ORDINANCE NO. 297
AN ORDINANCE PROVIDING FOR HOLDING A GENERAL MUNICIPAL ELECTION IN THE CITY OF ANAHEIM, ON THE SECOND MONDAY IN APRIL, 1916, TO-WIT, ON THE 10TH DAY OF APRIL, 1916.
The Board of Trustees of the City of Anaheim do ordain as follows:
SECTION 1. That a general municipal election be held in the City of Anaheim on the second Monday in April, 1916, to-wit, on the 10th day of April, 1916, for the purpose of electing the following officers of the said city, to-wit:
1. Two members of the Board of Trustees for the term of four years.
2. One City Clerk for the term of two years.
3. One City Treasurer for the term of two years.
SECTION 2. For the purpose of said election there are hereby established eleven election precincts in said city, to be known and designated as "Precinct Number 1," "Precinct Number 2," "Precinct Number 4," "Precinct Number 5," "Precinct Number 6," "Precinct Number 7," "Precinct Number 8," "Precinct Number 10," and "Precinct Number 11."
The boundaries of said election precincts are fixed and established respectively as follows:
Precinct Number 1: Commencing at the intersection of the center line of West Center Street, with the westerly boundary line of the City of Anaheim; thence Northerly along said City boundary line to the northwest corner thereof; thence Easterly along said Northerly boundary line to an intersection with the center line of North Palm Street; thence Southerly along the center line of North Palm Street to an intersection with the center line of West Center Street; thence Westerly along center line of West Center Street to the point of beginning.
Precinct Number 2: Commencing at the intersection of the center lines of West Center Street and North Palm Street; thence Northerly along the center line of North Palm Street to an intersection with the Northerly boundary line of the City of Anaheim; thence Easterly along said Northerly boundary line to an intersection with the center line of North Lemon Street; thence Southerly along center line of North Lemon Street to an intersection with the center line of West Center Street to an intersection with the center line of West Center Street to an intersection with the center line of North Palm Street and point of beginning.
Precinct Number 3: Commencing at the intersection of the center line of East Center Street, West Center Street, and North Los Angeles Street and South Los Angeles Street; thence northerly along the center line of North Los Angeles Street.

his vote shall be counted in favor of the adoption of such proposition; if he shall stamp a cross (X) after the word "NO" his vote shall be counted against the adoption of the same; and if a majority of such electors voting at such election shall vote in favor of such question, from and after the first day of May, 1916, the several members of said Board of Trustees shall receive such compensation.
SECTION 8. At such election the polls must be opened at six o'clock in the morning of said 10th day of April, 1916, and must be kept open until seven o'clock in the afternoon of said day, when the polls shall be closed, except as provided by Section 1164 of the Political Code of the State of California.
SECTION 9. Notice of said election shall be given by the City Clerk of the said city by publishing a notice thereof in the "Anaheim Gazette," a weekly newspaper of general circulation, published and circulated in said city, for two successive weeks prior to said election, which said notice shall state the character of said election, the names of the offices to be voted on and filed at such election, the question to be submitted to the voters at such election, the number and location of the several precincts, places where the polls shall be located, the names of the persons composing the several Boards of Election, the day when said election shall be held and the time when the polls shall be opened and the time when the polls shall be closed.
SECTION 10. The City Clerk shall certify to the passage of this ordinance, and cause the same to be published once in the "Anaheim Gazette," a weekly newspaper of general circulation, published and circulated in the said City of Anaheim, and thereupon and thereafter it shall be in full force and effect. The foregoing ordinance is signed, approved and attested by me this 4th day of February, 1916.

OIL WELL REPORT
Notwithstanding the continued interference of the heavy winter storms, and the great loss occasioned by them, the work in the California oil fields, as reported to the oil department of the state mining bureau, during the week ending January 29, 1916, shows a substantial increase in the number of new wells over the previous week, ten new wells having been started, two in the Coalinga field, two in the Midway, two in the Kern River, three in the Whittier-Coyote, and one in the Santa Maria field.
The routine work of redrilling wells and testing water conditions, which is given special attention by the bureau engineers, is still slightly below the average for the past few months. The deepening of old wells in the Santa Maria field holds out considerable promise of developing the lower sand that has been entered by only a few wells, and the bureau is taking active steps to see that this sand shall be protected from water which did such vast damage in that field in its early days.

NOTICE INVITING SEALED PROPOSALS OR BIDS
Notice is hereby given that sealed proposals or bids will be received by the Board of Trustees of the City of Anaheim, at the Office of the City Clerk, of said city, up to 9 o'clock P.M. on Thursday, the 10th day of February, 1916, for the furnishing of all labor and material in constructing and completing the following described sewer work in and upon Walnut Street, Pythias Avenue and a certain private right of way in said city, to-wit: 2448 feet of six-inch vitrified salt-glazed sewer pipe, including specials; 102 6x4-inch "Y" branches; 3 manholes and 3 flush tanks, all in accordance with the plans, specifications and profiles for said work which said plans and profiles are designated as "Plans No. 3" prepared by O. E. Steward, City Engineer of the City of Anaheim, and which were filed in the office of the City Engineer of said city on the 13th day of January, 1915, and which specifications are marked and designated "Specifications for the Construction of Sanitary Sewers in the City of Anaheim, California," prepared by O. E. Steward, City Engineer of the City of Anaheim, and which were filed in the Office of the City Clerk of said city, on the 11th day of November, 1915.
All proposals or bids offered must be accompanied by a check payable to the City of Anaheim, certified by a responsible bank within the State of California, in the sum of $100.00 or by a bond for the said amount so payable, signed by the bidder and two sureties who shall justify before any officer competent to administer an oath, in double the said amount and over and above all statutory exemptions, which said bond shall be approved by the Board of Trustees of the City of Anaheim. Said check or bond shall be forfeited to the City of Anaheim, as liquidated damages, in case the successful bidder shall fail to sign a contract and furnish the bonds required, within ten days after the contract is awarded to him.

The successful bidder shall be required to give an additional bond of one-half the amount of said contract, as security to the laborers, mechanics and material men employed by him upon said work, said bond to have two or more sureties, who shall qualify that they are worth double the amount of said bond in free and unincumbered real property over and above all statutory exemptions, or by a corporation authorized by the laws of the State of California, to execute bonds and undertakings.
The Board of Trustees of the City of Anaheim reserve the right to reject any and all bids.
