WHAT'S DOING IN POLITICS
Herrin's Control of State Convention Rests Only on Appointed Delegates—Where the Primaries Were Direct, the Machine Was Snowed Under
The republican state convention meets at Sacramento today and will nominate four delegates at large to the national convention which meets at Chicago next month. Orange county has 13 delegates who go to the convention uninstructed, but the majority of them are anti-Herrin.
The resolutions adopted by the convention last Thursday spoke very plainly upon the domination of the Southern Pacific in California politics, and declare the republicans of Orange county do not desire any of it. Orange county is probably the freest county in Southern California of railroad control, yet the insidious tentacles of the octopus have extended into its borders, but it was sat upon in last week's convention. The delegates to the senatorial convention, which the railroad hoped to capture for its Creature Estudillo, were given instructions not to support him.
Republicans of Orange county will keep their eye on delegates who may be herded into the Herrin camp. Were any instructions considered necessary, they would most assuredly have been given. No delegate to the Sacramento convention who knuckles down to Herrin may ever expect any political honors in this county in the future.

Herrin's only chance to control the convention is by the 393 delegates which have been appointed by county committees throughout the state at his bidding. San Diego is the only county in Southern California which appointed delegates. Collis P. Huntington said twenty years ago that he would see grass growing in the streets of San Diego, and yet, year after year, despite this observation of the old railroader, the machine succeeds in corralling San Diego's vote in convention. Charley Hardy, the local San Diego boss for the railroad, carried the primaries in the city of San Diego, where the primary law is mandatory, by only 150 votes in a poll of 2000. The machine was beaten in the business and resident districts, but in the tenderloin and lower portions of the city Hardy rolled up a big vote and won his fight by the skin of his teeth. With these appointed delegates Herrin seeks to control the state convention. Reckoning solely upon the delegates chosen by honest primaries, the machine will not have a third of the vote in the convention.
Another primary will be held August 11th. This is the important primary of the year. It will select presidential electors, congressman and appoint a new state central committee, which will have control of the party during the next two years, and leading up to the next state campaign. Loyal republicans will see to it that there are no appointed lackeys of the railroad in the convention. If they get there at all, they will have to run the gauntlet of an honestly conducted primary.

Our old friend, Gen. Stone, who has a very red nose and wears a railroad collar extra large size, said in an interview after the landslide that the state central committee (meaning the Espee) had "spent no money" to carry primaries in any county.
This truculent old gentleman admitted that San Francisco, Alameda, Sacramento, Fresno, San Joaquin, Los Angeles and other counties had dealt Herrin a body blow—such a blow that it means practically the removal of the railroad from politics in California, but, says this funny old cuss, "when we hear from the INTERIOR we shall control the convention." The interior is where 393 delegates were APPOINTED by Stone himself. It was a deliberate steal of the convention, if Herrin attempts to gag the assemblage by such raw tactics as this. But he will never do it again.
Stone says "No money was spent by the railroad to secure these delegates." Probably all of them will ride to Sacramento on an Espee pass. That may be the way they do politics in the north, but San Diego is the only county in the south which has thus disgraced itself.

There is a unanimity of opinion among the leaders of the Lincoln-Roosevelt league that it will control the republican state convention at Sacramento May 14 with the ample total of nearly 400 delegates. They credit but 269 votes to the railroad machine, and it is believed that it is not at all improbable that the machine will give up the fight, just as it did in the municipal campaign last year.
The "organization" is making claims of controlling the convention by representing that all the appointed delegates from the interior counties will stand by Herrinism. They proceed on the theory that republicans from the upstate counties will take orders from the boss just as readily as the well-drilled push politician of the metropolis.
Of course, the railroad men know better, but in making their claims of being able to defeat the Lincoln-Roosevelt league they point out that 393 of the delegates have been "regularly" appointed. As a matter of fact, primaries were held in many of these counties, and furthermore many of the men who were arbitrarily appointed will not be taking program from Herrin.
The league has as yet developed no candidates for national delegates-at-large. Two will probably be allotted to northern California and the other two to the southern end of the state. The only suggestions that have been made in the north thus far are Mayor Clinton L. White of Sacramento and former Lieutenant-Governor Jacob H.

Logically, President Frank R. Devlin and State Secretary Chester H. Rowell might be regarded as the most available men to send as delegates-at-large, but both have expressed a desire that the high honors shall not be given to them because of their large activity during the campaign. They insist that no charge of selfish interests shall be made possible against them and that they shall not be shoved forward in the successes of the movement.

Mrs. Frances French, who left Los Angeles some time ago in company with W. R. Carpenter, former superintendent of schools of Orange county, says she will not make a contest for Carpenter's property.
Mrs. French sent a telegram giving notice of Carpenter's death, and asking what disposition to make of the body. She says she was married to Carpenter in a tugboat while on a visit to Catalina, that Carpenter told her he had secured a divorce from his wife, but that he had not clamped since the men who were arbitrarily appointed will not be taking program from Herrin.

Mrs. French sent a telegram giving notice of Carpenter's death, and asking what disposition to make of the body. She says she was married to Carpenter in a tugboat while on a visit to Catalina, that Carpenter told her he had secured a divorce from his wife, but that as a year had not elapsed since the divorce it would be necessary for them to be married on the high seas. She believes the marriage to be perfectly legal in every way.
She has letters in her possession signed by Carpenter in which he addresses her in very loving terms and uses much flowery language. She also has a letter from Carpenter asking her to join him at Mountain View, Idaho, where he died.
Before her former husband died, and while he lay ill in an upper room, she says Carpenter came to her and kissed her on the forehead and said he wanted to be a brother to her. Shortly after French's death Carpenter told her, she says, that he was very unhappy in his married life and that he had no love for his wife. For that reason she was not surprised when he told her he had gotten a divorce. In all the letters which Mrs. French has in her possession, Carpenter refers to her as his wife, and tells her it is her duty to be with him at all times.
These letters were written by Carpenter while he was absent from Mrs. French, and paying visits to his legal wife, and serve to show the remarkable duplicity of the man. In one of the letters Carpenter declares that he will commit suicide unless Mrs. French,
whom he calls his "darling" turns to him at once.
Mrs. French also has inscription a letter from Carpenter mother.
