In spite of these superficial observations it must be stated candidly that Japan is not in a position to fight against a foreign country, be it America, England or Germany. Whenever there are some points of discussion it has always been suggested by Americans that the Japanese are a fighting race and the interests of America in the east and on the Pacific will be crossed by the Japanese. Such is a mere notion that has no political bearing with the real question at issue. "While we admit that Japan and America have great interests in China, these interests are of a commercial character and will not affect in the least degree the political and the commercial positions commanded by both these countries. What reason could there be in advocating in any way a war between Japan and America? Foreigners may be assured that Japan is neither at present nor in the future in a fighting mood because all the Japanese in spite of the increasing population and other considerations, find the fact that it does not pay to fight with a country which is superior in every respect to her." Tulare is taken off the old eighth district. Los Angeles county is given two congressional districts, to be known as the eighth and ninth. The tenth is practically the old eighth, lacking Tulare, Inyo, San Luis Obispo, Santa Barbara and Ventura. It includes Imperial, Kern, Orange, Riverside, San Bernardino and San Diego. No great change is made in the first and second districts. Alameda county alone makes up the third district, Solano and Contra Costa being shifted to the second. The fourth district is to consist of part of San Francisco and Marin and the fifth as part of San Francisco. The re-alignment adds two congressmen to California's quota. For the former $90,000 is asked for, and for the latter $8500. This bond issue has the endorsement not only of the city trustees, but of the chamber of commerce and merchants’ association. The bonds should be carried, and are entitled to the support of all good citizens. The city is in need of a sewer system. Its growing importance demands it. We have already published a list of California cities and towns which are moving in sewer construction, and Anaheim cannot afford to be anywhere but at the head of the procession. The building of a large hotel depends upon the construction of sewers, and other enterprises of importance wait upon this municipal bet. THE “NEW ELEVENTH” DISTRICT For it seems more than probable that will be our congressional designation henceforth. The reapportionment bill introduced in congress gives California 11 members of Congress and the basis is one for each 211,700 of population. This provides for a house of 435 members, an increase from 391. The old apportionment was on the basis of one representative to each 194,000 of population. Before the census totals were reported, it was presumed the basis of apportionment would be substantially increased and the house membership kept at the present figure. But when it developed that so great has been the growth of some of the states, it was quickly discovered that to limit the membership to 391 would mean that 16 states would actually lose one or more members of Congress. They have raised a protest, and the only satisfactory adjustment is one that new arrangement seems certain to take Congressman Smith out of this district, for there seems to be no sort of a gerrymander that could put Kern in with the southern district. A large and enthusiastic crop of congressional lightning rods may therefore be looked for—San Bernardino Sun. KILLED BY LIVE WIRE Four horses were instantly killed last Tuesday morning on the Dowling ranch in Buena Park by coming in contact with a live wire which had been blown down the night before. A Jap was driving the team, doing some harrowing in an open field and did not notice the loose wire that was lying across the field. The horses were driven upon it and all four were killed instantly. Two collapsed and fell over while the other two merely fell forward on their knees with their hind legs still NEGRO COLONY A fertile section in the east end of the San Bernardino county is to be the future home of a large number of negroes, who will colonize the district around Vonttrigger, on the Barnwell and Searchlight branch of the Santa Fe railroad. C. W. Harts and Howard Folke, owners of the Gold Star mining company at Nob Hill, are back of the scheme, and have organized the new Harts townsite company. They expect to build up a veritable agricultural empire. William Jones of Whittier has already filed upon 320 acres of the land and has sown 80 acres of winter wheat. Center Street, Anaheim, Cal. GARCIA UNDER $1000 BONDS Jesus Garcia who kitted a check on the First National bank from $14 to $24 was in Judge Howard's court on Monday on a charge of forgery. He was held in bonds of $1000 to appear before the superior court. Garcia met a Mexican who informed him that for the price of a drink he would inform him how to raise the check which he had in his possession. Garcia complied, raised the check and later ran into the arms of the local police. He was ordered into custody of the sheriff. BECOME CITIZENS Three men of this county have recently taken out first letters of naturalization, issued by County Clerk Williams. They are as follows: John Frederick Gerken, aged 23, a farmer, resident of Orange, native of Germany, arrived in this country in August, 1910. Henry Schwenckert started in on Monday to take a course at the Santa Fe railway telegraph school in Los Angeles. Henry is sixteen and a half years of age, and goes up to the city every morning, returning in the evening. He is a bright boy, and has already been complimented by his teacher for his good work.
