WALNUT PESTS THREATEN THE ORCHARDS
MANCHURIAN INSECTS BEING KEPT OUT BY STRICT QUARANTINE
MANY LAND AT SAN FRANCISCO IN SHIPMENT OF CHINESE WALNUTS
In the last issue of the Bulletin of the State Board of Horticulture, Frederick Maskew sets forth his intention to record some of the miscellaneous work of the quarantine division in an effort to show the scope and breadth of this same work, in its original intention to safeguard every different phase of horticulture in the state against additional burdens, by preventing the entrance of new and destructive insects. In this instance the walnut industry received some benefit from the work of the division.
This insect is recorded as being cosmopolitan in distribution, but so far we have no account of its being established in California or even of having been observed here until a shipment of 70 bags of walnuts, imported from Manchuria, arrived at San Francisco on the steamship "Tenyo Maru" from Shanghai, China. To the inspector in charge it was apparent, as soon as the first sacks landed on the dock that the same has not as yet been determined as to species.
In the absence of any published record of this particular pest, the prompt decision of the quarantine officer in regard to this shipment was based on the conditions as found, and also on the well-established records of the performance of other members of the same genera. The records of other species of this genera are all bad—very bad. It has been the source of much financial loss both to millers and dealers in grain, and when it has once taken possession of a mill or warehouse, seems to defy all attempts at eradication.
This insect, similar in many respects to the foregoing, is very destructive to stored products, being omnivorous in its feeding habits on such commodities as contain sugar or oil.
The conditions under which this insect was found at quarantine would indicate that it is also primarily a warehouse pest. This shipment of walnuts had every indication of having been stored for some length of time. The sacks were old, the infestation heavy, and the contents badly eaten. This, together with the evil reputation of all its family connections, resulted in its being denied admittance to California and in its prompt treatment and return to the point of shipment.
A DISGUSTED CAT
"Dandy" is the name of a very large and handsome cat belonging to a lady living near Boston. Dandy is really very clever, but he had an experience recently that came near branding him as exceedingly stupid, and he was very much "cut up" over it.

The Board of Trustees Anaheim, do ordain as Section 1. For the ordinance a wholesale business is declared to be spirituous, vinous, mahogany liquors, or either are sold, served or given titles of not less than ten, and where such laws are so sole away not to be drunk where so sold, served by any person, who as ownerwise, conducts or carries place or establishment conducted or carried out or in connection with partment or branch necessity, occupation or enlistment purposes of this insect to be carrying on the sale liquor dealer, pro that the definitions herein apply to the sale by final purposes only, using writing given by a physician of any enumerated, nor to an ensured to sell pure alcohol provided.
Section 2. For the ordinance a retail liquor defined to be.
First—Any place whoso malt or mixed liqueurs, or either or any of them or given to be drunk either or any such place, liquors, or either or sold, served or given less than one-fifth vided, however, that this section contained any hotel containing more than five sleeping rooms for patrons where such serviced or given away to be drunk with any regular sealed packaged less than one-tenth

Small white cocoons were conspicuous on the outside of the sacks, and a close inspection showed the larvae crawling on the outside of the sacks and much more abundantly on the inside and generally through the contents. Adults, also, were commonly found in this instance. Fumigation was promptly applied to the entire shipment to prevent the escape of the insects in any of the different active stages, and a still further search of the material made.
Upon the inside of the sacks were found extensive webs, white in color and of a delicate silken texture; under this protection the larvae moved freely, having left the nuts upon which they had been feeding, and congregated under these webs in numbers. A small amount of material was placed in a breeding jar before fumigation, and from this the following observations of the life history were made. These of a necessity are brief, and were obtained under the abnormal conditions of captivity:
The eggs are very minute, almost one-half as large as an ordinary pinhead, oval, perfectly formed; pearly white, dull. Hardly visible to the naked eye.
Laid singly, in small clusters, or in large numbers on the outside of the shells, within the shell walls or on the kernels if they are exposed.
The larvae is yellowish to whitish, with head rich, shiny brown. Cervical plate light brown. Body covered with fine, colorless hairs. The young larvae crawl rapidly, and wriggle violently when disturbed. If possible, it falls, spinning a web for support, and hangs in midair.
The larvae is a great web spinner, as was found by an examination of the inside of the sacks on the dock, and as is shown by the web spun over the top.
The larvae are able to eat their way in through the hard shell of the nut, but usually enter at the stem end where the two half-shells meet, and where an opening is easily made.

Dandy did not happen to be around when the cotton cat arrived, and after playing with it for a little while, the child left it on the window-sill. It sat there looking, from the street, wonderfully like a real cat. The lady was sitting by this window, sewing; and presently she saw Dandy come into the yard. He glanced up at the window and was instantly transformed from a dignified, well-behaved cat to a jealous, snarling demon.
The servant-girl, who opened the kitchen door in response to his imperative meows, said that he shot by her with the rapidity of lightning, and seemed to clear all of the back stairs at a single bound on his way to the sitting-room.
Into this room he dashed, his yellow eyes aglow with jealous rage, his throat emitting snarls. He leaped fiercely upon the dummy cat and fell with it to the floor.
Dandy's demeanor, when he saw how he had been deceived, was very funny. He walked around and around the cotton cat, amazement and disgust expressed in one prolonged meow followed by another and another.
Then he stood still, with his head twisted to one side, viewing the dummy in a way too ludicrous to be described.
Finally he shot out of the room as swiftly as he had entered it, and was seen no more for four days and nights—an unheard-of proceeding in his life.
But it probably took all that time for him to recover from the shame and disgust his feelings had sustained.
When he finally returned, he utterly ignored the object of his foolish rage, and never again paid any heed to it, showing greater wisdom in this respect than men and women often show when enraged and mortified.
A case was being tried in the west of England, and at its termination the judge charged the jury, and they retired for consultation. Hour after

Once inside they feed upon the kernel, complete destruction of which is certain. Full grown larvae vary from one-half to one and one-half inches in length.
Pupae—Pupation takes place within a very fragile cocoon. The location chosen for this period of the insect's life is not definite; the material upon arrival showed pupa on both the outside and inside of the sacks containing the walnuts. In confinement, pupa were found attached to the outside of the nut shell, and unattached within the nut. The pupae is light brown in color.
Adult—Female; head and thorax, rich reddish brown—darker along sides. Abdomen, silvery gray, changing to almost a rich brown.
Fore wings—First third near body, straw to gray. The remaining two thirds of the wings reddish brown, or better, "Indian red," with dark band bordering on the lighter base, that is, between the red and the straw color. A second dark band is further back and parallel to the first, and a third band, or better, a spot, one third as long as the other, and a longer band (equal to the length of the first two) which extends diagonally across the tip of the wing parallel with the inner margin of the fringe. These bands are the same color as the fringe and are dark brownish or dark grayish.
Secondary wings—Silver gray in color, with fringes the same.
Parasites—A hymenopterous parasite was bred from this material, but

The judge's dinner-hour arrived, and he became hungry and impatient. Upon inquiry, he learned that one obstinate juryman was holding out against eleven. Permission being given, he added: "May it please your lordship, I am the only man on your side."
Pat was a bashful lover; and Biddy was coy, but not too coy.
"Biddy," Pat began timidly, "did yer liver think of marryin'?"
"Sure, now, th' subject has niver intered me thoughts," demurely replied Biddy.
"It's sorry Ol am," said Pat, turning away.
"Wan minute, Pat!" called Biddy, softly. "Ye've set me a-thinkin'."
"Life is full of inconsistencies," mused the philosopher. "Yes," replied the cynic, "in dry towns people lay aside most for a rainy day."

Ordinance No. 244.
AN ORDINANCE PROVIDING FOR THE LICENSING AND REGULATING OF THE BUSINESS OF SELLING LIQUOR IN THE CITY OF ANAHEIM, AND REPEALING ALL ORDINANCES IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE.
The Board of Trustees of the City of Anaheim, do ordain as follows:
Section 1. For the purposes of this ordinance a wholesale liquor establishment is declared to be a place where spirituous, vinous, malt or mixed intoxicating liquors, or either or any of them, are sold, served or given away, in quantities of not less than one-fifth of a gallon, and where such liquors, or either or any of them are sold, served or given away not to be drunk on the premises where so sold, served or given away; and any person, who as owner, agent or otherwise conducts or carries on or assists in conducting or carrying on any such place or establishment, the same being conducted or carried on either exclusively or in connection with, or as a part, department or branch of any other business, occupation or establishment, is for the purposes of this ordinance declared to be carrying on the business of a wholesale liquor dealer, provided, however, that the definitions herein given shall not apply to the sale by druggists for medicinal purposes only, upon prescription in writing given by a regularly licensed physician of any of the articles herein enumerated, nor to any drug store licensed to sell pure alcohol as hereinafter provided.
Section 2. For the purposes of this ordinance a retail liquor establishment is defined to be,
First—Any place where spirituous, vinous, malt or mixed intoxicating liquors, or either or any of them, are sold, served or given away in any quantity to be drunk either upon the premises or any such place, where any such liquors, or either or any of them, are sold, served or given away in quantities of less than one-fifth of a gallon; provided, however, that the definitions in this section contained shall not apply to any hotel containing not less than thirty-five sleeping rooms for the use of guests or patrons where such liquors are so sold, served or given away, as a part of and to be drunk with any bona fide meal in regular sealed packages containing not less than one-tenth of a gallon, such license is issued, and no such special liquor license shall be issued by the Board of Trustees to be effective on any Sunday.
Section 5. The licenses in this ordinance provided for shall be due and payable to the City Tax and License Collector on the first day of each and every month in advance, except that a special liquor license, for the sale of malt liquors or beer for the period of one day only, issued to any society, organization, club or lodge shall be payable upon the delivery of said license.
Section 6. That the licenses to be issued hereunder shall be specified as follows, to-wit:
Wholesale Liquor Dealer's License.
Retail Liquor Dealer's License.
Hotel Liquor License.
Drug Store Alcohol License.
And Special Liquor License to any society, organization, club or lodge for the sale of malt liquors or beer for one day only.
Each class of said licenses to be applicable only to the particular class of liquor license as hereinbefore specified for which the same is issued. It shall be the duty of the City Clerk of the City of Anaheim, to issue licenses under this ordinance according to and under the classification specified by the order of the Board of Trustees of the said City of Anaheim, authorizing the issuance of said license, he shall then deliver the license to the City Tax and License Collector for collection on or before the first day of each month, except that such special license to any society, organization, club or lodge for the sale or distribution of malt liquors or beer for one day only, shall be collected as provided in Section 5 hereof, and the said City Clerk shall take the receipt of the City Tax and License Collector for the amount of the said respective licenses.
Section 7. It shall be unlawful for any person or persons to conduct or carry on within the corporate limits of the City of Anaheim, either in his or their own name, or as agent for any other person or persons or body corporate, or otherwise, to assist in so conducting or carrying on the business of wholesale liquor dealer or of a retail liquor dealer as defined in this ordinance, or the business of conducting or carrying on a hotel where spirituous, vinous, malt or mixed intoxicating liquors are sold, served or given away with bona fide meals at the times and in the manner as herein set forth and defined, or the business of carrying on or conducting a drug store where pure alcohol is sold, served or given away as in this ordinance provided without first procuring from the said city a license so to do, and the carrying on of any business occupation in this ordinance specified on any day or fractional part of a day without such license and contrary to the provisions of this ordinance shall constitute a separate offense for every such day or fractional part of a day without such license and contrary to the provisions of this ordinance shall constitute a separate offense 2. On both sides of Los Angeles street between the northernly line of Center street and the southernly line of Chartres street. Except that a retail liquor dealer's license may be issued for the conduct oa bar ora saloon in connection with and as a part oa regularly licensed hotel, containing not less than 35 sleeping rooms for patrons ora guests outside oa limits herein prescribed but within oa following designated limits, and not elsewhere. To-wit:
1. On both sides of Center street between oe easterly line of Palm street and oe westerly line of Olive street.
2. On both sides of Los Angeles street between oe southerly line of Cypress street and oe northernly line of Broadway street.
No wholesale liquor dealer's license shall be granted for an establishment to be conducted outside oo limits aftersees. except oo bona fide wineries oer breweries.
Section 15. No retail liquor dealer's licenses in excess oo seven shall at any time be granted by oo Board oo Trustees oo if oo City oo Anaheim; no wholesale liquor dealer's licenses in excess oo six shall be granted at any time by oo Board oo Trustees oo if oo City oo Anaheim; no hotel liquor licenses in excess oo two shall be granted at any time by oo Board oo Trustees oo if oo City oo Anaheim.
Section 16. No wholesale liquor dealer's license shall be granted where such business is proposed to be conducted in o room or place adjoining ou connecting with o restaurant; o in o same room where o restaurant is conducted; provided however that this section shall not apply to bona fide hotels containing not less than 35 sleeping rooms for use ot guests and patrons; provided tha same is situate within loimits prescribed in Section 14.ofthisordnance.
Section 17. Whenever any person,either as owner,manger,and employeeorotherwiseshall have been convictedofviolatinganyoftheprovisionsofthisordnance.orofanyotherordnanceoftheCityOoaAnahiemregulatingthesaleofintoxicatingliquorsbeverages.orotheclosingofwholesaleliquorestablishments.retailliquorestablishments,saloons,barrooms,hotels,drug

Second—Any place where spirituous, vinous, malt or mixed intoxicating liquors, or either or any of them, are sold, served or given away in any quantity to be drunk either upon the premises or any such place, where any such liquors, or either or any of them, are sold, served or given away in quantities of less than one-fifth of a gallon; provided, however, that the definitions in this section contained shall not apply to any hotel containing not less than thirty-five sleeping rooms for the use of guests or patrons where such liquors are so sold, served or given away, as a part of and to be drunk with any bona fide meal in regular sealed packages containing not less than one-tenth of a gallon, such hotels being duly licensed thereto; the term "bona fide meal" for the purposes of this ordinance is defined to be such a quantity and class of food as is ordinarily served for consumption in public inns or hotels; provided, further, that such liquors shall be so sold, served or given away only in the dining room or room ordinarily used for the purposes of serving or supplying guests or patrons with bona fide meals; provided, further, that neither of the definitions herein given shall apply to the sale by druggists for medicinal purposes only upon a prescription in writing given by a regularly licensed physician of any of the articles herein enumerated, nor to any drug store licensed to sell pure alcohol as herein after provided; nor to any person holding a retail liquor dealer's license who shall sell, serve or give away, malt liquor or beer in quantities not to exceed two-fifths of a gallon. Provided, further, that neither of the definitions herein given shall apply to the sale or distribution by any regularly constituted society, organization, club or lodge holding a special license for the sale or distribution of malt liquors or beer for one day only as herein provided.
Any person or persons, firm or corporation who, either as owner, agent, employee or otherwise, conducts or carries on or assists in conducting or carrying on a retail liquor establishment as herein defined is for the purposes of this ordinance declared to be carrying on the business of a retail liquor dealer.
Section 3. That the rate of license for engaging in the business of a wholesale liquor dealer in the City of Anaheim, is hereby fixed at fifty ($50.00) dollars per month.
That the rate of license for engaging in the business of a retail liquor dealer in the City of Anaheim, is hereby fixed at seventy-five ($75.00) dollars per month.
That the rate of license for the business of carrying on a hotel where spirituous, vinous, malt or mixed intoxicating liquors are sold, served or given away in regular sealed packages containing not less than one-tenth of a gallon with bona fide meals, and only between the hours of 11 o'clock in the forenoon and 2 o'clock in the afternoon; and 5 o'clock in the afternoon and 8 o'clock in the afternoon of any one day, shall be twenty-five ($25.00) dollars per month, which shall be paid in addition to the regular hotel license required by the ordinance of the City of Anaheim.
That the rate of license for engaging in the business of carrying on and conducting a drug store in the City of Anaheim, where pure alcohol is sold, served or given away, shall be the sum of five ($5.00) dollars per month.
That the rate of a special license for the sale or distribution of malt liquors or beer only by any society, organization, club or lodge for one day only in the City of Anaheim, shall be the sum of fifteen ($15.00) dollars.
Section 4. That no license to keep, maintain or carry on any wholesale liquor establishment or any retail liquor establishment or any hotel where spirituous, vinous, malt or mixed intoxicating liquors are sold, served or given away, or any drug store where pure alcohol is sold, served or given away, as in this ordinance provided, or any special liquor license to any society, organization, club or lodge for the sale or distribution of malt liquors or beer for the period of one day only shall be issued to any person, firm or corporation, organization, society, club or lodge unless the person, persons, firm, corporation, organization; society, club or lodge shall make an application in First—Any place where spirituous, vinous, malt or mixed intoxicating liquors, or either or any of them, are sold, served or given away in any quantity to be drunk either upon the premises or any such place, where any such liquors, or either or any of them, are sold, served or given away in quantities of less than one-fifth of a gallon; provided however, that the definitions in this section contained shall not apply to any hotel containing not less than thirty-five sleeping rooms for the use of guests or patrons where such liquors are so sold, served or given away with bona fide meals at the times and in the manner as herein set forth and defined, or the business of carrying on or conducting a drug store where pure alcohol is sold, served or given away as in this ordinance provided without first procuring from the said city a license so to do,and the carrying on of any business or occupation in this ordinance specified on any day or fractional part of a day without such license and contrary to the provisions of this ordinance shall constitute a separate offense for every such day or fractional part of a day that such malt liquors or beer are so served,sold,distributed or given away,and shall be deemed a separate violation of the provisions of this ordinance.
Section 8. It shall be unlawful for any society, organization, club or lodge,to sell,serve distribute或giveawayofanymaltliquorsorbeerybyanysuchsocietyorganization,cuborlodge,或byanymember或employee thereof.onanydayorfractionalpartofa daywithoutsuchlicenseandcontrarytotheprovisionsofthisordinanceshallconstituteaseparateoffenseforeverysuchdayorfractionalpartofa daythatsuchmaltliquorsorbeeryassoserved,sold,distributedorgivenaway,andshallbedeemedaseparateviolationoftheprovisionsofthisordinance.
Section 9. It shall be unlawful to sell,serve或giveawayanyspirituous,vinous,malt或mixedintoxicatingliquorinanysaloon,tippinghouse,sampleroom,barroom,hotel或drugstore,或uponthepremiestoccupiedorcontrolledbysuchpersonorpersonsandusedaswhatisalesliquorestablishment,saloon,barroom,hotel或drugstore shallbeguiltyofamisdemeanorandshallbepunishableashereinbeforespecified,andhislicenseshallberevoked.
Section 10. Section 4. That no license to keep, maintain or carry on any wholesale liquor establishment or any retail liquor establishment or any hotel where spirituous, vinous, malt or mixed intoxicating liquors are sold, served or given away, or any drug store where pure alcohol is sold, served or given away, as in this ordinance provided, or any special liquor license to any society, organization, club or lodge for the sale or distribution of malt liquors or beer for the period of one day only shall be issued to any person, firm or corporation, organization, society, club or lodge unless the person, persons, firm, corporation, organization, society, club or lodge shall make an application in writing to the Board of Trustees of the City of Anaheim, which said application shall state the name or names of the person or persons, firm, corporation, organization, society, club or lodge requesting any such license, the place where such business is to be carried on, or where any such liquors are to be sold, served or given away, and which shall designate the character of license desired, and in case of an application for a special liquor license for the sale or distribution of malt liquors or beer for one day only for or on behalf of any society, organization, club or lodge, such application shall also state the day for which such license is requested, and no license or class of licenses as herein designated shall be issued to any person or persons, firm, corporation, organization, society, club or lodge to whom it is issued, and the place where the business therein licensed is to be conducted, or liquors sold, served or given away, and in case of a special liquor license issued to any society, organization, club or lodge for one day only, the license shall designate the day for which such license is issued, and it shall be and is hereby declared to be unlawful for any person or persons, firm or corporation, organization, society, club or lodge to whom it is issued, and the place where the business therein licensed is to be conducted, or liquors sold, served or given away, and in case of a special liquor license issued to any society, organization, club or lodge for one day only, the license shall designate the day for which such license is issued, and it shall be and is hereby declared to be unlawful for any person or persons, firm or corporation, organization, society, club or lodge to whom it is issued, and the place where the business therein licensed is to be conducted, or liquors sold, served or given away, and in case of a special liquor license issued to any society, organization, club or lodge for one day only
