FEDERAL WORK ON PUBLIC ROADS
FARM DRAINAGE, IRRIGATION AND DRAINAGE AMONG DUTIES OF DEPARTMENT
THREE CENTRAL OFFICERS FOR ADVANCEMENT OF WORK WILL BE MAINTAINED
The annual report of the office of public roads, which the department of agriculture has just issued for the fiscal year ended June 30, 1915, announces the incorporation into the office of the work in farm drainage, irrigation and architecture. This work was transferred to the office of public roads under the act of congress dated March, 1915, which reorganized the department in certain important features. In order that the new organization might be actually under way at the commencement of the fiscal year 1916, the office of public roads took over this new work on April 1. Since that time drainage investigations have been carried on in Florida, in states north of the Ohio river in Kentucky and in northern Idaho. Plans for the organization of drainage districts and methods of financing such organizations have also been studied.
The farm irrigation investigations which were formerly conducted on a territorial basis are now being handled on a subject basis, and the local offices which were previously maintained in various states have been abandoned. Hereafter the men will work from three central offices or from Washington.
In its road work the office for the past year has continued to supervise the expenditure of the $500,000 appropriation which congress provided the post office department for the improvement of post roads in counties or deprived of inherent rights, jurisdiction and sovereignty that under the Federal constitution belongs to the states.
They protest at being made the mere wards of Federal officialism and departmental whims and tyranny, and ask in formal resolutions that they be allowed greater freedom to work out their own salvation, and be given a more just and equitable code of laws under which to develop their resources.
The conference almost unanimously demanded the right and power to control and regulate the rates and service of their public utilities and opposed the imposition of any leasing and royalty system on natural resources. They also oppose ownership direct or indirect by the Federal government of intra-state public utilities.
These resolutions are based on the fundamental proposition that the Federal government has no more right to impose taxes, fees or license tribute upon the natural resources of the public land and water power states than it has to collect extra taxes from the cotton states, the granite states, the coal states or the iron states.

In its road work the office for the past year has continued to supervise the expenditure of the $500,000 appropriation which congress provided the post office department for the improvement of post roads in counties or states contributing double the amount spent by the Federal government. Five such roads were completed during the year in Iowa, Maryland, Oregon and Virginia. Work was also continued on 11 other roads being built under this appropriation. Bridges and road systems were also planned for a number of counties throughout the country and advice given to local officials in a large number of states.
The demonstration of maintenance work which the office started last year on the highway from Washington to Atlanta was continued with much success. Of the 1,000 miles of this highway, 723 are now under the supervision of the office. The counties affected are being encouraged to undertake construction where this is necessary, and to maintain the road in good condition elsewhere. Experiments in the maintenance of various kinds of highway have also been conducted in Virginia and Maryland.
One of the most important activities of the office mentioned in the report has been the collection in the past year of data on the mileage of improved and unimproved roads throughout the country and of the expense incurred for road purposes. Traffic studies on a number of important roads have also been made in order to determine the tariff in ton-miles before and after impairment. This affords a basis for calculating the amount of money each community may profitably spend upon the improvement of its roads.
Numerous tests of materials used in road building have also been conducted.
ELIMINATE ILLITERACY IS FEDERATION PLAN
California Woman's Clubs Making Educational Campaign
The California Federation of Women's Clubs has taken as its slogan The Elimination of Illiteracy in California by 1920." According to the census of 1910, California is the seventeenth state in the list.
In line with the proposed educational campaign, undertaken by the Federation of Women's clubs, Mrs. A. J. Lawton, president of the Southern District, is arranging a series of conferences for the three departments most closely allied with this special work, viz:—education, industrial and been studied.
MUSICAL COMEDY PRESENTED BY LOCAL TALENT
"A Night In Dreamland" to be Given At High School Auditorium
Sixty adults and over a hundred children will have part in the forthcoming musical comedy "A Night in Dreamland" which will be staged at the auditorium two nights, Thursday and Friday, January 27 and 28, under the auspices of the Vestry and the Ladies Guild of St. Michael's Episcopal church. Rehearsals are being held every day and night in the Parish house of the church and the interest of the players increased with each rehearsal. We doubt if in the history of Anaheim's theatrical affairs a more ambitious production was ever attempted by local performers. "A Night in Dreamland" stands out as distinctly different from anything that has gone before it, and all who have part in the song numbers. The rolling specialties, pantomine acts, classic and interpretative dances, and the tuneful chourses of the dreamland scene are very enthusiastic over the prospects of presenting so brilliant a production. Many of the dances are from professional musical comedies, such as "The Siren," Fascinating Widow" "A Modern Eve," and "The Pink Lady." Every part of the musical comedy has that dash and go that gives it real professional tone and finish. No small part of the production is the children's slumberland scene, with over a hundred kiddies in

The first will be held at Upland, Monday, January 31. These meetings are open to club women and all others interested in social welfare measures. The past year has been a time of readjustment in club work. Club women are realizing, more than ever, the value of well-laid plans and earnest cooperation in carrying out such plans. The suggestion offered as a basic principle to be applied to all phases of club work is: investigation, elimination, conservation, consentration, cooperation.
This will mean a body of 35,000 club women in California, well organized, well informed citizens, deeply interested in everything pertaining to the educational, social and moral welfare of the state, and well equipped for efficient and successful work.
WESTERN STATES WATER POWER CONFERENCE
This conference of Governors and delegates from thirteen western water power and public land states recently held at Portland, Ore., was the first public protest against further encroachment of the Federal leasing and royalty system.
These states, in which two-thirds of the area belongs to or has been taken over by the Federal government in extension of conservation for future generations, believe they are being the tuneful choreas of the dreamland scene are very enthusiastic over the prospects of presenting so brilliant a production. Many of the dances are from professional musical comedies, such as "The Siren," Fascinating Widow" "A Modern Eve," and "The Pink Lady." Every part of the musical comedy has that dash and go that gives it real professional tone and finish. No small part of the production is the children's slumberland scene, with over a hundred kiddies in their nightlies singing "Hush! hear comes the dream man," their snores, screams, gestures, etc., will make the children's part a delight to all.
The jitney number is said to be a scream, in the Race of the Jitneys, in pantime done by twelve young people.
"I Want to go to Tokio" is a pretty Japanese act, with a dancing chorus of six Japanese maidens and six American boys.
"Oh You Rah, Rah Boy" is a rollicking high school number with 12 girls in the dance.
"Hello, Mr. Stein" is a Dutch song and dance number with a little Dutch girl in the principal part and a dancing chorus of six jolly Dutchmen and six Dutch girls.
"Rosebud" is perhaps the most artistic act of the production. With a chorus of six dancing models, young ladies in gowns of latest mode, picture hats, and ebony staves, who present the dance of the models, followed by a beautiful tableau in which is seen the American beauty on a great throne of natural foliage and on white pedestals each side of the throne the posing models, draped in white, present four beautiful classic pictures in perfect rhythm with the entrancing music of Rosebud. The special lighting effects of this scene add much to its artistic tone and finish. Hartung, City Treasurer of the City of Anaheim, under and by virtue of the authority vested in me by law, will on the 21st day of February, 1916, at the hour of 10 o'clock A.M. of said day, sell at public auction the real property hereinafter described and mentioned in said bond, at the office of the said City Treasurer of the City at The First National Bank of Anaheim, at the Southeast corner of the intersection of South Los Angeles Street and East Center Street in said city, unless the amount due on said bond and the interest due thereon together with the cost of publication of this notice, are paid, according to law; and that I will so sell the same to the person who will pay the amount of unpaid principal and interest due on said bond, together with the cost of publication of this notice; that the said sale will be made in accordance with and under the provisions of an Act of the Legislature of the State of California, entitled "An Act to Provide for Work in and upon Streets, Avenues, Lanes, Alleys, Courts, Places and Municipalities, and upon property and rights of way owned by Municipalities, and for Establishing and Changing the Grades of any such Streets, Avenues, Lanes, Alleys, Courts, Places and Sidewalks and providing for the Issuance and Payment of Street Improvement Bonds to Represent Certain Assessments for the Cost Thereof and Providing a Method for the payment of Such Bonds," approved April 7th, 1911, and amendments thereto.

That the property mentioned in said bond, and to represent the assessment against which for said street improvement said bond was issued, is that certain parcel of land situate in the City of Anaheim, County of Orange, State of California, more particularly described as follows, to-wit:
Lot No. 31 in Block No. 3, Summerfield and Oppenheimer's Subdivision.
That the amount due on said bond is as follows:
Due on principal thereof Seventy-four and 66-100 Dollars ($74.66);
Due on account of interest accrued on said bond Five and 22-100 Dollars ($5.22);
Total amount due on said bond Seventy-nine and 88-100 Dollars ($79.88);
