WHAT'S DOING IN POLITICS
Third District Taft Club Forming,
Composed of Republicans of
This Supervisor District—No
Good Road Bonds for Orange County
So Long as Ring Controls
Republicans of the Third supervisor district are forming a Taft
club, and already more than 100
have signed the call or signified
their intention of doing so. The
club will be formed for the purpose
of bringing out a full party vote for
the republican ticket, and will hold
a number of meetings at different
points in the district as the campaign proceeds. Signers include
leading republicans of this city, Fullerton, Placentia, La Habra, Olinda
and other points in the northern
part of the county. The club has
no affiliations with the LincolnRoosevelt league, but will ask all
republicans, irrespective of their
allegiance to one faction or another,
to join. It is probable a meeting
will be held at some central point in
the district in the near future and
an organization effected. All republicans will be asked to join to the
end that every voter of that political faith may enroll his name as a
member of the club.
One of the first counties of the state to appoint a highway commisbonds for us until this nest onical vultures are shooed our political barnyard.
William F. Herrin, fight never before to keep his politics on the track, has more in the thirty-seventh district any other district in San Francisco His hardest battle is there, and wins, there will be his biggest.
With the thirty-eighth, the seventh comprises the twenty senatorial district, represents the state legislature for the years by that subservient primer, "Eddie" Wolfe.
"Eddie" Wolfe and Frank are the wheelhorses of the state and Herrin needs them to facilitate the arduous and difficult labors of Jere Burke, Walter and George Hatton. When three have received railroad gram from Herrin, they line up boys," while Wolfe and Leavitt teriously steer the favored through the labyrinth of roads and legislative procedure. Plans to foist an extra raw bus law makers on the people the if he wins San Francisco, so he Wolfe particularly to bellwet new creatures along the road.
Johnny Lynch realizes the city of electing Wolfe and has liberal with funds, so "Eddie" been able to open tastefully fled headquarters at Haight and more streets and enlist the sof many willing (and well hands. At the head of Wolfe.
One of the first counties of the state to appoint a highway commission under the new county good roads bond law was Ventura. The commissioners have just made their report and recommend a bond issue of $620,000 to build 76.8 miles of road. The detailed estimate of cost is as follows:
New right of way.....$12,000
Grading.....80,000
Laying macadam.....381,000
Applying oil.....41,000
Culverts.....106,000
Total.....$620,000
This is figuring $6500 per mile for oiled macadam road, which seems plenty high enough. The specifications, however, indicate a very substantial road. They are as follows:
"The pavement recommended is a macadam pavement which is advocated by the U. S. department of agriculture, and is used almost exclusively in all parts of the country in the construction of permanent roads. It consists primarily of two or more layers of crushed rock in sizes from one-half inch to three and one-half inches placed upon a carefully graded and thoroughly rolled road bed. The layers of crushed rock are rolled with a steam roller, and all voids filled with crushed rock screenings so that the surface is smooth and hard. The width of the pavement will be twelve or sixteen feet, depending on the amount of travel on the road and the thickness of the pavement will be six or eight inches according to the character of the roadbed. We further propose to treat the surface of this pavement with a heavy asphaltic oil in quantities of not less than one and one-half gallons per
Johnny Lynch realizes the city of electing Wolfe and has liberal with funds, so "Eddie" been able to open tastefully fenced headquarters at Haight and more streets and enlist the sights willing (and well hands. At the head of Wolfe of field officers is Winfield Williams, a political soldier of tune, who registers republican democrat according to the w chances of war.
Williams' last registration democrat, but that does not p him from conducting Wolfe's public campaign. He has an explanation for his whirling cal affiliations.
"I'm a republican all right," Williams explains, "but I registered democrat last time to help some fellows on that side. You fellow does that in a primary law makes you state your part I'm a republican all right."
The law also makes a record of the dizzy political saults of soldiers of political faction which is embarrassing for W. Scott Williams and for "Wolfe, who is proud of his stu republicanism. But other stu republicans are "sore" at he employing a democrat to ru campaign.
"Eddie" Wolfe is not hugging delusion about a walkover present fight. Both he and friends admit that they are the hardest struggle of their and they don't conceal that they my they fear is the Lincoln-Belt league.
"The league beat us in eight cincets out of 12 last time," the ruefully, "and we are not for ourselves this time. We are on the job."
width of the pavement will be twelve or sixteen feet, depending on the amount of travel on the road and the thickness of the pavement will be six or eight inches according to the character of the roadbed. We further propose to treat the surface of this pavement with a heavy asphaltic oil in quantities of not less than one and one-half gallons per square yard. This treatment of oil will not have the effect of making the surface 'rubbery' as in the case of some oiled earth roads, but the finished surface will more nearly resemble asphalt."
The report has been referred back to the commission for some minor changes as to the particular roads to be improved; but there seems to be a strong sentiment all over the county in favor of voting the bonds and making the improvements.
Voters of Orange county are again talking about good roads, but there exists a widespread opinion that a clearing of the political atmosphere had best be brought about before any attempt is made to settle upon the people a great bonded indebtedness. We have too much unclean machinery in this county to think for a moment of voting-bonds, even for so praiseworthy an object as good roads. Do voters of Orange county desire to place the disbursement of $600,000 in the hands of McMullan, Angle, the Sad-Eyed Kid, Shoo Fly Johnny and the rest of them? Hardly. No good-roads
Judge Howard informs us he misquoted in published reports the county central committee meeting at Santa Ana Saturday week. What he said was, now he endorsed the action of the mittee in appointing delegates that, after conferring with associates in his precincts and ing few who really favored primaries, because, as they said, "the mischief had been done," he felt it incumbent him not to vote for a demand the appointed delegates resign therefore declined to align himself with those members of the committee who wished a primary called. The judge found a number of voters in his precinct who did not for primaries, however, with a few who favored appointing delegates. He assured us he would for primaries in May, when members of the committee proached him asking his support appointment of delegates.

In justice to the judge, we desire
to say that he has always talked to
us as a sincere opponent of underhanded political measures, as well
as an outspoken antagonist of the
railroad bureau which seems for the
time being to have tied the republican party hand and foot in this county.
“Don’t disturb the party,” “Let us
have peace,” “Let’s compromise,”
such are the cries raised by the Southern Pacific machine; and it means simply, “Don’t disturb us,”
“Don’t make a fight for good government,” “Let us keep on running the party as a branch of the Southern Pacific railroad.”
The Sacramento Bee, one of the foremost newspapers of the state and which has never taken orders from the Southern Pacific, says:
“For the reassurance of the members of the league, it may be said that no reform movement that has been started in California these many years, has given the machine more serious concern. While the machine leaders know the weak spots in the league’s organization better than do the league’s leaders themselves, nevertheless the party bosses dread lest the league elect enough members of the legislature to make it possible for them to unite with democratic members, and not only block the corporation’s plans for the coming session, but

That is the situation in a nut shell.
The weapon which the machine will employ to capture the league is the frazzled out "party loyalty" argument, "necessity for a united front in a presidential year" sort of thing. But there can be no compromise between the Herrin wing of the republican party and the Lincoln-Roosevelt league. Herrin is not in politics from motives of patriotism at all, but to continue the hold upon the government of the state of the corporations which employ him. The purpose of the Lincoln-Roosevelt league is to loosen this hold. Either Herrin will be downed or the league will be downed; there is to be no half-way business about it, no compromise.
"The organization republican papers are on the run and are badly frightened at the thought that the decency of the party will control. They are making pitiful pleas for harmony with submission to Herrinism. One of them even says we can attend to the railroad after election. How silly to think the voter cannot see through such a program. No. The time to clean up the party is just now. Let us kick Herrin out and we will then have good grounds on which to appeal to the voter. Nor will the republican party then appeal in vain to independent manhood. The democracy has 'cut out' Herrin. The republican party must." —Ventura Free Press.
The directors of this bank trading with themselves their real estate to the buying it with the depositor at a vastly inflated price criminal transaction, but commissioners were too bad politics to pay any attention.
After the bank was found insolvent during the October commissioners permit bank management to work other slim-flam game on itsitors. It was an ingenious rascality that proposed to the debt of the bank and along as if nothing had happened to this newly drawn principle of finance, the debts of a bank the richer be counted. It would be as sensible to expect Satan to try, convict and hang himself, as to expect the Southern Pacific machine to "attend to the railroad after election."
To be sure, the machine would "attend to the railroad" to the extent of taking orders from it and doing its bidding; and that is just what the taxpaying voters of the state have gotten tired of and are going to put an end to on August 11th.
The most stalwart republicans in the state are the Lincoln-Roosevelt leaguers and their one desire is a free and victorious party. They are working to put a ticket in the field that will roll up a bigger republican majority in November than the party has ever had in this state.
Voters must not forget that the real battle of the campaign in California is at the primaries on August 11th.
August 11th will determine whether representatives of the people or representatives of the Southern Pacific railroad shall be nominated for

clean, independent, stalwart republicans, who do not take orders from the Southern Pacific railroad or anybody else except the people, the bosses are charging through their organs that it is trying to split the party in the interest of the democrats. A moment's reflection will convince any one of the ridiculousness of the charge.
The Sacramento Union said in a recent number:
"They (the Lincoln-Roosevelt league people) are now clamoring for an independent, clean and capable legislature. This means a democratic legislature, which will send Theodore A. Bell to the federal senate."
Commenting upon this the Riverside Press aptly says:
"The machine papers of the state have started in on a deliberate campaign of misrepresentation and abuse regarding the purposes of the Lincoln-Roosevelt league. Especially prominent in this work are the Los Angeles Times, the Oakland Tribune, the San Francisco Chronicle and the Sacramento Union that was recently acquirer by the Calkins syndicate, apparently in the interest of the political bureau of the Southern Pacific.
"The first statement of principles issued by the league declared in favor of the election of a 'clean, capable and independent legislature.' And by what stretch of imagination can that be construed to mean a democratic legislature? Are there not plenty of clean, capable and independent republicans who can be induced to stand for the legislature? It is republicans of that type that the league is seeking to have nominated and elected. It is seeking to institute a much needed reform within the ranks of the party and the charge that it is playing into the hands of the democrats is baseless and malicious. What objection, pray, can the Union or any other machine organ

Would it not be refreshing to have a few more members who do not take orders from Walter Parker, Jere Burke and John C. Lynch?”
With the primary election less than a week in the future the political situation in San Francisco has so shaped itself that the Lincoln-Roosevelt league is assured of a sweeping victory over the motley array of politicians who have rushed to the support of Boss Herrin's republican machine. In every assembly district the league is well organized and aggressive; in most districts the Herrinites, while going through the motions of making a contest, realize that they are already beaten and are fighting only to retain their standing with the state machine.
Present indications leave little hope for either Congressman Kahn or Congressman "Red" Hayes.
Congressman Kahn is trying to convince the voters that the fight against him is a personal affair, but the league has made plain that the issue between the people on one side and the railroad boss on the other. As Julius is a recognized Herrin asset, his plea is falling on deaf ears, and his downfall is at hand.
A review of the situation makes it evident that the league will name the republican candidates for the superior bench in San Francisco. Its leaders want good judges, regardless of politics, and it is conceded that it will put up a non-partisan judicial ticket headed by Judge Frank H. Dunne.
Two Boys Arrested for Starting Forest Fire.
Earl C. Cammack and George F. Burnett, two youths residing eight miles east of Whittler, were arrested early Thursday morning by Deputy United States Marshal Bert Franklin, charged with starting a fire in the Cleveland forest reserve in Orange county. The boys were arraigned before Commissioner Williams and later released on $500 bail each. The government officials say that the boys built a camp fire which they failed to extinguish, and the blaze spread to a heavy growth of timber, resulting in about $50,000 damages.
