FIRE DAMAGE ON THE NATIONAL FORESTS DURING PAST YEAR IT WAS LESS THAN AVERAGE FOR FIVE PRECEDING YEARS BLOODED CATTLE ON GOVERNMENT RANGES BRING FANCY PRICES ON MARKET The damage done by forest fires on the national forests in 1915 was much less than the average for the past five years, according to official figures just compiled. This is in spite of the fact that the season was an unusually hazardous one. Of the total of 6,329 fires, only 346 did damage to the amount of $100 or more. The average damage done by each fire was kept down to $60.41, which was $14.03 less than the average for the past five years. The average cost of fighting each fire was lowered almost $21 below the average for the past five years. Fire on the national forests in 1915 destroyed $190,000 worth of mature timber. The damage to young growth forage, and stream flow cannot be calculated, but was much greater. Among the causes of these fires, lightning as usual, holds first place, with 28½ per cent. The carelessness of campers, responsible for more than 1100 forest fires, comes second. In California, however, fires caused by campers heads the list, with a percentage of almost 25 per cent of the fires in the state; lightning comes sec-tana. From a band of 900 ewes grazed on this forest; the owner raised and shipped 880 lambs which averaged 97 pounds per head after being driven 55 miles to the shipping point. STUDY OF AMERICAN RIVERS Water in surface streams has at all times played an important role in the industrial and commercial development of the country. In the early settlement the rivers served not only as the principal means of communication and commerce but also furnished power for grinding grain, carding wool, manufacturing lumber, and for other industries. They also furnished a medium for transporting logs from the forest to the mills. With the increased population and corresponding increase in commercial development came the need for better facilities for transportation and more power for industrial uses. Later came a demand for the use of water in streams for municipal supply and for irrigation, and it was found that a systematic study of the water resources of the country was necessary in order that works which depend for their success on the water in streams could be economically designed and operated. As a result of this demand for data in regard to water resources of the country the geological survey started, about 25 years ago, systematic investigation of streams in order to determine their flow and obtain other information necessary for their commercial development, and as a result of these investigations general information is available for practically all parts of the country. The data collected by the survey have not only been used by the engineer as a basis for the design of power plants, irrigation projects, municipal water supplies, and other works. The railroads were responsible for only 9 per cent. Sawmills and logging operations caused less than 3 per cent, and the causes of 15 per cent are unknown. Nearly 11 per cent of the total were of incendiary origin. Here again California proves a great exception to the general average, as in this state more than 20 per cent of the total of its forest fires were incendiary. Blooded Cattle Pay That it pays to raise good stock is illustrated by the experience of two Utah ranchmen who sent their steers to the same market on the same day. Both ran their stock on national forest range under grazing permits, both used the same amount of range per head of stock, and both paid the same grazing fee. One gave close attention to the selection of his breeding cows and used only high grade bulls. The other made no effort to improve his herd. The owner of the high grade stock received $40 per head more for his steers than the owner of the common stock. On some of the national forest ranges the stockmen club together, it is reported, and buy high grade bulls which are owned as community property. Since the administration of the forests is in the hands of the department of agriculture, naturally there is a desire to encourage the use of good breeding stock and to eliminate the scrubs. In general the effort is to make the ranges as beneficial to the country as possible. This is done partly by making experiments and studies to find out to what extent new methods will pay. An example is a series of experiments covering the use of sheds and small fenced pastures during lambing time which, forest officers say, has practically demonstrated the value of this method in increasing the number of lambs saved. Although the ranges on most of the forests are said about 25 years ago, systematic investigation of streams in order to determine their flow and obtain other information necessary for their commercial development, and as a result of these investigations general information is available for practically all parts of the country. The data collected by the survey have not only been used by the engineer as a basis for the design of power plants, irrigation projects, municipal water supplies, and other works, but have also served as a basis for the economical operation of these works. With the improvement of electrical transmission it became no longer necessary to use the power at the place of its generation, and consequently a demand was created for data in regard to streams available for power at places far remote from where it is used. When the various uses of water began to conflict with one another, it became necessary to provide for the legal adjustment of the rights of various users. Diversions for municipal use or for irrigation conflicted with the use for power and navigation and many other conflicts arose. Accurate data, therefore, on the flow of streams of the country have as great a use for the lawyer as for the engineer, as many legal cases depend wholly on this phase of the subject for their decision. Flower Show at Orange— Wednesday, Thursday and Friday, April 26-28, have been chosen for holding the forthcoming Orange Flower show, and it was decided to hold the show in the Athletic club rooms. These decisions were reached at a meeting at the home of Mrs. A. A. Bennett, chairman of the flower show committee. Thirty-five club women attended the meeting and much enthusiasm was apparent. With the displays now in the making in the many homes and yards in Orange and vicinity, and with preparations by the committee on entertainment well under way, nothing seems in the way of a show which will be second to none in the smaller cities. Of the total, 28,000 people in Los Angeles county attached their signatures. The most sanguine predicted a total of 65,000, and the fact that it was exceeded by 17,000 indicates the feeling throughout the state in reference to Gov.
