MR. ESTUDILLO AND THE TURN-ABOUT PACT To permit the nomination of an unfit man for state senator, relying upon his defeat at the polls in November, would be such absurd politics that republicans of Orange county will scarcely hearken to it for an instant. Moreover, from the time the turn-about pact was brought about, through the extreme political hostility existing between Riverside and San Bernardino counties, dating back to the campaign of 1892, when E. C. Seymour of San Bernardino succeeded himself as senator from this district, it has been an unwritten rule among the counties forming the district that a nominee proposed by one county must be acceptable to the republicans of the other counties before they would agree to his support. Failing thus to receive such support, the other counties were free to name another candidate. This was exemplified in the campaign of 1900, when Riverside pro-Orange county intends a clean, strong, anti-military for senator, and then And we want no more in the United States George C. Failing thus to receive such support, the other counties were free to name another candidate. This was exemplified in the campaign of 1900, when Riverside proposed George Frost for senator, and San Bernardino, refusing to endorse him, offered its support to an Orange county man, who refused the proffered honor. Riverside was forced to substitute Caldwell, who was nominated after Frost's withdrawal, and elected at the ensuing election. In passing, it is worthy of note that Riverside attempted to secure his renomination four years later, ignoring the turn-about agreement which gave Orange the right to name the candidate. Only the fact that Orange county had a larger vote in the senatorial district convention made it possible to defeat the ambitious up–valley man. Now, as we understand it, Estudillo is not the choice of Riverside for senator this year, not by much. He controls, or expects to control, three supervisor districts, and practically concedes two to his opponent. If a fair vote were had in the Riverside county convention, Estudillo would receive 6 votes and Meharg 4. But by spiking the convention, by electing delegates to the senatorial district convention "at large," his weight in the three supervisors districts will outweigh the opposition to him in the other two districts, and he will thus secure the entire delegation of ten votes. This is his plan, as it comes to us, well authenticated from Riverside. Even if Estudillo were the unandistrict. This is his plan, as it comes to us, well authenticated from Riverside. Even if Estudillo were the unanimous choice of Riverside, Orange would yet have the right, through this established precedent, of objecting to him because of his railroad affiliations; but he is not the choice of loyal, machine-free republicans of Riverside, and he seeks to stifle them by spiking the county convention, so that the minority against him may have no representation in the senatorial delegation. Will Orange county stand for this unclean manner of doing politics, relying upon defeating him in November? Certainly not. The senator elected from this district this year will vote for successors to United States Senators Perkins and Flint. Walker with being shy when it comes to bobbing up for office. Whenever there's half a chance to obtain a job at the public crib, Walker is there with the goods. Two years ago he was the nominee of the republican convention for sheriff. True to his bungling way of doing politics, he and his associates called the convention in June, because he was afraid Frank Vegely would have defeated him if the convention were held at the usual time in August. After Walker tucked away the nomination in his inside pocket, there was nothing doing for two months. Walker signed the anti-saloon pledge card, and when charged with it, denied the fact all over the county. His weakness grew as the ides of November came on apace, and Theodore Lacy whipped him handily at the election. As the day of election approached, he calmly admitted signing the anti-saloon card, adding he had done no more than to "sign his oath of office" and that "it would be all right." He went into retirement for a time, but when the proposition to vote $600,000 for good roads came up for discussion last year, Walker immediately announced himself as a candidate for one of the commissionerships. This was the last straw which broke the back of the good-roads bonds, and they were chased back to the woods. This was the last straw which broke the back of the good-roads bonds, and they were chased back to the woods. When the grand jury was appointed some months ago, Walker was there again with the goods, and was chosen chairman of that body. He was at the meeting of the county central committee at Santa Ana the other day, doing dirty politics for the railroad in whose employ he is. He desires to go to the state or senatorial convention, wants to be chairman of the new county central committee and wants to name its secretary. He is actively planning for the selection of delegates to the state and senatorial conventions, and if men selected by him are elected by the county convention, they will vote for the continuance in power of the railroad machine, which pays this man for doing this political work for it in this county. If his delegates to the senatorial district convention are chosen, it will mean support for Estudillo, the railroad candidate. He is charged with handing out railroad passes to those who will do the railroad's bidding, and is in other ways carrying out orders of his superiors. Do Orange county republicans need this personal representative of Mr. Herrin to do politics for them? We think not. It is time to retire this paid minion of the railroad machine. It provided that the railroad company must furnish cars on demand to shippers, within five days' time, and failing so to do the railroads should pay the shipper at the rate of $25 per day for every day, after five days had elapsed, that such cars remained unfurnished. On the other hand, if the car were furnished, and the shipper failed to load such car expeditiously, he was to pay the railroad $25 per day for every day the car remained unloaded upon the track. Orange and walnut and celery growers of this county, as well as other shippers, whose crops rotted in the fields because there were no cars to transport them to market, favored the bill, as did all other fair-minded people. Estudillo was in his seat during all the discussion upon the bill. The railroad lobbyists declared the bill should not pass.
