FORESTS PROVE A SHELTER
SHEEP DRIVEN FROM RANGES BY SEVERE WEATHER
Severe Spring Conditions in Rocky Mountain States Render Necessary the Opening of Forest Reserves for Protection of Flocks, Snow Storms

Washington, June 5.—To the Western stockmen the present spring has been one of the most trying in many years. This is especially true of the Rocky Mountain region where the season has been unseasonably late with severe snow storms long after the ordinary period. On many of the lambing grounds there the snow was so deep that it was impossible to reach them, and, in consequence, the lambing operations were transferred to other locations where the surroundings were not altogether satisfactory.
The extremely cold, windy weather has also kept the green grass from starting as early as usual, in consequence of which, the ranges have been fully a month late. When the usual time arrived for turning stock onto the open ranges from the feed lots there was very little grass available, and as the stockmen had used up all their supply of hay, the stock especially the cattle, suffered somewhat for want of feed.
In New Mexico the sheepmen made a strong plea to the Forest Service to allow them to take some of the stockmen take of their animals was noticed in a recent trip of Western officers over some of the range of Colorado and Wyoming. She had been sheared at the usual time but, as the season was very bad ward and the animals in rather poor condition, to meet unusual storms any of the sheepmen had provided small canvas blankets or covers for the sheep. After shearing, these vers were fastened to the sheep such a way, as to protect their back and sides, which, in a measre, to the place of the wool which had been taken from them. Thus they were better able to wihtstand a severe storm and the use of such blankets has been the means of saving thousands of dollars to the sheep owners.

The closing of this forest to sheep was owing to the watershed interests involved, together with the question of protecting the young growth of timber which is coming forward on that forest. However, the condition was so serious that after carefully weighing the question, the Forester suspended for a time the prohibition against sheep and 25,000 sheep will be allowed to enter that forest to graze until such time as the conditions on the outside ranges become normal, which is hoped will be as soon as the summer rains set in early in July.
The stockmen using the public ranges adjoining several other National Forests in New Mexico have made urgent requests to the Forester to be allowed to take their herds into these forests for feed. As those forests are already stocked to their full capacity, the requests could not be granted lest those already using them would be injured and their supply of feed cut short.
In several forests in Wyoming and Colorado the fees for lambing privileges on National Forests will be refunded to the sheepmen because of their inability to use the lambing grounds. In addition to this the season will be extended a month later in several instances so as to make up, as far as possible, for the enforced reduction in the early spring period.
On all the forests where the winter and spring losses have reduced the stockmen's herds below the number for which they have been granted a permit, and they do not desire to purchase other stock to make up their number, they will be allowed to

It will, therefore, be readily seen that the regulations of the Forest Service for handling grazing matters are sufficiently flexible to take care of emergencies and meet all unusual conditions which may occur from time to time. Further than this, the manner in which the officers of the forest service have taken hold of this matter proves that they are always alive to the interest of the stockmen and more than willing to do all in their power to protect them from losses.

Here is a nearly sad story, hot for its happening of how the course true love was suddenly roughened by two loving hearts almost torn as der by the evil skill and devilish vising of a jealous rival.
They were at a large theater last Friday evening, the girl, fiance, her mother, the jealous r and enough others to spread the rowing tale:
"George," said the jealous r during the intermission before the last act, did you manage to get round to the pure food show?"
"The pure food show," replied George, trying to talk fast again the going up of the curtain. mean the one at Horticultural last week? Oh, no, that was housekeeping show, wasn't it? poor feud show, was—I mean the sheud foe—er—the—the—it's up the Second Regiment Armory, it?"
The rival looked amused. The ther of George's fiancee sat up looked sternly surprised. Geek looked red and embarrassed.
But George was ambitious and haps, foolhardy.
"The poor feud sho—w" he be and stopped, amazed at his bra impotency to command his tone. Then he took a long breath and gan again with slow deliberation "The pood-fewer show—ar—the sh fewer poe—" and stopped, gasp.

Now, George wasn't intoxicated at all, but the poor girl had heard it all and had studied George's red face, and she did not look at his again for what was left of the evening. The after-theater supper was declared off as far as she and her mother were concerned, and the jealous rival took them home.
Next morning when George called on the girl she was "not at home." Her mother came down instead, and the session must have been a lively one. When it was over George got busy. He sent emissaries to the mother that afternoon who explained how hard it was for the soberest tongue to talk about pure food without tripping, and when the lady had tripped a few times herself she relented and the June date for the wedding has not been altered.
COAL IN CALIFORNIA

All of the production was the result of recent developments in new territory. The old mines in Tesl in Alameda county, and at Black Diamond, in Contra Costa county, were idle throughout the year. The recent developments have been at Ione, in Amador county, and at Stone Canyon, in Monterey county. The production in those two counties in 1908 exceeded that of 1907 by 4805 tons, and the increase in value amounted to $16,627.
The coal-mining industry of California has been adversely affected, first, by the importation of foreign and better coals, brought largely as ballast, and, second, by the increased production of petroleum and its use as fuel in manufacturing establishments. As a result of these conditions the production of coal in the State had decreased from over 170,000 tons in 1900 to 77,050 tons in 1905, to 25,290 tons in 1906, and to 13,950 tons in 1907. Up to the close of 1908 all the coal mined in the State had been of the lignite or sub-bituminous variety. During the last year, however, the development of the mines in Stone Canyon, Monterey Co., has placed on the market a bituminous coal of a quality adapted to compete with the foreign coals brought into the San Francisco market, and it is believed that this will result, to some extent, in the rehabilitation of the coal-mining industry, of the state. It is understood to be the intention of the promoters of this enterprise to cater to the domestic fuel trade, in which petroleum does not figure as a competitor.

UNDERGROUND WATER FALL
San Bernardino, June 3.—Manuel Lopez arrived here tonight from the San Jacinto Mountain country, bring- ing with him additional information concerning the strange rumblings heard for many weeks. He declares the Indians are leaving, as all their superstitious fears have been aroused. Lopez made a thorough investigation, and believes the sounds come from an underground waterfall, which he says, probably also caused the recent quakes thereabouts. His statement substantially corroborates that of others arriving from that region. He declares there is no cause for alarm. Dispatches from San Jacinto discredit reports.
