LATIN-AMERICAN TRADE WITH U. S. ENORMOUS
In 1913 Exceeded In Volume That of Any Other Single Country
BOSTON, Dec. 18—Trade of the United States in 1913 with the 20 Latin American republics, both in sales and purchases, exceeded in volume that of any other single country, according to John Barrett, director-general of the Pan-American union, in an address here today before the Latin-American commercial conference.
It was the first year, he said the United States had ever exported a greater valuation of products to Latin-American countries than did England.
Mr. Barrett’s conclusions were based on statistics just compiled by the Pan-American union. He said this was the first time accurate figures of Latin-American commerce in 1913 had been given.
The figures showed that the 20 independent countries south of the United States conducted a foreign commerce in the calendar year 1913 valued at $2,864,876,224, of which their exports were $1,539,123,597 and imports $1,325,726,627.
In this trade, according to Mr. Barrett the United States, contrary to general opinion led the United Kingdom, Germany and France with large margins. United States exports to Latin America were valued at $325,837,348; the United Kingdom at $322,228,073; Germany $217,976,202 and France, $128,329,068.
These figures, Mr. Barrett declared, would surprise American exporters and importers and should encourage those who had believed there was little opportunity for them in Latin-American trade because of European competition.

The grand jury if of the opinion that the board of supervisors ought to lift the roof of the courthouse and build a third story. This proposal was made in a communication received by the supervisors from a committee of the inquisitorial body. While the communication was merely placed on file, there is no question but that the matter will be given serious consideration.
In fact, the supervisors have been giving the problem of more room serious consideration for a long time. The first step taken by them was to utilize the basement. A large amount of old records were taken from the basement and stored in the attic. The commissioner's and forester's office have been located in the basement, and it is proposed to make further alterations.
TO KEEP EVERYBODY WELL
AIM OF NEW PROFession
University of California issues Interesting Bulletin on How to Keep In Good Health
For a long time the universities have been teaching how to cure the sick. Now the University of California is going to train students expressly for a new profession—that of keeping everybody well.
The doctors in the medical faculty have long preached to their students Preventive Medicine. And the doctors have joined enthusiastically with the University's engineers, chemists, bacteriologists, etc., in establishing this new Curriculum in Preventive Medicine, for the training of experts whose whole purpose is to prevent anyone from ever being sick enough to need a doctor.
"Graduate in Public Health" will be the degree, and the 6th year course will be as long and arduous as that pursued by most physicians."
To give the world a new kind of health officer is the University's object. It used to be that a health officer was a busy physician who in the intervals of seeing his own patients ran in to tack up a warning of scarlet fever or to investigate a complaint as

The clerk was directed to advertise for bids for the improvement of Anaheim-Olive road, section 2, bids to be opened Jan. 6, 1915, at 2 p.m.
The board accepted section 2, Bay City and Los Alamitos road, which is a part of the Orange county highway system.
The county auditor was directed to transfer $5000 from the current expense fund to the forestry fund.

The county surveyor was directed to furnish boundary lines and acreage of Anaheim storm water district, to the county assessor.

The map of Modjeska Home, Sec.E, was accepted as the official plotting of said tract.
The demand of Anaheim Sugar company for refund of $6,339.89 of taxes paid on Anaheim-Fullerton division was rejected. The company declared that the division was not legally formed, and that the taxes were paid under protest. The rejection clears the way for an action in court, if the sugar company desires to go to the courts as it evidently does.
The clerk was directed to re-advertise for sale a lot at San Juan Capistrano, sold sale to be held on Feb. 3, 1915, at 11 a.m.
A census was ordered taken in Placentia Judicial township, and Bon Kraemer was appointed to take said census.
The purchasing agent, forester and horticultural commissioner were given permission to employ a stenographer at $50 a month.
There were no bids received for the property adjoining the San Juan Capistrano mission put up for sale by the county. When the county bought the land from J. H. McCarthy in order to get a road right of way it had to buy part of lots not needed for the road. This part was put up for sale with the stipulation that not less than $2500 should be taken. Ther were no bidders, though several mission valley residents were on hand. The sale was ordered re-advertised for Feb. 3.
A resolution presented by County Physician Wehrly asked the legislature to provide a fund for the establishment and maintenance of a leper colony was passed by the supervisors. Orange county is not as much worried over lepers as it was a few months ago. "Graduate in Public Health" will be the degree, and the six年级 course will be as long and arduous as that pursued by most physicians."
To give the world a new kind of health officer is the University's object. It used to be that a health officer was a busy physician who in the intervals of seeing his own patients ran in to tack up a warning of scarlet fever or to investigate a complaint as to somebody's back yard. But now communities have begun to think that protecting everybody's health is a plenty to keep a full time salary. There is a great and rapidly growing demand for highly trained sanitarians and bacteriologists for the service of the city, the state, the school, the army, and the nation.
Here are some of the things the University of California will teach to the students who choose the New Public Health Curriculum (just established as the result of the work of a committee including Professors Eugene Woldemar Hilgard, long Dean of the College of Agriculture, A. O. Leuschner, G. E. Stratton, and from the Medical faculty, Dean Moffitt and Drs. Wallace I. Terry, W. P. Lucas, and Wilbur A. Swyer.
Two years of physics, chemistry, zoology, and modern languages.
Then four years of special professional training, which the students will learn, for instance:
How a town may get clean water, but how even if there is no source available except a sewage polluted stream, a community may yet make such water perfectly safe and good for drinking by filtering it through sand and treating it with bleaching powder to get rid of the germs.
How to make a sewage farm safe and profitable.
How scientific detective work can find unsuspected human carriers of typhoid or diphtheria and put an end to their spreading of infection. There were 131 reported cases of typhoid in California in September, every one of them unnecessary now that anti-typhoid vaccination has been perfected.) How files, fleas, mosquitoes, and other such dangerous insects, which spread disease, may be got rid of by suppressing their breeding places.
How tuberculosis in California may be lessened by requiring all milk or butter to be pasteurized—unless from certified herds.
How colds, coughs, and various serious diseases may be checked in their spread by using individual paper cups instead of glasses at the punch bowl at parties, by abolishing such foes of health as the common drinking cup and the roller towel.
How a town may get healthy meat, clean milk, foods which are what they pretend to be, and fly protected food supplies.
What people ought to eat.

A resolution presented by County Physician Wehrly asked the legislature to provide a fund for the establishment and maintenance of a leper colony was passed by the supervisors. Orange county is not as much worried over lepers as it was a few months ago. A Jap leper was found wandering around at Villa Park. He was put in a pen at the county farm, and remained peaceably there until about six weeks ago when he decided to travel. He got away, disappeared and has not been seen in this county since the day before the night of his departure.
On the recommendation of the County Highway Commission, the supervisors accepted the paved road between Los Alamitos and Bay City. January 6 was set as the date for receiving bids for the last section of good roads provided for under the original highway bond issue plans. That last section is the Olive end of the Anaheim-Olive road.
Blds, received for building a concrete bridge in Brea canyon, were continued a week. The blds were; Engwall Slayton Co., $930; Boardman Construction Co., $3250; Mercoreau Bridge and Construction Co., $1984; F. K. Benchley, $1290; J. C. Thurman, $1775; J. S. Fluor, $595; C. McNeill, $1990.
Orange county has a new township. It is Newport Beach township, and includes the city of Newport Beach Harper, and some adjoining territory. The supervisors will appoint a justice of the peace and constable at the next meeting. Each office will pay a salary of $10 a month. The township was created by the supervisors upon a petition of Newport Beach people, who objected to the inconveniences of having to go to Huntington Beach to settle township matters. Newport Beach is taken from Huntington Beach township, and Harper from Santa Ana township.
Placentia township wants to know how many people are in its boundaries. Its justice and constable hope that a census will show that the population has grown so that the township officers may get a raise in salary from

That sewer gas is disagreeable but not dangerous—but how good plumbing should be planned.
How schools, churches and public buildings may be heated and ventilated so that the air will not be dryer than the desert of Sahara, as many ventilating systems make it.
How to fight occupation and social diseases—including poverty and vice.
How the threatening increase of insanity may be contended with, for much of it is preventable.

How effective social service work is done.
How public health systems should be administered.
Why is it that half a dozen California towns have a death-rate more than twice as high as that, for instance, of Berkeloy, which is 8.6 per thousand, and how the wickedly nessless waste of life of an excessively high death-rate can be stopped, if the world will only apply a little more of what science has already found out. For in these days a town has it in its own power to say whether its death rate shall be high or low.
POISONOUS RANGE PLANTS DESCRIBED IN BULLETIN
A brief circular regarding the principal poisonous plants of the western stock ranges has just been issued by the Bureau of Plant Industry of the United States Department of Agriculture. The circular gives recognizable pictures of leath camas, lupine, loco weed, two forms of larkspur, and water hemlock or wild parsnip; and the essential facts in regard to their characteristics are pointed out.
The purpose of the circular is to call the attention of stockmen in a definite way to the plants which it is most
