CARNIVAL OF PRODUCTS VARIED RESOURCES IN MAGNIFICENT DISPLAY Festivities Began at Santa Ana Thursday Morning, and Continued Three Days—Throngs Witness Procession—The Queen In Regal Splendor This year's Carnival of Products at Santa Ana will go into history as the most notable exhibit of its kind ever attempted in Orange county, which is equivalent to saying it was the most splendid exhibition of products of the soil ever attempted anywhere. For there is probably no spot on earth where such wide diversity of products endure the year round as here in the smallest county of the southland. Santa Ana did itself proud and must have the enthusiastic congratulations not only of Orange county, but of the entire state as well. It was a notable exhibition, and the fame of the county seat is spoken in many latitudes. It was the city's greatest effort, and most splendidly was its opportunity crowned with success. The streets of the city were filled with thousands during the three days carnival, and there was much to instruct and amuse the masses. Rain threatened the first day, but before the parade began the sun shone out and an ideal Orange county day crowned the festivities. The queen of the carnival, Miss Ethel Chapman, was a most gracious and beautiful ruler. She was robed in regal splendor, and was attended by a court of pretty girls, those from this city being Miss Gertrude Asher and Miss Claudina Rimpau. The queen received her crown at an elaborate function on Wednesday evening at the opera-house. A program of vocal and musical selections was rendered, and on Thursday morning the parade of products was the feature. The procession moved promptly at 11 o'clock. The queen drove in a golden chariot drawn by richly caparisoned horses. A long line of products filed past. Many gaily decorated floats showed off the resources of the county as never before. Fullerton and Anaheim made notable displays, as did many other towns in the county. Allan Knapp's chile float was a feature of the parade, and the Anaheim chamber of commerce potato float called out much praise. Fullerton displayed walnuts, poultry, oranges and other products. The exhibit of the Folding Crate company elicited much interest, not only in the parade, but at the assembled exhibits later. In the parade were oranges, lemons, walnuts, peanuts, potatoes, melons, berries, pumpkins, chile peppers ground and on strings, honey, dairy products, poultry, hay, grain, alfalfa, celery, stock and scores of other products, all handsomely displayed in decorated floats. The awards of the judges for the floral parade, Walter Raymond (chairman), H. Z. Osborne and Charles Weir, were received with satisfaction everyone feeling that the honors were justly bestowed. For Sale—All kinds Wickersheim Implement CONCERNING WATER POWER GIFFORD PINCHOT ON LINE OF FEDERAL ENDEAVOR Points Out Only Real Grievance Power Companies Have Under New Ruling—Would Grant Permits Sufficiently Long to Insure Security (Correspondence of the Gazette) Washington, Oct. 17.—In discussing the charge made by the Forest Service for power permits and the probable action of the trans-Mississippi congress in the matter of the conservation of water power, Gifford Pinchot, the United States forester, expressed himself as follows in a recent letter: "The need of water power to conserve the other natural resources of the country, especially the mineral fuels, is thoroughly understood by the forest service. Thus the active development of power sites upon the national forests, for which permits are issued, is always secured by imposing the condition that work shall be begun within a definite specified time and completed within another definite specified period. The policy of the forest service is to encourage water power development in every way consistent with the public interests involved. "While the charge for power permits should be based, not only upon the services rendered by the government in administering the forests and conserving the water flow." National forest business is chiefly three kinds, grazing, timber and special uses; the latter raising the use of the lesser reuses of the forests and the pervasive involving the development of power. It is interesting to note that the states in which the large volume of each of these three kinds of business is done and study causes which make their revenge correspondingly larger. Montana, California and Colorado on timber sales. In the case of Alaska and California this fact is due to the accessibility of timber in the national forests. You are entirely right in your belief that I do not desire to make the charges burdensome either to the power companies or to the people. "On the contrary I have made careful inquiry of persons experienced in the practical development of power projects and am convinced that the charges have been fixed so low as to avoid by a wide margin any possibility of retarding power development. As explained in my letter of May 5th, the action, or rather the lack of action, by the power companies upon the suggestion that they submit to a fair investigation in order to determine the reasonableness of the present rate of charges, clearly indicates that their complaints are groundless. "The only real grievance which the power companies have is that, under the Act of February 15, 1901, (31 stat., 790) their permits must of necessity be revocable at the discretion of the secretary of agriculture, and with reference to this feature, as you are already well aware, I am in favor of such a change in existing law as would authorize the issuance of permits irrevocable, except for breach of conditions, for a fixed term sufficiently long to insure security of investment. Sheep are used in small bands, and the herdman running them are able to keep in scattered order so that they do not do so much damage to the land as does the large band which may be controlled only when closely held. The repurchase at great expense of water rights thus carelessly given away without return has already begun in the east, and before long will be necessary in the west also. No rights involving water power should be granted to any corporations in perpetuity, but only for a length of time sufficient to allow them to conduct their business profitably.
