IS IT WISE?
Is it wise to impose a bonded indebtedness upon Orange county for good roads on the eve of a state election for $18,000,000 for highways throughout the State? If these state bonds carry next year, Orange county may reasonably expect as its share of state highways a paved road through the county from the Los Angeles to the San Diego line. This will cost from $300,000 to $400,000—probably the latter figure is nearer the mark.
Why should Orange county vote additional indebtedness when by waiting a year procure, in the event the state bonds carry, this main highway without additional cost to itself? Or are we so rich that we can afford to vote bonds for roads in other counties, and then vote more bonds for roads at home?
"Leave out this main highway," says a proponent of the county bond issue, "and let the state build that later."
Suppose the state bond issue fails to carry? What then? More bonds?
"Defer building this county road until the state builds it," says another, "and proceed upon the other roads in the county."
THOSE STATE ROAD BONDS
The esteemed Santa Ana Bulletin thus airily dismisses the proposition next year to vote upon an issue of $18,000,000 for highways.
"A Futile Objection"
"Objection to road bonds on the ground that next year we are to vote on state road bonds, and therefore should wait to see what we will get from the state, is absolutely without reasonable foundation. There is faint chance of the state bonds carrying, but if they do it is well understood that Orange county will get only one road from north to south line—in short, her part of the Los Angeles-San Diego main highway. We want more road improvement than that Now, should the present movement be pushed to a conclusion and the bonds voted, actual work could not be started before next midsummer, at the earliest, more probably not until the following winter. A system of roads is not made in a day or a month, and there would, in any event, be no necessity or advantage in starting work on El Camino. Real before we know the result of the bond election in November, 1910. Then if the bonds should carry we would get our share all the same.
"Should Gov. Gillett's bond scheme by any chance go through the main state highways will encounter various counties where work under the new law is in progress or has been done. In such cases, doubtless, county and state would unite to make a broader and better highway than the county could construct alone. The state bond bugaboo is not deterring counties all around us from road work; let it not frighten Orange."
As we understand Gov. Gillett's proposition, the cost of state highways will range from $8000 to $10,000 per mile. Orange county, with fifty miles of the Camino Real, will

As we understand Gov. Gillett's proposition, the cost of state highways will range from $8000 to $10,000 per mile. Orange county, with fifty miles of the Camino Real, will thus be in position to receive from the state fund an amount not less than $400,000 for this main highway through the county. This is not much less than half the contemplated county bond issue. Perhaps the Bulletin considers this as being of such insignificance that it is not worth waiting for; but we are of opinion voters will weigh it well before deciding to take on a double burden of taxation for even so excellent a thing as good roads.
Moreover, if Orange county votes approval of the county road commissioners' report, it will vote approval of every highway enumerated therein, the Camino Real as well as other highways and laterals. Each will be specified, its length, cost and course, and once approved by the county,the state will be absolved from expenditure a dollar upon any highway therein contained.
To omit the Camino Real, as another proponent of county bonds suggests, will not do; for the state bond issue may be defeated; and in that event we should be minus the most important highway in the county.
We hold the time is inopportune for voting bonds in Orange county for roads on the eve of the state election.
A committee of the associated chambers of commerce has been appointed to wait upon the supervisors and ask them to waive their right to appoint the road commissioners for Orange county, and to let the associated chambers make the selection for them. We fancy we see Pap McMullan of the push breaking his neck to comply.

Thus a proposition has arisen to reduce the limits to two miles square, or even less, to the end that the sequestered thoroughfares may be paved by the county, and the municipality have less burdens to bear in paving its own thoroughfares. Yet there exists opposition to reducing the size of the town, and the effort to ensmall may provoke a contest. Meanwhile the county road bond boosters boost on, and will probably call for a vote on bonds early in the new year. Clearly, our sprightly neighboring town has a condition and not a theory confronting it.
Let us see. Was it not Pap McMullan who rose up on his haunches and declared he'd never vote for primaries, along in the political discussion last year? And did not McMullan cause himself to be appointed as one of the delegates to the state convention, and did he not deliver the delegation over to Herrin? Let this man name road commissioners for Orange county, with a million dollars to expend? No, no. We want good roads, but we want none of McMullan.
Voting a heavy bonded indebtedness for Orange county, on the eve of the big state bond issue, gives us Wanderlust.
Good roads are building up the greatest political machine in the state. The livery of good roads is being used to serve the pollies in. Let us have good roads, if we can have them right; but let us draw the line at perpetuation of the railroad machine in this county.
A brother of the deposed Mayor Harper has come all the way from Los Angeles to tell us to vote bonds for roads. Now let Tom Broadhead tell us what he thinks of it. Yet we favor good roads—if Santa Ana doesn't grab them all.
Harry Hale sat quietly through the Rossmore banquet, hearing all the arguments for good roads, but after it was over he stampeded, and has been off the reservation ever since.
BAY CITY
The first shovelful of earth was turned this week in the making of the highway that is to put Bay City on the automobile map of Southern California. This event had been looked forward to for months by residents of Orange county, who will be able, when the road is finished, to swing around a circle in making the trip to Los Angeles.
The road itself will probably be as remarkable as anything of its kind in the world, skirting as it will the surf, still water and picturesque bluffs.
Bay City residents are planning an Automobile Day, for the opening of the thoroughfare, and are rejoicing immeasurably in its commencement.

Deacon Pillsbury Rises Up and Roars About State Division
Of course the present ebullition in Southern California is to be looked upon as a tempest in a teapot. That portion of the state has been rather shabbily treated by an incorporated sovereignty, whose pleasure it has heretofore been delighted to do. If the smart of the hurt shall inspire it to throw off the yoke of corporate domination the gain will be worth the prize.
But the carving of a new commonwealth out of south of Tehachapi and Arizona is another matter.
Why should the rest of California look askance at it? The increase of the assessment by the State Board of Equalization would not justify any such procedure, either as occasion or cause, but what of the idea considered-upon its own merits?
We divide counties in this state, and rightfully enough, whenever the economy of doing business at an adjacent county seat overbalances, to the citizens concerned, the cost of maintaining two county governments instead of one. Why not apply such a rule to the dividing of a great and unwieldly state? California is such a state and Texas is another.
Fix the northern boundary of the new state at the thirty-fourth parallel of latitude and yoke it to Arizona, or Arizona to it, and there would be created a great and homogeneous commonwealth with two more senators representing the Pacific Coast. And "Calizonia" would not be a bad name for it.
There is a difference between Southern California and the rest of the state, a difference in interest, in spirit, in ideals, in industry, and in commerce. The people south of the Santa Inez and Tejon mountains are as

DRY FARMING CONGRESS

Billings, Mont., Sept. 28.—The delegates who will address the fourth international dry farming congress at Billings, in October, are: George Harcourt, deputy minister of agriculture, Alberta, Canada; W. C. Motherwell, commissioner of agriculture, and W. J. Rutherford, deputy commissioner, Saskatchewan, Canada; Dr. A. A. Bronson, deputy commissioner of agriculture of Turkey, in charge of dry land experiments in Palestine; Senor Don Romulo Escobar, Mexico; John Safaray, special delegate from the national agricultural association of Hungary; Dr. Lawrence Baeta, Neves, Brazil; W. H. Fairfield, superintendent of dry farm experiments, of Canada; Thomas H. Woolford, Alberta; George N. LAUDABLE WORK OF THE FOR EST SERVICE
The Forest Service is doing excellent work for the people of California by establishing lookout stations from whence the breaking-out of forest fires can be detected. Such a station has been established at Shutte peak, with an elevation of 8858 feet whence a large part of Tuolumne, dera and Fresno counties is visited. The station is connected by telephone with the various ranger stations low, and although it has been established but a short time, the extinction of two fires already is due to Other and similar stations will be established as rapidly as possible. It is hoped and expected that private owners will cooperate to make service as efficacious as possible. Other Forest Service enterprise will prove of great value to stockmen consists in steps being taken to increase the distribution of siliferilla stock ranges which have been grazed. There is a difference between Southern California and the rest of the state, a difference in interest, in spirit, in ideals, in industry, and in commerce. The people south of the Santa Inez and Tejon mountains are as much cut off from the rest of California as the rest of California is cut off from the remainder of the United States. They are living their separate lives south of Teachapi as certainly as California, as a whole, is living its separate life apart from the Middle West. This does not make a federated union incompatible in either case, but there is too much of incompatibility to warrant north and south of Teachapi dwelling together as one in body, soul and spirit. Pretense of any sort is not a likeable quality and when one butts up against anything as big as Teachapi mountain and then has the assurance to declare that there is nothing there it is to laugh.
However, this is a matter that primarily concerns Southern California and Arizona. If they can come together in bond of unity why should the rest of California, north of Teachapi and the Santa Inez mountains stand in the way of their happiness? California would then be as big as it needs to be, perfectly homogeneous in typography and character. What more?
But Southern California should not saw itself off in a spirit of rebelliousness. It has had its full share in the government of this commonwealth. It has, within less than thirty years, supplied the state with three very bad governors (Stoneman, Markham and Gage), beside one indifferent one (Waterman), all of whom served the Southern Pacific company first and the people afterward. It has filled many minor offices with men who did likewise. If it had a smaller representation on the board of equalization than it might properly have been accorded the fault was its own. It did not ask for more.
It is not very likely that anything will come of the movement toward state division, but supposing that something should come of it and a new state be formed as above suggested, who would be harmed? Certainly not California. If Southern California

Not Good Diet for Horses or Mules
Harry Hunt, who lives near this city, lost two mules and a horse on Friday and Saturday through feeding half decayed potatoes to the animals. The mules were a valuable team and the horse was an old family animal and valued because absolutely safe for woman or child to drive. Mrs. Hunt returned home late Friday afternoon from Santa Ana, having gone to the circus parade. Upon her arrival the horse whinnied in such a way as to indicate to Mrs. Hunt that all was not right with it, and upon investigation she found the horse was very sick. Mr. Hunt was away from home and before he returned the family pet had breathed its last. During the night one of the mules died in its stall and a veterinarian was sent for to attend to the other one. The veterinarian was unable to save it and pronounced the cause of death ptomaine poisoning. It is the custom among many farmers to feed potatoes to horses. It is safe enough to feed sound potatoes in small quantities, but tubers which are ruined by dry rot should not be fed.
FULLERTON
Valencia oranges are now being rushed to eastern markets from the Fullerton-Placentia district, 33 carloads having been shipped as follows: Strain 6, Placentia association 9, Benchley fruit company 3, Chapman 8,H. F. Dalrymple 5, Citrus union 2. The market for local fruit is improving.
Two carloads of oil is being received here weekly to use on the local roads and streets.
The Fullerton oil company and the Pico oil company each have received a carload of casing to be used in the local oil fields.
Two or three well-known Fullerton women have recently been approached while returning home at night by an unknown young man, who strikes at them, or seems to be reaching for their handbags. One was struck on the shoulder. So far the man has not said one word. As the women keep walking rapidly he goes in a different direction and weeds which can be secured and planted by stockmen.

REVIVAL MEETING
A revival meeting under the auspices of the Free Methodist church is now in progress. The services are being held in a large tabernacle erected for that purpose on the corner of Center and Philadelphia Sts. Evangelist Rev. J. H. Brittain from Oklahoma City is in charge of the meeting, assisted by his wife and a corps of other workers. Services every evening at 7:30. Sabbath service at 10:30 a.m. and 3 p.m. Everybody, regardless of denominational distinction, is cordially invited to attend and participate in these services. The tabernacle will be heated so as to make it comfortable for all.

Manuel Castelano, the Mexican arrested by Deputy Sheriff Cervantes on suspicion that he might know something of the murder committed a week ago at Mojave, was interrogated by Sheriff Lacy and Deputy Cer vantes and admitted he was at Mojave when the murder was committed and slept in the same house and under the same blankets with the man who was stabbed to death while he slept. Castelano said, however, he knew absolutely nothing about the killing. Sheriff Lacy is convinced he does know something more than he told, and will hold Castelano until word can be received from Mojave.
