ORANGES AND LEMONS IN SPAIN AND ITALY
FORMIDABLE COMPETITORS OF SOUTHERN CALIFORNIA GROWERS

During a recent trip in Italy and Spain several things were observed in connection with the orange and lemon industries which are of interest to the California citrus fruit grower.
There is a steady increase in the demand for oranges and lemons in European countries, especially for the fruit of the higher grades. The exports of lemons to European countries have increased proportionately faster than to the United States during the last ten years. The exports of lemons from Italy have increased about 80 per cent in the last ten years. The exports to the United States increased about 75 per cent during the same period of time. The exports to Denmark increased approximately to 3820 per cent, to Germany 250 per cent, to Switzerland 225 per cent, to Belgium 230 per cent, and to Norway and Sweden 210 per cent each during the same period of time.
The cost of shipping a box of lemons from Italy to the United States is about three-elevenths of a cent per pound. From Spain to the principal distributing centers in Europe, the freight rate is still less. Sometimes it is not over a shilling per case'; the case holding about 2 1-2 California boxes. This would equal a rate of about 10 cents a California box for the cost of transportation.
From California it costs 1 cent per pound to transport the lemons to the principal centers of consumption and $1.15 per hundred pounds to transport oranges, plus the refrigeration charges on a considerable portion of the crop.
The citrus industry in Italy is founded on the speculative method of doing business. There are a few speculative exporters in Palermo, who handle the bulk of the crop. There are a few speculative importers in New York who handle the crop in this country, and whose interest and often whose identity is identical with the exporters of Italy.
There are a horde of small brokers in Italy between the exporter and the land owner. Five different profits or commissions are frequently included in the f.o.b. value of a box of lemons in Palermo. It is seldom that less than three profits or commissions are included in this value; the profit of the land owner; of the renter of the land; and the commission of the intermediate broker between the producer and the exporter, or of two brokers, where two frequently exist. The grower has nothing whatever to do with the marketing of the fruit.

The increase in the demand for lemons in Europe has raised the price of the fruit this year. Palermo exporters having to pay from five to ten dollars per thousand fruits laid down at the packing house during the last few months. No systematic efforts are made by the Italian exporters to develop the European trade, but it is the opinion of the leading exporters there that the foreign demand will increase even more rapidly in the future than it has in the past.
The highest priced lemons are exported from Italy to Russia. All of the countries of Northern Europe receive grades similar to those that are shipped to America. It is interesting to know that in some of the countries that use Italian lemons exclusively, where there is no tariff duty, and a freight rate of only about 30 cents a box, the retail price is practically the same as the retail price in the United States. The exports of lemons from Italy in 1910 were approximately 569,000,000 pounds, or the equivalent of about 20,000 California carloads.
There are a billion pounds of oranges exported annually from Spain, half of which are consumed in the United Kingdom. There are probably a hundred thousand acres of oranges in Spain located mostly on the eastern coast in the Valencia province and in adjoining areas. The Spanish crop is marketed during the same period as the California navel crop, i.e., from October to June. The groves in Spain are under irrigation and intensely cultivated. In some sections like Alciras and Carcagente, the groves are cared for as well as the best groves in California. The pruning of the oranges is much more systematically done there than in California. The trees are more open and spreading and with much less fine wood than is to be found in a California Navel or Valencia tree. The trees are generally headed three or four feet from the ground. The Spanish grower gives more attention to the individual tree than we do. An alling tree is carefully examined, the roots are bared, and a root that is land owner. Five different profits or commissions are frequently included in the f.o.b. value of a box of lemons in Palermo. It is seldom that less than three profits or commissions are included in this value; the profit of the land owner; of the renter of the land; and the commission of the intermediate broker between the producer and the exporter, or of two brokers, where two frequently exist. Under the speculative system followed in Italy, there are no comprehensive marketing plans developed, the marketing following the usual course of speculative trade practices. When a dozen Italian lemons finally reach the American consumer, the latter pays from eight to eleven commissions or profits in the retail price. There is a wide difference between the price the consumer pays and the price the producer receives, the latter receiving from one-fifth to one-fifteenth of the former price.
The present system of distributing and marketing the Italian lemon crop, both in Italy and in the United States is similar to the methods that brought general disaster to the California citrus producer fifteen to twenty years ago, and which led to the present comprehensive system of distribution and marketing.
The speculative system now in use in the Italian lemon business brought disaster on the Italian Citrate of Lime business, which is a department of the lemon business, and caused the government to take the marketing of the product out of the hands of the speculative interests and to establish through the Camera Agrumaria, in 1908, and by supplementary legislation in 1910, a government monopoly. Through a commission, the government fixes the minimum price to be paid to the producer for the Citrare of Lime, into which 40 percent of the entire crop is converted, the minimum selling price also, and it markets the product for the producer.
Early in the present season the Citrus Protective League requested the United States Department of Agriculture to investigate the unusual decay that was then developing in oranges while in transit. It was believed by many of the shippers that the decay was due to the condition of the fruit and to the season.

groves are cared for as well as the best groves in California. The pruning of the oranges is much more systematically done there than in California. The trees are more open and spreading and with much less fine wood than is to be found in a California Navel or Valencia tree. The trees are generally headed three or four feet from the ground. The Spanish grower gives more attention to the individual tree than we do. An alling tree is carefully examined, the roots are bared, and a root that is out of condition is cut off and removed. In many of the better groves, the soil was removed from the base of the tree, so that the hand could be extended under it. The large roots were exposed two feet or more from the body of the tree. A ridge of soil was raised around the basin to prevent the water touching the crown of the tree, thereby reducing the danger from root diseases.
The increase in the demand for lemons in Europe applies equally to oranges, the Spanish grower receiving this year about 20 per cent more for the fruit than for several years past.
The cost of labor in Sicily varies from 1-4 to 1-3 of the cost of similar labor in California. In Spain the labor is still cheaper. An ordinary laborer is paid from 45 to 70 cents a day in Italy. Special kinds of labor are sometimes paid as high as 80 cents or even $1 per day. An ordinary man laborer in Spain is paid 40 to 50 cents per day, the usual wage seldom running over 45 cents.
About one-third of the agricultural laborers in the citrus fruit district of Sicily are women. Women are also used largely in the packing operations in both Spain and Italy, the wages of women varying from 15 to 30 cents per day.
A considerable proportion of the labor is also made up of boys from 10 to 16 years of age. These boys are used both in the groves and packing houses, and are paid the same rate of wages as the women.
A number of investigators were sent here by the department and a comprehensive investigation of the relation of handling methods practiced by the growers and shippers in 1911 to decay was made. A circular has just been issued by the department of Agriculture, entitled "The relation of handling to decay in California, navel oranges," season of 1910-11." The work of the department of agriculture corroborates the results of the earlier work in every respect, and shows that the decay is primarily the result of improper methods of handling the fruit.
In a season like the past, the fruit may be more susceptible to decay than in other seasons, but the work of the department shows "that even under unfavorable conditions, which prevail during the season, fruit may be handled with sufficient care to ensure its sound condition on arrival at market."
Every grower and shipper should send to the United States Department of Agriculture, Washington, D.C., for a copy of this circular.
About 40 per cent of the Italian lemon crop, or the equivalent of 20,000 California carloads is converted annually into citrate of lime, lemon oil, and other by-products. One-third of the citrate, and about one-third of the oil is imported into the United States. There have been many attempts to establish a lemon by-product business in California, but up to the present time the efforts have not been commercially successful. Practically, all the work in Italy is done by cheap hand labor.
In order to establish a by-product business in California methods will have to be worked out by which we can accomplish economically by mach-

The league is therefore, interested in having established in California an experimental laboratory by the department of agriculture, through which the government and the industry can co-operate in an investigation of these complex questions. It is probable that such a laboratory may be established here this fall.
The Citrus Protective League is also interested in having some of the orange and lemon troubles that appear to be related to the soil investigated by the United States Department of Agriculture, the investigations to supplement the extensive studies already in progress by the State University. As a preliminary step in this direction, the department has sent specialists to California to look over the ground and to determine whether the problems which confront the industry are of such a nature that they can be investigated by the department in such a way as to make the work supplementary to the investigations already, in progress.

Self-Propelling Motor Invented by a Kentucky Man, Has Run Eight Months
Investigation by a large manufacturing company is being made of what is claimed to be a perpetual motion machine perfected by Noel Hodges of Frankfort, Ky., Mr. Hodges claims that the small model which he has the Frank Johnson ranch, north of the Pacific Electric track at Cordor-niz station. Robert Klokow who is in charge of the work, has moved from Los Angeles into the house on the ranch which has been vacant for some time. Machinery has been purchased for a pumping plant which will be installed at once, and the property is to be put in first-class shape and set to orange trees.
SANTA ANA
Within 75 feet of the point where C. H. King and his son were killed three months ago, an automobile occupied by Simeon Wright and his family of Azusa went off the Newport road into the ditch on Thursday evening. When King's machine slid off the ditch was full of water and King and his son were pinned down and drowned. Thursday there was no water, and although Mrs. Kate Wright and her baby were caught in the machine, all of the eight occupants escaped without injury.
The accident occurred near the foot of South Main street. Two fourhorse wagons were in front of Wright on a narrow road. Wright says that whenever he tried to pass one of the teamsters threw his leaders in the way and intentionally held him back. After a mile of this tantalizing treatment Wright thought he saw a place where he could circle. He was mistaken. What he took for the edge of the embankment was a row of weeds extending over the ditch. The machine, a five-passenger Maxwell, fell on its side.

Investigation by a large manufacturing company is being made of what is claimed to be a perpetual motion machine perfected by Noel Hodges of Frankfort, Ky., Mr. Hodges claims that the small model which he has at his home in Holmes street has been running for eight months, without any means of propulsion outside of the power the machine itself generates. He claims that the machine will produce power enough to run an electric fan or small dynamo, and he says he refused an offer of $50,000 for his invention.
Hodges has been working on his invention for years, quietly and without anybody knowing what he was doing, and he has just made public the fact that he has solved the problem of perpetual motion which has driven so many men to the insane-asylums during the hundreds of years that the inventors have been struggling with the task. Mr. Hodges says he will not sell for $50,000, although he is poor, for he knows that his invention is worth many times that amount. He says the machine has been examined by experts and they have agreed with him that he had solved the difficult problem of making a machine that will run until it wears out without the use of springs, compressed air or any other motive power.
The invention is a wheel with steel balls at the end of rods on one side of the wheel, the weight of these being enough. Mr. Hodges says, to drive the wheel on around. He says he welcomes investigation of the invention and would be glad to have anybody show him any flaw in it. It is probable that scientists from several sections of the country will go to Frankfort to examine the invention and see if it is what it is claimed to be.

A preliminary meeting of the Progressive republicans of the county was held in the Armory hall at Santa Ana on Friday night to arrange for reorganization for the campaign on the state constitutional amendments, and for any other work that may street (known as the county road), and that the work is now in progress from Magnolia avenue to the eastern city limits. Oil is being hauled from the wells for this purpose by O. P. Bunyard.
Trustee Winters, President Bradford and others familiar with the way the job is being done, expressed their hearty approval of its quality and the methods being used by Foreman Sparks, who will continue his service as road foreman with the approval of the board. Upon request of L.W. Rains, George McGuire and others representing the owners of property along the county road west of Magnolia avenue to city limits, and with the understanding that the preliminary grading and sprinkling will be done by property owners, the trustees gave their assurance that the oiling will be continued over the west end of the road.
D. Holtby Myers of Los Angeles and John N. Anderson of Santa Ana directors of the new town site company, were here Thursday to note the progress of improvements under way and arrange plans for further building. They state that arrangements have been made with the railway companies to change the name of the station at Benedict, where the townsite is located, to Stanton, and that other stations within the corporate limits will be changed to correspond with the names of streets and avenues adopted by the city trustees.
City trustees will hold their official sessions at the new townsite as soon as satisfactory arrangements are made for a place of meeting. It is understood the promoters of the town site intend to furnish a room for the use of the city officers without price.
Members of the board of trustees who met last Monday at the schoolhouse in the capacity of a board of equalization, had the "Nothin' Doing" sign hung out all day, no objections being presented to the valuations of property as made by the county assessor, the same having been adopted as the assessment for city taxes as well.
Trustee Muller reported for the committee on street names, and the suggestions submitted, with one or two slight changes, were embodied in an ordinance which had its first reading and will come up for final adoption at next meeting. Names chosen for the avenues running north and south, including each section and half-section line, and beginning at western city limits, are as follows: Hansen, Park, Stanton, Dale, Magnolia; Gilbert, Brookshurst and Nutwood streets running east and west.

The merchants and manufacturers' association, to which nearly all the merchants of the city belong, has offered $100 reward for the arrest and conviction of any person passing a bogus check upon any member of the association and $100 for the arrest an conviction of any one burglarizing any store of any member of the association.
The city trustees have decided to fix the city tax rate for 1911 at $1.20, the same as last year. On the assessed valuation of $5,698,910, this rate will give $67,247.09, which with $27,000 for water sold by the city.$2000 for licenses and an estimated $400 for fines will give the city $96,-647 with which to run the city for a year.

Dr. C. D. Ball was elected chairman and A. B. Gardiner secretary. J. P. Baumgartner, A. J. Crookshank and Dr. Ball were appointed as a permanent committee or organization, with instructions to report a plan or organization and recommendations for permanent officers at an adjourned meeting to be held tomorrow night.
The meeting was the result, so Baron Baumgartner of the Register informs us, of a conference held at Fullerton, attended by progressives of Fullerton, Anaheim and Santa Ana.
There were about twenty in attendance at the meeting.
The talks indicated an earnest desire to support the present state administration and to insure the election of a progressive congressman in this district at the next congressional election. F. J. Buntain and other ranchers are setting out celery plants in small tracts to test the adaptability of soil here for the growth of this profitable crop. In case the experiment proves successful as expected, a larger acreage will be devoted to celery next year.
Misses Ida and Gertrude Kennedy have returned from a pleasant week's outing at Catalina Island.
Thos. Hill has completed a line of 12-inch cement irrigating pipe on his ranch.
Mr. and Mrs. Herbert Morton are happily situated in their new home in the city, located at 740 East Forty-sixth street. Herb is engaging in the real estate business in the city, and will be glad to hear from any of his friends who have land to sell or wish to buy.
W. M. Morgan is putting down a new well on his ranch to supply water for irrigation. The drill has reached a depth of 200-feet, which exceeds that of most wells in this locality.
