Naval Strength of Nations
Naval officers are trying to figure where we are to stand in relative strength under the program which the United States tentatively adopted, after the defeat of the four-battleship bill.
According to the latest figures prepared by the naval intelligence office, which are corrected up to February 1 last, the navies of the world stood in the following order as to relative strength and importance:
England, France, United States Germany, Japan, Russia, Italy and Austria. In making that list England is given fifty-three battleships; France, eighteen battleships; United States, twenty-three battleships, not including the Idaho and New Hampshire, which have just been commissioned; Germany twenty-two battleships, and Japan eleven.
A table of vessels building or built February 1, credited England with six additional battleships; France, twelve; the United States six; Germany nine; Japan four; Russia six; Italy seven, and Austria three.
Including ships built and building the warship tonnage of the principal naval powers is stated as follows:

Although Great Britain stands first in battleships and cruisers and France is second in tonnage, the United States at present really exceeds France in the number and tonnage of battleships.
It is claimed to be impossible to indicate the future relative positions of the navies of the world, as that will depend altogether upon the program that each may hereafter adopt, but from the best information now obtainable it is not likely that there will be any radical change in the present relative strength of the principal navies for some years to come.

The Key of the Pacific
The cruise of the fleet is probably responsible for the passage by the House of the appropriation of $3,000,-000 for the erection of adequate fortifications at Pearl Harbor, in the Hawaiian Islands. Several weak points in our defenses have been revealed by the movement of the fleet to the Pacific. One of them is the lack of transports and colliers. Most of the supplies for the fleet have been carried by foreign vessels. Not enough American ships for the job were available. This was the first weakness which was discovered in our defenses. A lack of coaling stations is another weakness. This is particularly manifest in the Pacific.
Now that the fleet is soon to make the trip from our mainland across to the Philippines, to Asia and to Australia, we will find that the lack of
the fleet have been carried by foreign vessels. Not enough American ships for the job were available. This was the first weakness which was discovered in our defenses. A lack of coaling stations is another weakness. This is particularly manifest in the Pacific.
Now that the fleet is soon to make the trip from our mainland across to the Philippines, to Asia and to Australia, we will find that the lack of coaling stations is more serious than laymen had dreamed. Hawaii is on the high road between our Pacific ports and the Orient and Australia. Pearl Harbor is the most important strategic point in the Hawaiian Islands, and that group is near the center of the Pacific. The importance of Pearl Harbor as a naval station was one of the reasons for the annexation of Hawaii. Although we have had the islands for almost ten years, we have never made any real start in the work of fortifying Pearl Harbor.
The House acted wisely in appropriating sufficient money to make a good beginning in the work of creating a strong naval station in Hawaii. The object was so necessary that a partisan division was not made in the vote. The appropriation passed by a large majority. Undoubtedly the Senate will follow this good example. As the president has often urged this work he will be glad to use his influence in getting the Senate to ratify the action of the other chamber. Not quite so many new vessels will be authorized by Congress in this session as the president and the secretary of the navy have recommended, but a good beginning will be made in the work of fortifying Hawaii and the Philippines. This is a result of the cruise which had not been looked for at the start, but it will be very agreeable to the American people.

The increasing difficulty lying the capital city of the state with wood from neighboring provinces its fuel has come since of Cortez, has had to this pro-utilizing deposits of peat which been known to exist in the years ago Humboldt described significant forests within reach of Mexico. Today the region is only a second growth of little. The change has been brought by wood cutters and charcoal who have stripped the land it to reforest itself if it could, relapse into waste.
