POLICE FORCE IS INCREASED BY ONE BOARD OF TRADE ASKS TWO LOAVES AND IS GIVEN ONE Trustees Grant Marshal Kellenberger Permission to Appoint Night Watchman for All Night Duty at $75 per Month—Clarence Sackett is the New Man—Board Accepts Invitation to Ontario’s Festival—Building Permits, Reports of Officials—Notes The question of increasing the night police force was threshed out by the Board of Trustees Thursday night, and after wrestling with the matter for an hour it was finally decided to add one man to the force so that Chief Kellenberger can keep two men on duty during the earlier hours of the evening and one during the remaining half of the night. Charles Eygabroad and J. F. Ahlborn, representatives of the Board of Trade, addressed the trustees in support of a petition which had been filed with the board at the previous meeting. The petition embodied a resolution recently adopted by the board of trade requesting that two additional policemen be appointed for duty during the entire night. The night watch at present, they stated, goes off duty at two o'clock and after that hour highwaymen and burglars can work at their trade unmolested. Marshal Kellenberger supported the petition. He said the present police force was wholly inadequate to cope with the situation and matters were growing worse. He cited three hold-ups and two burglaries of recent occurrence that might have been prevented if the town was properly polled. A. MILLS Until the engineers finally set the stakes for the state road there is bound to be something doing all along the line. In our immediate vicinity and surroundings the doings of some of the near-locators are funny, to say the least. Foothill Boulevard The gentlemen who ate dinner and then located the highway last week under the above caption continued as they began, by being ridiculous. Dr. Reid, who was chairman of the meeting, reported to the supervisors of San Bernardino county that all night watch at present, they stated, goes off duty at two o'clock and after that hour highwaymen and burglars can work at their trade unmolested. Marshal Kellenberger supported the petition. He said the present police force was wholly inadequate to cope with the situation and matters were growing worse. He cited three hold-ups and two burglaries of recent occurrence that might have been prevented if the town was properly policed. The trustees agreed that two more men were needed but as guardians of the public treasury they were not justified in adding so much to the expense of government. On motion of Nebelung the marshal was granted authority to appoint one man at a salary of $75 per month, and to arrange the hours of duty as he thought best. Kellenberger stated later that he would appoint Clarence Sackett. The Associated Oil company submitted a contract for 1500 barrels of road oil, at 91 cents per barrel, f.o.b. Anaheim. It was accepted and the president and clerk instructed to sign same. A deed from Miss Dora Zeyn, conveying a strip of land four and one-half feet wide to the city for the purpose of widening Sycamore St. from Los Angeles to Lemon, was received and accepted. The following petitions for building permits were granted: To Ben Dauser, corrugated iron building on Orange street. To John Kellenberger, barn on So. Olive street. Cost $100. To Carl Schultz, frame residence on Sycamore street. Cost $900. To Mrs. L. L. Smith, frame residence on Chartres street. Cost $1000. To L. C. Wilcox, frame residence on Chestnut street. Cost $600. To Max Junge, frame dwelling on West Center street. Cost $3000. A communication from the secretary of the California state board of health announced the annual meeting of that body at Hotel Potter, Santa Barbara, on October 21, and extended an invitation to a representative of the board to attend. He also wanted information relative to the salaries paid county and city health officers. A letter was also received from the officials of Ontario announcing that on Oct. 19 and 20 the "Festival de Ontario" will be held, and extending an invitation to Anaheim to attend. On October 19 a grand motor car parked during the entire night. Foothill Boulevard The gentlemen who ate dinner and then located the highway last week under the above caption continued as they began, by being ridiculous. Dr. Reid, who was chairman of the meeting, reported to the supervisors of San Bernardino county that all was harmony in Los Angeles county for this route, but trouble had arisen as to the terminal point, as some wanted the end of the state highway to be at San Bernardino, others at Redlands, while others wanted it at Riverside. Our thanks are due to Dr. Reid, as the assumption was that the highway would either end in an endless corkscrew or wind up out on the desert. Southern California Routing Association It may be called that under this caption a group gathered together some time ago and organized and made some funny suggestions. One was that from Oxnard to Los Angeles the road should come down the coast through the Malibu ranch to Long Beach and then to Los Angeles. Another zigzag course. While the act specifies the most direct route We're on the Map This group met again last week, and laid out two routes, one a coast route and the other an inland route. In the former route the report says, "From Los Angeles to Santa Ana the route is by way of the Whittler or Norwalk roads, thence south past San Juan Capistrano and Oceanside to San Diego, thence to the international boundary." Inland Route This one is really funny from start to finish and includes the corkscrew zigzag as laid out by the foothill boulevard association. As reported, here it is: "The inland route is through Kern county, Lancaster, Bouquet Canyon, to Sangus and the Newhall tunnel. Then the San Fernando road is followed to Roscoe; thence east through Monte Vista, La Crescenda and La Canada to Pasadena; then along the foothill boulevard to San Bernardino, around through Highlands and Redlands, thence to Colton, from which point the direction is south to Riverside, then out through Elsinore and Temecula, down through Escondido to San Diego, and then by the most practical route through the mountains to El Centro." of that body at Hotel Potter, Santa Barbara, on October 21, and extended an invitation to a representative of the board to attend. He also wanted information relative to the salaries paid county and city health officers. A letter was also received from the officials of Ontario announcing that on Oct. 19 and 20 the "Festival de Ontario" will be held, and extending an invitation to Anaheim to attend. On October 19 a grand motor car parade will take place and the board was invited to have one or more cars in the procession. The invitation was accepted and the clerk instructed to acknowledge receipt of it. W. E. Jones submitted a map of the South street tract, which he recently platted, and asked for its acceptance. It extends from Los Angeles to Olive streets, crossing Claudina and Philadelphia, and from South to Broad street. It was referred to City Engineer Steward and will be accepted when a suitable bond covering the cost of sidewalks and curbing is filed. City Recorder Howard's report shows 75 cases in his court during the month, and fines aggregating $325 collected. Marshal's Report Collected for license ...$877.50 Collected for water ...903.80 Collected for light ...1480.20 Total ...$3261.50 Delinquents Collected For water ...$36.25 For light ...68.65 For penalties ...6.90 Total ...$111.80 Delinquents Reported For license ...$9.75 Newhall tunnel. Then the San Fernando road is followed to Roscoe; thence east through Monte Vista, La Crescenda and La Canada to Pasadena; then along the foothill boulevard to San Bernardino, around through Highlands and Redlands, thence to Colton, from which point the direction is south to Riverside, then out through Elsinore and Temecula, down through Escondido to San Diego, and then by the most practical route through the mountains to El Centro." Dr. Reid and Supervisor Pridham of Los Angeles appear to be the leading figures in this route. Mr. Pridham is chairman of the Los Angeles board of supervisors, and was acting chairman of the Southern California routing association, and principal talker at the foothill dinner. Supervisor Talbert, chairman of the Orange county board of supervisors, was a member of this southern California association but was not reported as being present. Routing by the Act Were these first aid, near-routers to simply read over section 4, of the State Highway Act, it would seem that they could not make such monstrous errors as they persist in doing. There are four conditions to be fulfilled in the routing: 1-It must be along the Pacific coast. 2-It must join the county seats through which it passes. 3-It must connect the centers of population. 4-It must be by "the most direct and practical routes." That inland foothill boulevard, cork-screw-zigzag route violates every one of these conditions, as it slurs the Pacific coast; misses Los Angeles; the centers of population from Kern to Fullerton women will in time to vote at the November 25 to deter Fullerton shall turn from "wet." Women of the social district are also can vote in the dry district. The date election has not been will not later than. The question of the women at Fullerton hand up to County Clerk Washougal soon as the passage of frage is certified to by state he will have registrations at Fullerton fifth district. He is hence operations where allows. There seems to be no that the women will get both elections. After the various borough visors canvass the vote the result is certified retary of state, who may days certify as to result. His certification into effect of the Should secretary of State his full forty days, they not vote in either of them mentioned, for the dating of their electoral too long delayed, because election registration must five days before the day and for the supervisorial days before electionification of the secretary made before the end of the Fullerton women to hustle in their register a chance that they will and only a chance. Large $1.10 . . . Small Pasadena, and from Riverside to San Diego are made up principally of the beasts of the fields and hills together with the fowls of the air; the proverbial "dog's hind leg" would appear to be a straight line in comparison as to directions. On the other hand the coast route from Los Angeles through Whittler, and Anaheim to Santa Ana, and on to San Diego is along the Pacific coast; it connects the county seats, joins the centers of population, and is the most direct and practical route possible. MAY VOTE ON LIQUOR QUESTION Women of Fullerton Desirous of Exercising Elective Franchise Fullerton women will try to register in time to vote at the election on November 25 to determine whether Fullerton shall turn from "dry" to "wet." Women of the fifth supervisorial district are also asking if they can vote in the dry or wet election in that district. The date for the latter election has not been set, but it will be not later than Dec. 2. The question of the registration of women at Fullerton has been passed Should the women get a chance to vote at Fullerton it is generally conceded that Fullerton will stay "dry". The chances that the fifth supervisorial district will go "wet" are getting slimmer every day, and with the women in it there will not even be a hard fight. GROWERS ACCEPT TERMS Sugar Beet Ranchers Agree to New Contracts of Factories A meeting of the sugar beet growers around Talbert and Wintersburg was held at Talbert recently and resolutions were adopted to be presented to the entire association at its next meeting. These resolutions provide for the acceptance of the terms of the new contracts offered by the factories. The latter will be asked to pay the growers twice every month. The association is to employ a bookkeeper and a chemist to be stationed at the factory and each rancher is to be taxed five cents per ton of beets grown to provide wages for these employees. If this tax is too much, the overplus is to be refunded. THE FUNNY SIDE "Jim Williams, you are charged Center street grammar school auditorium, which is now permanently seated with 450 opera chairs. The reserved seat season ticket is sold at $2.50 for adults, $1.50 for school seats. Nearly 300 have already been subscribed for and if your preliminary ticket does not reach you before Oct. 20, call at Heying Bros. drugstore and get your final reserved seats. CRUELTY TO ANIMALS For allowing a horse with a broken leg to go without attention, food or water for three days, Casamiro Garcia was arrested on Monday and taken before Justice Cox of Santa Ana. Garcia lived at Garden Grove. His chief occupation in life seems to have been to arrange for his folks to make a living for themselves and him too. He denied being cruel to the horse, but admitted the details of the charge of neglect as alleged by Constable Jackson and G. A. Whildden of the society for the prevention of cruelty to animals. The justice fined Garcia $10. The horse was killed by the constable." ercising Elective Franchise Fullerton women will try to register in time to vote at the election on November 25 to determine whether Fullerton shall turn from "dry" to "wet." Women of the fifth supervisorial district are also asking if they can vote in the dry or wet election in that district. The date for the latter election has not been set, but it will be not later than Dec. 2. The question of the registration of women at Fullerton has been passed up to County Clerk Williams, and as soon as the passage of woman's suffrage is certified to by the secretary of state he will have deputies taking registrations at Fullerton and in the fifth district. He is ready to commence operations whenever the law allows. There seems to be some chance that the women will get to vote in both elections. After the various board of supervisors canvass the vote of Oct. 10th, the result is certified to by the secretary of state, who must within forty days certify as to the final result. His certification marks the going into effect of the amendments. Should secretary of State Jordan wait his full forty days, the women will not vote in either of the two elections mentioned, for the date of the beginning of their electoral life would be too long delayed, because for the city election registration must be twenty-five days before the day of election, and for the supervisorial district thirty days before election. If the certification of the secretary of state is made before the end of this month, the Fullerton women will have time to hustle in their registration. It is a chance that they will get to vote, and only a chance. THE FUNNY SIDE "Jim Williams, you are charged with felonious assault. How old are you?" "Mah name is James Fairfax Montaigue Williams, an 'Ah's twenty-foot' yeahs old, suh." "You'll be twenty-five when you get out. Next." "Judge, Ah want you to arrest mah old man nex' Thursday for murderously assaulting me." "And why wait until Thursday?" "He wont be out of the hospital before."
