Anaheim Fire Department Members of Anaheim Fire department held an interesting meeting on Wednesday evening. The following by-laws were adopted: PREAMBLE The object of this organization shall be to maintain a Volunteer Fire Department, for the protection of life and property in the city of Anaheim, California, and to promote harmonious action among its members. ARTICLE I. Section 1. The name of this organization shall be the Anaheim Volunteer Fire Department. Section 2. The meeting place of this organization shall be in the City Hall, in the City of Anaheim, California. Section 3. This Department shall consist of one Hook and Ladder Company, one Wagon Company and one or more Hose Companies. Section 4. This Department shall consist of twenty active members. On and after the adoption of these By-Laws, no applications for membership shall be received by the Department until the number of members shall have dropped below twenty. ARTICLE II. OFFICERS Section 1. The officers shall be a Chief, an Assistant Chief, a President, a Secretary and a Treasurer, who shall be elected by the entire Department, at the regular meeting in January of each year; and to serve for one year, or until their successors are elected. Section 2. An Auditing Committee to consist of three members, shall be appointed by the President, to serve for one year. Section 3. Two Fire Police shall be appointed by the Chief to serve for one year. Section 4. The officers of each company shall be a Foreman and an Assistant Foreman. ARTICLE III DUTIES OF OFFICERS Section 1. President: It shall be the duty of the President to preside at all meetings of the Department and shall have the power to appoint all committees (unless otherwise ordered by the Department), and to call special meetings of the Department, and must sign all warrants drawn on the Treasurer. Section 2. Secretary: It shall be the duty of the Secretary to keep a record of all the proceedings of the Department, to notify all officers of their election, and every committee of its appointment, through its Chairman; keep a roll of the Department, and call the same at every meeting and after every fire or drill, noting the members present; to keep a financial account between the members and the Department; to receive all moneys due, and pay them to the Treasurer, taking his receipt for the same, and draw and sign all orders upon the Treasurer; and to affix the seal of the Department thereto. Section 3. Treasurer: It shall be the duty of the Treasurer to keep an accurate account of all receipts and disbursements, in a book provided for that purpose; to receive from the Rapid changes of temperature are hard on the toughest constitution. Auditing Committee: Be the duty of the Auditing Committee to audit all bills and accounts of the Department, at the same year or when the President direct, or when, in their discretion it is necessary, they shall fill books and accounts of the Secretary and Treasurer. 5. Chief and Assistant: Law and City Ordinances must be the duties of the Chief Assistant. 6. Foremen: It shall be the duty of the Foreman to take care of their companies at all fires, and drills, subject to the Chief; to see that the fire is kept in order and to disobedience of orders, or fire apparatus to the moon as possible. 7. Fire Police: The Fire Department arriving at a fire or re-entering an alarm, to take charge of property and keep same charge until released by the Chief to protect the hose from over by vehicles. In meeting shall act as Masters-at-last assist the President in any order. ARTICLE IV. MEMBERSHIP Section 5. Every officer or member absent from a regular meeting of the Department shall be fined ten cents; any one so fined may have said fine remitted on showing that he was absent from the city, that he or some of his immediate family were sick or that he was engaged in some work necessary to be done at that time; should the member neglect to excuse himself, the fine shall stand. Section 6. Any officer or member absenting themselves from three consecutive meetings of the Department without excuse or leave of absence, may be expelled at the option of the Department. Section 7. Any officer or member wishing to leave town, shall secure a leave of absence from his foreman or Chief, until the next regular meeting; such leave may be prolonged at the pleasure of the Department. Section 8. Any officer or member convicted of a felony, guilty of disobedience of orders of his superior officers, or transgressing the established rules of society, may be expelled by a two-thirds vote of the Department after he shall have had a hearing. Any one so expelled cannot be reinstated. Section 9. It shall be the duty of all members to assist in taking the apparatus to the fires, no member shall pass the apparatus on a wheel or in any other way when men are pulling the same; he must stop and help to pull. Members who violate this rule may bereprimanded by the Chief, or fined. Section 10. Members using baths or closets must observe ordinary cleanliness; members violating this section will be fined one dollar. Section 11. Each member will be allowed space in a locker to keep his uniform, such locker and uniform to be the property of the Department; and not of the member; if such uniform is lost or damaged by his carelessness, he shall pay the Department the full cost of such uniform. ARTICLE IV. MEMBERSHIP 1. Every member of this department must be an able bodied, male, not less than twenty and more than fifty years of age; he must be a citizen of the United States and a permanent resident of Anaheim. 2. Section 12. Smoking is prohibited during all business sessions of this Department, and no gambling shall be allowed in the hall at any time. Section 13. No assessment or tax shall be levied unless by a two-thirds vote of all members present, at a regular meeting, due notice having been given of such intention. Section 14. That all members answer roll call to Secretary at City Hall after all fires and false alarms, unless excused by Chief or Foreman. ARTICLE V Section 1. The regular meetings of the Department shall be on the first Wednesday of each month; the hours of meeting shall be as follows: From the 1st of October to the 1st of April at 7:30 p.m. and from the 1st of April to the 1st of October at 8 o'clock p.m. Section 2. Special meetings: Special meetings of the Department may be called by the President when he deems it necessary, or must be called by him when requested to do so in writing by ten members, such request shall state the object of such special meeting. The call for any special meeting must precede the date set for such meeting by at least twenty-four hours. The regular meeting in January shall be termed the Annual-Meeting. Section 3.
