Short Courses to Be Given In October at the University Farm at Davis — Seepage and Evaporation—Cereals
The farmers who are engaged in general agriculture should be at Davis in Yolo county for the three weeks beginning October 12th next, when the short courses in agriculture on the university farm are under way. An especial feature at this time will be practical instruction in irrigation, forage crops, cereals and sugar beets.
In addition to the large portion of the farm which is now under the ditch, thirty acres are now under direct control and experimentation of the U.S. department of agriculture. Many experiments in seepage, evaporation, methods of applying water, etc., are under way and the farmers may have advantage of them all.
The state is making an annual appropriation of $5000 to better the quality and quantity of our cereals. Forty acres and more on the farm are devoted to this work, and much good is being accomplished. Oregon. These headquarters will remain unchanged under the new plan of administration. Each district will be in charge of an assistant forester who will deal directly with the supervisor of the forests of his district. Only questions of special importance will be submitted to the Washington office for action. In this way the regular business of the forests will be much expedited, while the men who have charge of the business will be in almost constant touch with the users of the forests. The men to take charge of the several districts have not as yet been selected, but they will be chosen from those in the regular service force who have had most experience in the work on the national forests.
The growth of business on national forests, resulting from the use of their resources by the public, has been steady and rapid ever since the policy of wide use supplanted the policy of restricted use, at the time when the management of the national forests was placed under the forest service. One of the big problems of administration has been to get into close touch with the users of the national forests, and this has already been partially solved by various expedients, such as delegating to local forest officers the authority to transact a large part of the national forest business. In this way the public and the service have been constantly brought closer together. A second step in the same direction was the recent transfer of headquarters for supplies from Washington, D.C., to Ogden, Utah. A third step was the placing of a brass office of engineering, which is of permanent improvement in forests, also at Ogden, wholly located. The change is, therefore, merely apletion of a plan which has been partially worked out.
Probably one-third of the force now in Washington stenographers and typewriters west to complete the organ quired in each field districtpected that a sufficient clerks in the Washington desire assignments to the quarters, so that it will no sary to send to the field that not wish to go, and no new elements will be necessary.

The change will not affect of organization of the forest Washington. The offices will ed as at present, but without force. All of the investigadone by the service, except ly connected with the admits of the national forests, will be directed from Washington.

Threatened Ant Pest
Over a portion of East Oakland about a mile square Argentine ants, a pest destructive to vegetable life and not without danger to human beings, has been discovered within the last few days and the department of entomology, university of California, which has made an investigation, is so much alarmed over the appearance of the insects in that section that it has reported the matter directly to Governor Gillett. The scientists state that this particular pest is practically unknown in North America except in the Mississippi valley, about New Orleans. Efforts to destroy the ants in that section have been without avail, and whole districts have been stripped of their crops as a result. Figures on the basis of increase noted in Louisiana, it is estimated the South American pest will make its presence felt throughout the entire state in ten years time.
