GOVERNMENT TO AID IN FLOOD CONTROL ADMINISTRATION AND CONGRESS AGREE ON APPROPRIATION FOR SOUTHERN CALIF. ONE HUNDRED MILLION DOLLARS WILL BE SPENT FOR CONSERVATION AND PROTECTION Assurance that Southern California is to get early and substantial government aid in the work of controlling flood waters and preventing the heavy annual damage that results from the torrential rains was contained in a message just received by the executive committee of the National Reclamation Service, from George H. Maxwell, who has been agitating the question in Washington. It was announced at a meeting of the association, held in Los Angeles that Mr. Maxwell had sent word to the effect that the national administration and leaders of both houses of congress have come to an agreement which clears the way toward passage of federal legislation providing for flood control work that will cost $100,000,000. Mr. Maxwell's message was virtually a report on the status of the Newlands-Broussard river regulation bill. He stated that the measure which now has united support, provides for the appropriation of $5,000,000 a year for ten years for flood prevention in California. It also stipulates that the federal engineers may cooperate with counties, cities, water ORANGE GROWERS UNANIMOUS FOR 8 TO 1 TEST Following the success obtained last season by adhering to the 8 to 1 test for shipping of oranges, California growers at a mass meeting of the Tulare Protective association, held in Tulare, unanimously agreed to the rule again this season. While the standard test is mainly for protecting markets from early and immature shipments, the experience of last season has taught growers that it is a very good plan to keep the rule in effect throughout the entire season and an amendment recently adopted by the association to allow shipments to go out regardless of the standard after December 10 was eliminated. That there is considerable loyalty among the citrus growers of California is evident by the report of the Protective association and although the standard agreement was only verbal, as far as is known not a single shipment of oranges was made the past season that did not pass the 8 to 1 test and furthermore no complaints were made by those who entered into the agreement. As an example of what one carload of green fruit sent to the market early in the season would do, Mr. Crows, secretary of the association, stated that one car contained 6000 dozen, and considering the belief that no one would go back after a second dozen, it is probable that the fruit would be distributed among 6000 families, who would have a particular distaste for ever again eating that particular brand of fruit if they found it sour and unripe. POTATO SHIPMENTS FROM OUR NORTHERN NEIGHBOR Strict Quarantine Regulations Relative To Imports From Canada The secretary of agriculture has authorized the granting of permits to import potatoes from Canada, subject to the new regulation which became effective January 1, and the Canadian government has officially accepted the condition and issued an order that potatoes offered for export to the United States must be free from injurious diseases and insect pests. With this understanding, Canadian potatoes will be exempted from the requirement of inspection and certification before shipment which still applies to European potatoes. The potatoes from Canada will, however, be inspected on arrival in the United States, and entry will be refused to any shipment of potatoes badly infested with disease, even though the disease is one which may already occur in the United States, such as common scab, dry rot, powdery scab, Fusarium wilt, and black leg. A negligible percentage of these common diseases will not bar admission, as it is recognized that the shipment of potatoes absolutely free from some of them is not commercially practicable. LICENSING CATS The common or garden variety of cat is going to have a hard time of it in Riverside if the plans discussed at a meeting of the humane society of that place are put into effect. At a meeting it was suggested that the city council be asked to put a license on all felines. The proposed action is expected to eliminate all the undesirable, and spare only cats of real value on which the owners would be willing to pay a license. The indictment against the tabbles include howling at night, purloining and distributing refuse and garbage, and the killing of song birds. The cats of Riverside which are not able to show real class will either have to come down off the back fence or seek some other place of residence. Surveyors are at work on the Southern Pacific between Stanton and Anaheim, and the report that the line is to be electricized, thus giving the Pacific Electric a direct line from Los Angeles to Anaheim. The outlay would be for poles and wires and the road has seriously considered the move. IN THE SUPERIOR COURT Of The County of Orange, State of California Carl Walter, vs. A. Under this arrangement, those desiring to import potatoes from Canada must apply to the federal horticultural board at Washington for a permit, stating in the application the name and address of the exporter, the locality where grown, the port of departure (or port of consular invoice), the proposed port of entry, and the name and address of the importer in the United States to whom the permit should be sent. Potatoes will be inspected by the department on arrival, and should it prove that Canadian shippers are not complying with the regulation of the Dominion government that potatoes offered for export to the United States must be free from injurious diseases and insect pests, the permit of the offending shipper may be revoked. In view of the order issued by the Canadian government, and since we reserve the right to refuse entry to any shipment of potatoes badly infested with disease, it is regarded as only fair that American potatoes offered for export to Canada, the entry of which is unrestricted except from the state of California, should be equally free from disease, and American shippers are urged to see to it, therefore, that only clean potatoes are offered for export. Office: Room 9, Masonic Temple Building, Anaheim, California. 3-16-4t ANAHEIM GAZETTE—THURSDAY, MARCH 30 CONGRESSMAN Randall of California has introduced a bill to purchase a strip of Mexico "whenever the duly constituted government of Mexico shall indicate its desire to do so, and the President of the United States is authorized to negotiate for that purpose." The territory which it is proposed to purchase includes the mouth of the Colorado river, and the entire works of the Imperial valley irrigation district, together with Magdalena bay. The wisdom of the purchase is well founded, and its consummation likely is only a matter of time. NOTICE OF GENERAL ELECTION Pursuant to law and to the provisions of Ordinance No. 297 of the City of Anaheim, entitled "AN ORDINANCE PROVIDING FOR HOLDING A GENERAL ELECTION IN THE CITY OF ANAHEIM, ON THE SECOND MONDAY IN APRIL, 1916 TO-WIT, ON THE 10th DAY OF APRIL, 1916," passed and adopted by the Board of Trustees of the City of Anaheim on the day of February 1916 notice is hereby given that the general election will be held in the City of Anaheim on the second Monday in April, 1916, to-wit, on the 10th day of April, 1916, for the purpose of electing the following officers of the said city, to-wit: 1. All of the herein proposed work and improvement and all proceedings taken in regard thereto shall be in pursuance of and in accordance with an act of the Legislature of the State of California, entitled "An Act to provide for work in upon streets avenues, lanes, alleys, courts, places and sidewalks within municipalities and upon property and rights of ways owned by municipality land or establishing and changing the grades of any such streets, avenues, lanes, alleys, courts, places and sidewalks, and providing for the issuance and payment of street improvement bonds to represent certain assessments for the cost thereof and providing a method for the payment of bonds.
