GOVERNOR TRIES TO BOLSTER UP HIS CAUSE HIS RECENT LETTER FAVORING HYDRO-ELECTRIC TICKET IS SIGN OF WEAKNESS NOW SEEKING, UNDER GUISE OF REFORM, TO RETAIN CONTROL OF CALIFORNIA POLITICS Governor Johnson's action in declaring for the Earl Hydro-Electric "United" republican candidates for delegates to the republican national convention, is taken as a sign of weakness on the part of the party wreckers who are making every attempt to betray the republican party. Johnson's statement is answered by the regular republican campaign committee in San Francisco as follows: "In response to the frantic appeal for help from the candidates on the hydro-electric ticket, Governor Hiram W. Johnson has at last been forced into the open and now admits that, although he is registered as a progressive, he is really working for the election of the so-called "United" republican ticket, headed by his lieutenant Guy C. Earl, the special representative of the power companies that have supplanted the Southern Pacific political machine in California politics. "The issue is now sharply drawn. Will the republicans of California be dictated to and dominated by Hiram Johnson not in any sense republicans of any kind. They are, in fact, progressives who are attempting to not only control their own party, but also are trying by fraudulent practice to control the nominations of the republicans. This is the very thing that the primary laws of California were passed to prevent. But there seems to have been no provision to prevent perjury in declaring political affiliation for the purpose of defeating the party affiliated with and the so called "United" republicans are progressives who are taking advantage of this fact to tighten the hold of Hiram Johnson on the offices of the state. That this is true is naively acknowledged by the Fresno Republican which is recognized as the mouthpiece of Johnsonism in its territory." VIOLATING PRINCIPLES OF CIVIL SERVICE REFORM Much of the extravagance and most of the inefficiency of the public service under the present administration is due to violation of the principle of civil service reform and disregard of the spirit and letter of the classified civil service law. Although the democratic party was pledged in its platform to maintenance of the merit system in government service, and although President Wilson, as a former officer of the Civil Service Reform League, was pledged to the practice of the principles he professed, yet from the day of its inauguration, this administration ignored its pledges on this subject, and has been utterly oblivious to the demoralizing effect of its policy upon government employees and government service. "Johnson is now seeking, under the guise of reform, to continue his control of California politics through the medium of subservient interests that have received favors at the hands of the state administration and the elimination of parties by his primary law. "There is only one republican ticket offered for the support of republicans. The so-called "United" ticket is representative of a faction only, as is now plainly evidenced by the governor's admissions. "Do the republicans of California intend to permit themselves to be disfranchised by being misrepresented in the republican national convention? "The regular republican delegation is composed of staunch members of the party against whom no suspicion of domination by any special interest has been directed and who seek harmonious cooperation with all republicans, including the returning progressives. A perusal of the Johnson-Earl ticket shows a large percentage of individuals who are directly obligated to Governor Johnson and his state machine. Five Johnson-Earl candidates are executive officers in power companies operating in this state. "It is no weevident that the Johnson-Earl ticket is a non-compromising self-serving delegation." One Republican Ticket Voters who desire to preserve the republican party in California against the Machiavellian overtures of the Johnson-Earl outfit, which is now masquerading as the "United" republican branch of the party, will do well to keep the delegates representative of the republican party strictly in mind service, and although President Wilson, as a former officer of the Civil Service Reform League, was pledged to the practice of the principles he professed, yet from the day of its inauguration, this administration ignored its pledges on this subject, and has been utterly oblivious to the demoralizing effect of its policy upon government employees and government service. At every opportunity the democratic congress has set aside the provisions of the classified civil service law and filled government positions in accordance with the theory that to the victors belong the spoils. The first act passed by the new administration was at a special session called for the revision of the tariff and in that law, the democratic party exempted from the civil service regulations the deputy collectors to be employed in the collection of the new internal revenue taxes. In the first general deficiency bill, a provision was inserted exempting from the classified regulations, the employees of customs collectors and United States marshals. The federal reserve bank law provided that appointees of the board should be exempt from the classified competitive test. Similar provisions were made regarding the Federal trade commission, and commercial attaches, and presumably will be in the case of a tariff commission if such a body shall be created by this administration. In classifying 45,000 fourth class post offices, this administration pretended to make appointments as the result of a competitive test; and numerous appointments have been made in the rural delivery service, purporting to be conducted in accordance with the spirit of the civil service law, but the fact that the list of eligibles was submitted to democratic congressmen or others holding partisan positions, together with the fact that the department declines to permit inspection of the records, leaves no room for doubt that partisanship rather than merit has been the controlling factor in determining appointments. Every post office inspector appointed by this administration is a democrat. In the last administration such exclusive partisanship in the postal service did not prevail. In every possible way the "United" republicans are advertising their saintly intentions of harmony, the while they carry the same old Johnson dirk in their boot tops. They advise the republicans to vote the first twenty-six names appearing on the republican ballot, at the same time inviting democrats, socialists, non partisans and any other registered voter to mark the same delegates, an action completely in accord with Johnsonian principles aided and abetted by the non-partisan law. Where fourth class post offices had been placed in the classified service under the republican administration, the highest man on the eligible list after examination was given the appointment, even to the extent of appointing as a postmaster a man who was chairman of the democratic county central committee. The man who is today general superintendent of the railway mail service is a democrat and was a post office inspector in charge of a division under the republican administration. Not one of the heads of bureaus in the post office department under the present administration, had a day's experience in the postal service prior to the inauguration of Woodrow Wilson. Governor Johnson is registered as a progressive but no announcement has yet been made as to when he will go on a speaking tour in hebalf of his party's candidates for delegates to the national convention.
