VOTE ANY TICKET AT THE MAY PRIMARY REGISTRATION STATEMENT WILL CUT NO FIGURE AT PRESIDENTIAL PREFERENTIAL ELECTION DEPUTY DISTRICT ATTORNEY EDEN HANDS COUNTY CLERK WILLIAMS DECISION TO THAT EFFECT Under a ruling given County Clerk Williams by Deputy District Attorney Eden, any person who is registered can go to the May primaries and get whatever ballot he asks for, regardless of how he has registered. That is, a voter who declined to state his party affiliation when he registered can go to the May primaries and get a republican ballot or a democratic ballot party's ballot he asks for by stating at that time that he affiliates with the party whose ballot he demands. Eden has made an exhaustive study of the registration laws, and finds that the measures passed at the special session of the legislature in no way changed the presidential primaries act. The situation will not be changed even should the referendum succeed, and it will not be changed should the referendum fail, the referendum referred to being the referendum of the laws passed by the special session of the legislature. able in the form of gummosis from one to four months afterwards. As soon as the soil becomes dry enough to be removed safely it would be a wise preventive measure to pull it away from the trunks of trees in orchards that are subject to gummosis, in such a way that the bark of the trunk clear down to the top of the first main roots is exposed to the air. It is much better even to have a depression around the base of the tree, which may temporarily catch the water after rains, than to have the wet soil piled up around them. Deputy Eden in a written ruling to the county clerk, said: "I have examined the law relative to the necessity for a voter to state his party affiliation on his registration affidavit to entitle him to vote at the presidential primary May 2, 1916, and it is my opinion that it is not necessary to so state his party affiliation in order to vote at said primary; but a person who registers, who declines to state his politics in his registration affidavit, may vote at the May primary by stating his party at that time." "I have the further ruling," said County Clerk Williams, "that it makes no difference how a person registers, the election board must make inquiry as each voter comes up, asking that voter what party ballot he wants, and the statement of the voter at that time is what shall govern the action of the election board. In other words, he may have registered as a progressive, and he may go to the polls and secure a republican ballot by stating to the election board that at that time he is a republican, or he may have registered as a republican and he may get a democratic ballot. The entire party designation is to be settled right there at the polls. However that does not hold for the August primaries when there will be voting upon nominees for congress and assemblyman, unless the referendum fails. If the referendum succeeds and the measures put through at the special session are held up, the registration affidavits will control the handing out of ballots. If the referendum fails, the new laws will provall and ballots will be given out according to the statements of the voters made to the election boards." SUGGESTIONS FOR SPRAYING TREES Many warnings have already been issued to the citrus growers by various papers and organizations the past enough to be removed safely it would be a wise preventive measure to pull it away from the trunks of trees in orchards that are subject to gummosis, in such a way that the bark of the trunk clear down to the top of the first main roots is exposed to the air. It is much better even to have a depression around the base of the tree, which may temporarily catch the water after rains, than to have the wet soil piled up around them. In pulling away the soil from the trunk it may be left in a circular ridge a little way from the trunk, so as to keep the irrigation and surface water from running into this depression. The fallen fruit infected with brown rot should also be kept away from the trunk. In orchards that have been unusually subject to gum disease in the past, especially on heavy soils, I would suggest that the trunk of the tree from the base of the first main roots to the first limbs be painted with Bordeaux paste or sprayed very thoroughly as suggested before with Bordeaux spray. In orchards growing on rather light and sandy soils this precaution is not so necessary, as in such orchards the trees are rarely attacked with the type of gummosis unless the conditions are unusually aggravated. The best time to use this Bordeaux treatment of the trunk as a preventative is in the fall just before or after the first rain, but it will still at this season be of considerable benefit as a preventative against gummosis this summer. Where vegetable mulch has been placed around the trunk of the trees precaution should be taken not to allow this to become packed close around the trunk in such a way as to hold moisture, as this will also tend to encourage gum disease. It would be well to pull this back just enough to allow the air to dry out the surface of the bark in favorable weather. SUGGESTIONS FOR SPRAYING TREES Many warnings have already been issued to the citrus growers by various papers and organizations the past few months in regard to spraying the ground and lower branches of citrus trees with Bordeaux mixture to prevent the brown rot of the fruit, writes H. S. Fawcett of the experiment station. The rapid development of brown rot recently on account of the continued wet weather in groves that were not so protected emphasizes the benefit of this treatment. If the rains and moist weather continue the losses will be very heavy, especially in lemons, and it would pay even yet to spray to prevent further infection of the fruit. Since it is now known that the destructive gummosis of the trunk (not scaly bark) that develops in the late spring and summer is due to the same fungus that causes the brown rot of the fruit, I wish to emphasize the need to also prepare now to prevent a large amount of gum disease that is likely to follow this excessively wet weather, especially on heavy soils. The fungus, known scientifically as Phythiacystis citrophthera, lives in the soil, and when there is continuous rain and wet weather the spores develop in the upper surface and get splashed up against the lower fruit in the raindrops. This same fungus, when it has sufficiently favorable opportunities, will also infect the bark at or below the surface of the soil, and beginning very slowly, will finally kill a sufficient area of bark to be notice- PROMINENT MAN GALLED BY DEATH James Pohson, Brother-In-Law of Ed Marion, Dies of Bright's Disease The Needles Nugget of February 25, contains the following article relative to the death of a man formerly well known here: "Wednesday evening about fifteen minutes to eight o'clock, James Johnson died of Bright's disease at his home in this city. He was president and held the controlling interest in the Needles Lumber and Contracting company, established here for many years in business. He was also vice president of the Monaghan & Murphy bank and a city trustee since the incorporation of Needles three years ago. "The deceased was born in Ireland, September 8, 1858, making his past 57 years of age, and came to this country, landing in New York when two years old. Over thirty years ago he came to the Southwest and was a builder and contractor along the lie of the Atlantic and Pacific railroad, now the Santa Fe. Much of his work was for the railroad companies and he came to Needles in 1900 and made his headquarters, later forming the company of which he was president at the time of his death and of which company he was the active head. He was married in 1901 at Anaheim to Miss Estelle Marion. They immediately after came to Needles and have made their home in this city ever since. "The funeral services are being held this afternoon at the home of the de" BUILDING LARGEST SIPHON IN SOUTHERN CALIFORNIA Anaheim Union Water Co. Lets Contract for Repairs at Horseshoe Bend The directors of the Anaheim Union Water company on Monday let a contract for the construction of a siphon at Horseshoe Bend where its ditch was destroyed by the flood, the Western Reinforced Concrete company securing the job, at a cost of approximately $10,000. This siphop will be built of reinforced concrete, will be 1000 feet long and 66 inches in diameter. It will be the largest siphon in Southern California. Bids were asked for a flume at this place, and the following were received Monday: C. W. Corbaley company ... $9120.00 Mercereau company ... 8716.80 J. S. Hilend ... 9345.00 Wheeler company ... 8200.00 Mesmer & Rice ... 10224.00 These bids were rejected and the directors decided to put in a siphon. In addition to the huge siphon the company will also build half a mile of flume and ditch, at the same place, making the total cost of the work at the Horseshoe Bend $20,000. A 56-inch siphon has recently been completed at Flume No. 7, northeast of this city, the cost being in the neighborhood of $8000. The Western Reinforced Concrete company did the work. Claypool, W. C. Kaiser, O. D. Collins, A. K. Silvernale, B. F. Shock and Alfred Williams are the active pallbearers. The remains will be shipped to Los Angeles on this evening's train and they cremated. "During the many years that James Johnson was a resident of Needles, he was numbered among her most progressive citizens, active in all those matters which mean attainment for self and the public, and particularly since he was chosen a trustee of the city has been attentive to civic matters. As a successful business man he carried integrity and strength to the board and with his years of knowledge of public affairs, his presence was a valued one. In temperment he was retiring and quiet, yet unrelinquishing when he thought he was right. He was the character that makes men. Needles feels distinctly the loss of a good man. "The bereaved wife is sorrowing for a husband who has passed to the great beyond but there is the consolation that to her is left sufficient of this world's wealth to care for her. The deceased leaves no relatives and no children were born to the family. The widow alone mourns for the broken family. "A host of friends, neighbors and acquaintances extend in sincerest sorrow to the bereaved wife their heartfelt sympathy and condole with her in this her saddest hour. "The fact that every business house in the city is closed from 1 o'clock to 6 o'clock this afternoon speaks emphatically of the large place the deceased occupied in the minds and hearts of the public." Supper was served at 10:30 o'clock and after consuming all the chicken and the balance of the bountiful repast furnished by the cooks, the party danced and played games until after the midnight hour. In addition to the orchestra which furnished music for the dancing, Harry Inskeep, Art Cannon and A. W. Thomas appeared on the scene at a late hour and entertained the company with some excellent selections. These musical prodigies divided their time during the night between the smoker at the Mother Colony club and the banquet at Eagles' hall, but they were equal to the occasion and furnished appreciated entertainment for both. V. W. LaMont, E. C. Dutton, W. J. Lake, Frank Fox, Ed Schnelder and J. T. Johnson composed the committee in charge of the affair, and arranged the entertainment. CONSERVATION, BIRD AND ARBOR DAY Many of the public schools of Orange county are planning for special exercises to be held on Tuesday, March 7, which is designated by the laws of California as conservation, bird and arbor day in the schools of the state. County School Superintendent Mitchell is mailing to the various schools copies of a pamphlet sent here from the office of State School Superintendent Hyatt. This pamphlet contains songs, recitations and quotations suitable for use upon such an occasion. The suggestion is made that speakers interested in some of the three subjects correspond with us. Eshleman, lieutenant governor of California, died Sunday morning at the Southern Pacific club house at Indio. He was en route to his home at El Centro, but on arriving at Indio was unable to proceed. Mr. Eshleman was suffering from tuberculosis, and his death was caused by hemorrhage of the lungs. Mr. Eshleman was one of California's most brilliant young men. He was less than forty years of age, having been born on June 14, 1876. In 1910 he was elected railroad commissioner from the third district, and later was chosen president of the commission. In 1914 he was elected lieutenant governor. He was spoken of as a candidate for governor to succeed Gov. Johnson at the expiration of his term. A number of schools of the county may make the day an occasion for tree planting. State School Superintendent Hyatt says: The laws of California set apart Tuesday, March 7th, and designate it as Conservation, Bird and Arbor day. All public schools and educational institutions are directed to observe this day, not as a holiday, but by including in the school work of the day suitable exercises for their object instruction as to the economic value of birds and trees and the promotion of a spirit of protection towards them, and as to the economic value of natural resources and the desirability of their conservation. This circular is to provide some suitable material for observing these provisions of the law. Johnson, fishermen of Newport Beach, narrowly escaped death from drowning at noon Monday. H. V. Johnson, who was unable to swim, was in the engine room of the launch when the boat capsized. That he was not instantly drowned is considered a miracle, the craft turning competeletly over and end for end. He managed to clamber out of the engine room in time to save himself. The brothers clung to the capsized launch, from which they were rescued by Oliver M. Brown and Max Wilson, who put out from Corona del Mar in a dory. The launch Balboa soon arrived and took the Johnson brothers to Balboa where they were attended by Dr. Gilford. Attached to the launch "U. S.
