ORANGE COUNTY
HAS EFFICIENT OFFICIALS
GRAND JURY COMMENDS THEM FOR CAPABILITY AND FAITHFULNESS
METHOD OF HANDLING MUNICIPAL BUSINESS IN ANAHEIM RECEIVES ENDORSEMENT
We, the members of the Orange County Grand Jury, composed of the following named citizens of said county: S. Kraemer, E. A. Day, Fred Sleort, F. H. Wessler, Bruce Anson, J. P. Spaulding, J. D. Hunton, J. M. Gunnett, J. N. Osborn, M. S. Summers, H. G. Miesser, R. D. Richards, R. J. Webster, S. J. Scally, Jacob Fisher, L. K. Strong, B. W. Jerome, J. P. Greeley and J. W. Duckworth, organized on Nov. 17, 1914, with J. P. Greeley as Foreman and electing J. W. Duckworth as Secretary.
Having investigated all matters relating to the business and financial affairs of Orange County, its various cities and such other affairs and complaints as were brought to our attention, we beg leave to submit the following report:
We desire to be clear so as to give you full information in regard to the county's property and work of its officials. The people of Orange county have a very capable corps of officials and we can not too strongly express our appreciation when we find an official faithfully performing his duties for the people. The officials have all been courteous and offered all possible assistance.
County Officers
Board of Supervisors.
We have carefully examined and diamonded all attention which has been given to the unfortunate.
In the opening of the county hospital, the citizens of Orange county have an institution of which they may justly be proud.
County Surveyor.
We find the maps and plats of record in the office of the County Surveyor to be in excellent shape and up to date.
We would recommend that the Surveyor be required to keep in his office a daily record of all work performed.
County Treasurer.
In going over the records of the County Treasurer, we find that many warrants have been cashed without the proper indorsements. Also, that many warrants are not concealed which pass through his office, and many other errors which were corrected when attention was called to same.
We strongly condemn this loose method of doing business, as the amounts involved are large.
We recommend that the Board of Supervisors and the County Auditor enforce the statutes in which they are authorized to see that the books of the Treasurer are properly kept. The committee appointed to count the funds in the County Treasurer' office beg leave to submit the following report of funds of Orange county; Jan. 1, 1915:

County Officers

We have carefully examined and checked all vouchers and demands allowed and with few exceptions found them to be corrected. We respectfully call attention to the errors with the suggestion that the corrections be made.
The Grand Jury hold several sessions with the Board and made the following recommendations:
1. Owing to the crowded and congested conditions of some of the county offices, especially Department No. 2, Superior Court, District Attorney, Tax Collector, Assessor and County Purchasing Agent. We would respectfully request and urge that the Board of Supervisors proceed at an early date to add another story to the present court house, providing for a third and fourth floor, thereby doubling the present capacity.
2. That a special or emergency fund be created for the purpose of transferring criminals from other states, which would be a great advantage to the District Attorney in the performance of his duties.
3. The maintaining and repairing the highways of the county has become such an important matter that we respectfully urge and request the Board of Supervisors to appoint a competent Engineer to take charge of the construction, maintenance and repair of all roads, bridges and highways of the county, under the direction of the board.
4. That the board of supervisors draft an ordinance compelling all beach resorts to provide life saving boats, life preservers, and to make it a misdemeanor for any one to maliciously interfere with same.
5. That as far as is possible that a greater percentage of the prisoners be employed on the roads and highways of the county and that an extra auto truck be provided for the purpose of transporting the prisoners to and from work.
6. On accounts of the increase in expense to the County in caring for the indigents, principally among the Mexication population, that all indigents as they become permanent charge upon the county be transferred to the county farm, believing that they could be cared for better and at less expense than by the present plan.

County Veterinary.
We find in this office duplicates of all inspections made, and everything up to date.
We recommend that the duties of the County Veterinary be decreased to that of inspection of meats and all dairies of the county.
County Purchasing Agent.
We examined records and system adopted by the Purchasing Agent, and wish to commend the Board of Supervisors in establishing this office. We recommend co-operation of all district and county officers that best results may be secured.
We also recommend that the Purchasing agent be required as far as possible to purchase and distribute necessary supplies for indigents not cared for at at least one year after completion of this office.
COUNTY BUILDINGS
County Park.
We found all buildings and grounds well cared for.
Detention Home.
The Home is well managed and all inmates, Superintendent, and Matron, seem to be working in harmony. We would recommend that the Supervisors furnish an assistant to the matron.
County Jail.
We found all neatly kept and prisoners well cared for and well fed.
County Farm.

On accounts of the increase in expense to the County in caring for the indigents, principally among the Mexication population, that all indigents as they become permanent charge upon the county farm, believing that they could be cared for better and at less expense than by the present plan.
We believe the people of Orange county have a capable and conscientious board of supervisors, and we cannot too strongly express our appreciation of their co-operation and assistance during our session.
We have carefully examined and checked all records, books and accounts of the following county officers, to-wit: County Clerk, Recorder, Assessor, Tax Collector, Auditor, Public Administrator and Coroner, Sheriff, and find all records kept correctly, the business of same performed in an able and efficient manner, and a credit to the county.
District Attorney.
We found the affairs in this office in fine shape. This office has disposed of 1081 cases during the past year, being a large increase over previous years.
The following resolution was passed by the Grand Jury:
Whereas, we believe the illegal selling of intoxicating liquors is being carried on within the County, resulting in an undue amount of poverty, degradation and crime, especially among the Mexicans.
Therefore, Be It Resolved, That we commend the District Attorney for what he has already done towards bringing offenders to justice, and furthermore, we would recommend that he use every legitimate means to detect and punish any and all persons engaged in such illegal selling of intoxicating liquors.
Superintendent of Schools.
We find the records of the County Superintendent of Schools to be kept correct and neat in appearance.
We wish to commend the office for the manner in which all bills are carefully examined when presented.
We would recommend that when it is possible for the Superintendent to curtail the expense of visiting schools that he use the ordinary means of travel in place of the expense of an automobile.
County Physician.
We wish to commend the work of the County Physician and efforts and
cept the moving picture building in Brea, door opens to the inside, with only one exit in front and one in rear.
Found the Opera House in Anaheim, the banister on back stairs very weak and would be dangerous in case of fire.
Santa Ana Athletic Club.
We found the doors open inside and too small to accommodate a crowd in case of fire.
At Newport and Balboa we recommend that the fire apparatus be better cared for.
Justice of the Peace.
We found all books in the offices of the Justice of the Peace at Anaheim, Fullerton, Placentia, Yorba, Buena Park, Stanton, Westminster, Huntington Beach, Los Alamitos, Orange and San Juan Capistrano in good shape, and all fines remitted promptly.
We checked all books in the office of Justice Cox of Santa Ana up to and including Dec. 31, 1914, and find that he has received from all sources as fines $5540.75; and that he holds receipts for $5552.75, showing a balance due him of $12.00. We find his books are in first class shape.
Municipalities.
In the city of Santa Ana we have examined all books and records. In the Clerk's and Treasurer's office some clerical errors were found that have been corrected.
We find that the Clerk and Treasurer balance their books with each other only twice a year. We recommend that they balance monthly. It this were done, errors such as charging money to the wrong fund would be much more easily discovered.
We found the books in the water department, assessor, tax collector, and recorder's offices to be correct.
We find the license book does not balance with the Clerk's book or stubs. We recommend that the system be changed to put the entire responsibility in the marshal's office, and that all licenses expire at the same time with the end of each quarter of the year.
The street superintendent does not keep books other than time sheets. We recommend that he keep books showing exactly where work is done.
Municipalities Outside of Santa Ana.
At Fullerton, the records and accounts had not been kept in an orderly and systematic manner. This was especially true in the Clerk's office.
We inspected the domestic water

supply, the city dumping grounds, the sewerage system, the ceptic tank and sewerage farm, and found everything in most excellent shape.
At Huntington Beach we found all of the records and accounts kept in a neat and business like manner. Every thing checked up correctly with proper funds accounted for.
At Anaheim we found the methods of handling the municipal business worthy of commendation. All books and accounts checked out perfectly. Cash on hand Dec. 1, 1914, $38,752.86. The water and lighting plant, were in excellent condition. The ceptic tank working satisfactorily with as little odor as could be expected. We found several places, however, where the water was standing and accumulating in ponds, instead of being distributed and absorbed into the ground as it should be. We found the city dumping ground in about as bad and unsanitary condition as it could be and be tolerated. Everything that could be burned should be burned. All decaying vegetable and animal refuse should be buried. Anaheim should do as other places are doing, have a man employed all of the time to see that the dumping grounds are properly kept.
At Orange we found all of the official books and records kept in, what we should call, a model manner. The accounts checked out perfectly. We inspected the water system, the sewer system, the ceptic tank, and the sewer farm, and found everything in fine sanitary condition. Orange is entitled to a clear bill of health.
At Stanton, we checked the books and accounts only from Jan. 1, 1914 to Oct. 1, 1914, on account of the treasurer not having posted his books since them. This was due to the fact that the books had been sent to Los Angeles to be exported for previous years.
We found everything checked correctly during the period that we investigated.
At Newport we found the method of keeping some of the records and accounts very cumbersome and not up to date, making the work of checking the books very much harder than it should have been; and while we found that everything finally checked out correctly, your committee strongly recommend that better methods be adopted. Hundred of visitors to the Walker home have marveled at the sight of this giant magnolia like tree bearing over a ton and a half of russet-hued pears each as large as a cantaloupe.
The tree is 17 years old, thirty-five feet high and has a thirty-foot spread of branches.
The fruit begins to mature early in January, but Mr.Walker has other avocados which ripen in different months, so he is able to market in all seasons.
There are four other seedling trees nearly as large as this prize树 on the Walker's place and a dozen young budded varieties which at present produce between fifty and two pears each.
Mr.Walker estimates his total income from these few alligator pear trees to be over $2500 yearly.
As there is practically no expense connected with the culture of the avocado this is nearly net profit.
"It is just like picking up gold nuggets without digging for them," declared the alligator pear grower last week, with a smile.
"The only real bother and cost in the business is carrying the pears to market."
The demand is larger than the supply, owing to the scarcity of the trees, and this keeps the price up, coupled with the fact that the avocado is a delicacy

In closing this report, we recommend some uniform method of keeping the records and accounts in the municipalities outside of Santa Ana, and it is our opinion that the system used at Orange is rather better than that found elsewhere, and for small municipalities having a population of not more than seven or eight thousand, probably as good as any now used. For larger places like Santa Ana, a more elaborate system of filing and keeping of records would be desirable. We would earnestly recommend that officials from other municipalities within the county take a trip to Orange and inspect the methods there in use. Such a step would be helpful even though, exactly, the same system should not be adopted at present.
School Trustees.
We find the books of the school trustees of the various districts are kept in good condition generally. In a few districts the record of the meeting of the trustees are neglected. Books are furnished for this purpose by the county superintendent of schools and trustees should see that the records are complete.
In a careful examination of the various bills of the School Districts, we can see the need of a purchasing agent for the schools and would recommend that some provision be made whereby the county purchasing agent can furnish a uniform grade of school supplies at the expense of the different school districts. We would also recommend that the school trustees of the county comply with the law in regard to the use of school houses as civic centers.
County Roads.
After familiarizing ourselves with the conditions of the public roads in the different section of the county, and temporary work and repairs which are being made, we strongly feel that the time has come to place the entire plan of the construction maintenance and repair of road and bridge work in the hands of an expert road commissioner, working under the authority of the supervisors. We wish to call the attention of the board to the need of a road running south of Kraemer to the Olive road.
Bridges.
We examined all bridges in the county and find them generally in good condition.
WASHINGTON, D. C., Jan. 25.—The third known outbreak of quail disease has been discovered by the bureau of animal industry in quail sent for examination from the National Zoological park. These birds were received a few days ago from two of the principal importers in widely separated parts of the country. Most of the quail now on the market are imported from Mexico and are entered at the port of Brownsville, Tex. Under these circumstances all outstanding permits have been cancelled and further importations suspended for this season.
Quail disease, a highly infectious malady, to which all our native quail are apparently subject, was discovered in 1907, and was traced to a number of states. A second outbreak occurred in 1912, but was checked through the suspension of importations from Mexico from most of the sun.

The following need attention: Bridge 1 mile south of Westminster, Olive bridge, Yorba bridge, the bridge across Coyote creek should be built on line with county road. At San Juan, found two bridges in bad condition, which were referred to the supervisors. Drainage and Protection Districts.
We investigated the several drainage and protection districts. Bolaa drainage, Delhi drainage and Newport drainage. We found no record that any previous Grand Jury had ever done more than make a casual and superficial examination of the books and records kept by any of these districts.
The Delhi drainage district books showed a balance, on Jan. 1, 1916, in favor of the treasurer of $35.12 after deducting outstanding warrants. The same balance existed Jan. 1, 1914.
The Newport drainage district books showed a difference in favor of the treasurer of 20 cents.
It would seem that the only book kept by the secretary of the Bolaa drainage district was the minute book, and we were unable to do any satisfactory checking from this. Highway Commission.
We have carefully examined the books and records of the highway commission and find same in excellent condition.
Also examined all highways through the county and wish to commend the commission for the manner in which they have conducted the affairs for the tax payers, and believe the people can justly feel proud that they have received value for their money.
We herewith submit the following report of the Commission up to Dec. 1, 1914:

A fruit tree which is almost as magical a producer of wealth as the provisional goose that laid the golden egg, is the precious possession of J. H. Walker. This tree, the avocado, or more commonly the alligator pear, is now laden with over 3000 pears, averaging over a pound in weight. Mr. Walker asserts he will receive about ed $400 per annum.

Sugar Factories.
We investigated the sugar factories of the county and find at Los Alamitos, the factory running the sewerage into ponds and allowing it to become stagnant, which gives off a very offensive odor, which we believe to be detrimental to the health of the community.
We find the waters in the drainage ditches south of Santa Ana give off an odor very similar to the odor at Los Alamitos, but as yet we have been unable to determine the exact source of this nuisance and would request further time to investigate and report. We therefore recommend that the County Physician, District Attorney and Board of Supervisors proceed at once to abate the nuisance.
In closing our report we desire to express our appreciation for the assistance and courteous manner which all officials have shown us during our session.

All birds which were suspected of having the disease were examined at Brownsville or forwarded to this department, but not until January 5 were the first undoubted cases of disease detected. Game commissioners and sportsmen who are interested in the introduction of quail or who may have purchased birds for restocking are requested to advise the department if any of the birds are known to have died from disease of any kind. As a measure of precaution, any birds now in captivity should be kept under close observation for a period of 10 days and in case any of them die the bodies should be forwarded to the bureau of animal industry of the department of agriculture for examination.

Introduced into the legislature by Assemblyman McPherson of Santa Cruz. It provides for the appointment by the governor of three market directors with power to establish branches wherever conditions justify.
The purpose is to save farmers the losses sustained by dealing through commission merchants, and also to cheapen produce to the consumer.
Producers will be kept informed of actual conditions in market centers, thus preventing a glut. An appropriation of $150,000 is asked. McPherson believes the market ultimately will be self-supporting.
SCHOOL CHANGES
Offers of free transportation of pupils to school has led residents northwest and south and southwest of the County hospital to petition to be transferred from the Katella and Garden Grove districts to Orange.
A strip of territory a mile wide across the south side of Fairview school district may be transferred to Harper school district. County Superintendent of Schools Mitchell has a petition asking for the change, and it will be heard by the supervisors on February 3 at 11 o'clock.
The superintendent states that all petitions for changes in school boundaries should be in his hands by January 25, so that they can be heard by the supervisors on February 3.
