Look for the Green Tickets—Green Ticket CROOKSHANK-BEAUTY CONSERVATION OF NATURAL RESOURCES Probably the most meritorious piece of constructive statesmanship initiated by President Roosevelt is in the conservation of the natural resources through the concerted action of national and state authorities. This action is appealing to congress for official recognition. The president asks that a fund be provided for its maintenance and the continuance of this work—a work so far conducted at private expense. The sum asked for is fifty thousand dollars and this is less than one-tenth of the amount appropriated for private pension bills which it is well known are the perquisites of members of the house and senate. Tariff revision is no doubt a very important subject and congress is committed to action upon it, but there are other subjects that the people of the United States are interested in. All over the country, farmers, business men and men in the professions are urging congress and will hold its members responsible for neglect of such important legislation as may go to preserve the natural resources of the country, or as are necessary to develop the inland waterways, or establish postal savings banks, or to develop a parcels post. Congress, by husbanding its time, can accomplish much toward desirable and even necessary legislation before the fourth of March next. Judge Oster says that it is recognized law in this state that ditches and canals are of public use and subject to reasonable control, and that encroachment on a street is generally called a nuisance, but he says that while adverse use cannot give right to any part of a public street, yet this may be an exceptional case, which can be determined only on trial.
