HIGHSCHOOL STUDENT OFFERS CONVINCING ARGUMENT
Southern California inadequately represented Upon Supreme and Appellate Court Benches—Legal Questions of Paramount Importance to South—Great Area Makes Government Expensive — Clear Reasoning
The highest number of individual points in Friday evening's debate between A.U.H.S. and Poly were awarded Syril Tipton, who argued in the affirmative upon the question, Resolved, That California should be divided into two states. His presentation of his side of the question was complete and convincing. In part he said:
The area of the State of California is approximately 155,000 square miles: that is, California is as large as all the New England States, New York and Pennsylvania combined. Consider the indignation and storm of protest that would arise were the residents of Pennsylvania compelled to go to Boston to attend to business necessary to be transacted at their state capitol, or the residents of northern Maine compelled to go to Philadelphia for the same purpose. At present a resident of San Diego requires at least four or five days and the expenditure of from seventy-five to one hundred dollars to visit and transact any business at Sacramento, the capital of the State. If the State were divided and a capitol were built near the center of population the expense incurred by the legislators and those having business to transact at the capital would be reduced at least fifty per cent. Should the southern portion of the State be erecting a new capital it should not be forgotten that there is dissatisfaction in the north with the present location of the capital, and the chances are that a new capitol will soon have to be built whether we secure state division or not.
In the last fifteen years there has been but one governor from Southern California—Gov. Gage of Los Angeles. Just as the governors are from the north, so nearly all the other important state officials are from that part of the state. If the state were divided Southern California would have a governor of its own who would fully realize the needs of the south. They would also have men in the minor offices who would be in touch with the conditions in Southern California. As well as a southern governor they would have two national senators and several members of the house of representatives, who would not have to cater to northern politicians and would be able to vote for the interests of Southern California instead of for those of a northern machine.
Under state division the political power of any corrupt organization would be weakened because, as the state would be smaller, so the government would be nearer the people. My opponent may say that the power of corrupt organized political bodies, as Tammany in New York, are not a detriment; but certainly the most deteriorating thing in a government is the complete domination of it by some such body.
Another important reason for state division is that under such conditions Southern California would obtain a state educational institution. At present Stanford as well as California University are located in the north, while Southern California has no state school but the reform-school at Whittier, to which few desire admittance.

Should the southern portion of the State be compelled to pay this exorbitant amount every two years, when by dividing the state, the larger portion of this could be saved?
The expense also of holding special sessions of the legislature in case of great catastrophe would be lessened. For example: Had the State been divided before the time of the great earthquake at San Francisco the northern portion could have called their special session and the expense of sending the legislators from the southern counties would have been obviated.
An enormous expense is incurred not only by the transportation of the members of the legislature but also by the transportation of the criminals and incompetents to the State institutions. The county of Los Angeles in the year 1905 paid out in round numbers $20,000 for this purpose alone, and this notwithstanding the fact that we have in the south a state hospital to which the insane of this section are sent. Add to this the expenditure by other counties of equal or greater distance from the public institutions and one is startled by the enormous amount involved.
My opponents at this point may argue that the southern portion of the State is entitled to a State prison as well as a State asylum. But at what time in the history of California has the north in any way helped the people of the south to obtain their desires or needs? This is not said with the spirit of antagonism but the temper, physical characteristics and commercial differences are so great that it causes this dissention at every session of the legislature.
So in the case of the San Pedro project the north continually fought against making San Pedro a government harbor, as it would damage San Francisco trade, and also in the present fight between San Francisco and San Diego for the exposition in 1915.

All state institutions are better supported, better equipped, and able to employ more competent men than private ones, except a few with enormous endowments, as Stanford, in our own state, and the University of Chicago in Illinois. Prominent instructors also are more willing to go to a state university than to a private one, because of the prestige which goes with a state institution. As our only state university is in the north all the students who desire to attend must pay the expense of going and also the expense of living away from home. For these reasons many are deprived of their higher education, while if the state were divided and we had our own state university in the south all those desiring such work could obtain it more readily and at a far less expense. At present the influence of the state university is almost lost to Southern California. The influence upon the surrounding people of any large institution grows less and less as the distance from it increases. So the influence which our state institution has upon the people of Southern California is very small compared with its influence on the people of the north. Doubling the number of state institutions would more than double the educational influence.
The inspiration of young men and women for a higher education is greatly increased if they are constantly in touch with men of broad culture. We can scarcely realize the advantage to the younger generation of a large state educational institution in their midst. The very presence of large university buildings would be worth their cost as a means of education to the people of Southern California. Then think of the inspiration, courage and future hope that would come to the young people of Southern California through the influence of men of letters, science and invention, as would radiate from a great state educational institution in Southern California.

The Supreme Court in California consists of 5 judges who sit in Sacramento, San Francisco and Los Angeles in turn, but as the business increases they got so far behind in their work that in 1905 an act was passed creating a court of appeals, which consists of nine judges, three in each of the aforesaid named cities. It is now so arranged that Southern California helps pay the salaries of five Supreme Court judges, who sit in Los Angeles about one fourth of the time, nine judges of the Court of Appeals, who obtained practically the same salary as the judges of the supreme court, from but one-third of whom we obtain any benefit. Is it just that the south should pay their portion of the salaries of five supreme court judges and get only one-fourth their time; that they also pay their portion of the salaries of nine judges of the court of appeals and only obtain the services of three while under state division five supreme court judges could handle the work, so saving annually about $20,000 to the southern part of the state.
And in considering the expense of large university buildings would be worth their cost as a means of education to the people of Southern California. Then think of the inspiration, courage and future hope that would come to the young people of Southern California through the influence of men of letters, science and invention, as would radiate from a great state educational institution in Southern California.

How Mr. Anson Would Solve Economic Problem

Editor Gazette.—Again I see Comrade Muller has launched forth on the question of economics,a subject which so far as he has gone I think he has handled in a masterly way. I would like to see more such articles, as it is of more importance to every household than anything which could be brought before the people.
Not one word have I ever read in any local paper on this subject. What is the reason? What are they afraid of? To tackle the greatest question of the land would, I think, be of more importance than to talk of the extravagance of the idle rich.
Next fall there will be another election. What will be the issue?
Will it be an issue that will affect the laborer, or the wealthy class?
How did the last election affect you? What matter if it be tariff revision up or tariff revision down? We have had some experience now both ways.
Under the democrats we had the famous Mills' bill and that proved a failure, and then came the McKinley

bill. And now, what?
The large corporations absorb the small ones, just as large fish consume smaller ones. In the same proportion the small business men are doomed. The great trusts are slowly establishing their stores and their banks all over the country to add to their own wealth. What will be the outcome? Let your politicians come forward with an answer. That will prove a solution to the problem. Mr. Muller does not give a remedy. But I should say: Not bust the trust, good or bad. They are a good thing. They have organized a system. They have proven the theory of economics in their own way. But the problem is to have the government own the trusts, and run them for the economic good of the people. For instance, if the government owned the beef trust there would be no grounds for boycotting it; and millions of people would once more enjoy what now is a luxury. These changes cannot come all at once, but as Francis Willard said, it will come by a slow process of law. But the conditions are forcing these things. Under this system of individualism children are forced to leave their schools to seek labor. Mothers are compelled to leave their homes, and fathers are forced out as wanderers upon the face of the earth, begging of a capitalist master for a job.
Mr. Taft says if these abuses cannot be curbed we will have socialism. Now, I would like to know, O Lord, how long we will have to submit to these outrages. Now, who would object to a change from individualism to a collective co-operation, where a man would get what he produced or a system where your master practically gets it all.

Notice is hereby given by the Board of School Trustees of the Anaheim School District that sealed bids will be received by said Board up to Wednesday, February 9th, 1910, at 8 o'clock p.m. for furnishing of all material and doing the work of excavating a basement under the Central School building, and the construction in said basement of bicycle rooms' toiletts and coal bin, and the excavation of a cespool, and all other work described in and shown by the plans and specifications, for said work heretofore adopted by said Board and on file in the office of the Clerk thereof, W. O. F. Schwenckert, at his residence on West Street, Anaheim, Said plans and specifications are open for the inspection of bidders.
All bids received will be opened by said Board at a meeting to be held at Central School Building, Anaheim, on February 9th, 1910, at 8 o'clock p.m. The Board reserves the right to reject all bids.
All bids must be accompanied by a duly certified check, payable to the Board of Trustees of Anaheim School District, in an amount not less than ten per cent of the amount of the bid, which check will be forfeited to said board if the successful bidder shall fail to enter into a contract for the work in accordance with the terms of his bid.
The successful bidder will be required to furnish security satisfactory to said Board for the performance of his contract in an amount 25 per cent of the contract price, and also to furnish a bond to be approved by said Board in a sum one-half of the total amount payable by the terms of the contract, conditioned that he shall pay for all materials and supplies, and for work or labor done in the performance of his said contract.
