a crew of men to work putting three foot shoulders on each side of the state highway from Fullerton to Irvine. Broken rock is being used as a base and crushed rock and oil as a surfacing. These shoulders will better the highway for the heavy automobile traffic that it bears.
Spellmeyer expects to have the shoulders to Irvine completed by August 1, at which time he expects to start the construction of concrete bridges at Allso and San Juan creeks to replace the bridges washed out last January. Temporary structures are now in use at these creeks.
Owing to the heavy traffic that there is on the state highway which is the main travelled highway between Los Angeles and San Diego, the state highway commission is putting forth special endeavors to make it safe and durable.

The meeting of the Newbert people was held in the city hall at Santa Ana. Its purpose was to arrive at some solution of the problem of combating the overflow of the Santa Ana river. The vote giving the directors power to use their own judgment in the matter followed a lengthy discussion of the question from all angles. H. Clay Kellogg, engineer for the district, read a report showing what the cost would be to do the work under various plans. It was brought out that the Pacific Electric company stands ready to give the Newbert people a right of way to cut a canal to the sea, provided the Newbert people pay for the bridge. The matter of buying a new dredger at a cost of about $20,000 or to repair the old one at $7000, also was discussed. What steps the board of directors will take to relieve the flood dangers in the district was not apparent at the meeting.
DEPORTING FOREIGNERS
A policy of deporting all foreignborn criminals convicted in California announced by Immigration Commissioner Edward White in San Francisco meets with the unqualified approval of District Attorney L. A. West of Orange county.
"No Mexican ought to be allowed to enter this country unless he can satisfy the immigration officers, who should make diligent inquiry, that he is not a criminal."
A San Francisco dispatch says:
"All foreign-born criminals convicted in California are to be deported to the land of their birth under the undesirable citizen" law, according to plans made public by Immigration Commissioner Edward White. Police officers throughout the state are to be asked to hale before Commissioner White for deportation all incarcerated foreigners as fast as they are released from the penitentiaries and county jails.
"Chief of Police D. A. White of San Francisco, has assigned a squad of detectives to assist in the work. The officers will act under the law which..."
NAMES COMMITTEE TO FORM DISTRICT
Dr. J. D. Thomas, Lucien Plippen, H. T. Moennich, K. V. Wolff and Fred Eckhoff form the committee on permanent organization of the river protection district to be organized on the east side of the Santa Ana river extending from Santa Ana to Olive, according to an announcement of Chairman Thomas. Dr. Thomas was authorized to appoint the committee at a recent meeting at Orange, which decided by a large majority to form the protection district, and issue bonds of $25,000 to carry on the work.
Supervisor Fred W. Struck and County Surveyor J. L. McBride have consented to aid the project and within a short time an inspection trip as far up the canyon as Jonathan Watson's place will be made to determine on the location of the protection work, and work of circulating the petition for formation of the district, for presentation to the supervisors, will be started within a few days.
SILVER CITY MINING DISTRICT
A recent addition to the geologic map of the United States which the geological survey is constructing is the Silver City folio, which describes the geology and resources of the region adjacent to Silver City, in southwestern New Mexico. TEDDY TETZLAFF MARRIED
N. T. Edwards and family of Orange, Mrs. F. H. Tetzlaff and Lou H. Tetzlaff of Olive, were at Rivera Tuesday evening to attend the wedding of "Terrible Teddy" Tetzlaff, the famous auto racing driver, who is a brother of Mrs. Edwards and son of Mrs. F. M. Tetzlaff.
Mr. Tetzlaff and Miss Ora McGragon were united in marriage at the bride's home in Rivera, the Episcopal service being performed at 8:30 p.m. Forty guests were present.
The house decorations were cleverly carried out in pink and green. On the lawn a canvass was laid and a splendid two course dinner kass served, the color scheme being pink and white. Whereas, H. M. King and Tina E. King, husband and wife, by a deed of trust dated September 21st, 1915, and recorded October 27th, 1915, in Book 176, page 305 of Deeds, Records of Orange County, California, did grant, bargain, sell, convey and confirm the premises therein and as hereinafter described to Hugo E. Strethoff, as trustee for the uses and purposes therein named, to-wit; Among other things, to secure the payment of a promissory note dated September 21st, 1915, made by H. M. King and Tina E. King, for the sum of $3500.00, payable to Johanna Strodthoff or order three years after its date, together with interest thereon at the rate of eight per cent, per annum, payable semi-annually, and should the interest be not so paid it should become a part of the principal and therefore bear like interest as the principal; and further providing that should default be made in the payment of any installment of interest when due, then the whole sum of principal and interest should become immediately due and payable at the option of the holder of said note; and
