PERKINS ON A BIG NAVY
Rapidly Growing Sea Commerce of the Country Demands Enlarged Naval Establishment—Pays in Time of Peace
Senator Perkins of California spoke upon the necessity for a greater navy in an address delivered in the senate a few days ago. The senator advocated a policy of naval construction which would keep the navy of the United States second among the navies of the great powers at all times.
He made a long speech in favor of his resolution. His resolution provides that "it should be the policy of this government, while not adopting a continuous program fixing the number of naval vessels of any type to be built in future years, to maintain its present relative position in a comparison with the navies of the other great powers."
Discussing the resolution, Senator Perkins called attention to the dispatch of the battleship fleet to the Pacific, which, he thought, was proper on account of our growing commercial intercourse with the Orient and our island possessions.
"The policy which sent the fleet to the Pacific," said Mr. Perkins, "is wise and necessary if we are to retain on that ocean the prestige that will give a fair and open field to our sea trade. When the fleet, now on its way to San Francisco, is joined by the other effective vessels on the Pacific, we shall have a fleet of eighteen battleships, eight armored cruisers, thirteen protected cruisers, thirteen destroyers, five torpedo boats and two submarines. The battleships and cruisers alone will do the work quickly and without a particle of pain. It is the new war ing corns, bunions or callous. The Pacific fleet will be amply able to protect our interests in that ocean.

Sketching the growth of the new navy from 1883, when the vessels of the famous White Squadron of evolution were authorized, he said we today have become the second sea power in the world, surpassing France by a small margin in the strength of our fighting forces and “far outstripping Germany, Russia and Japan.”
He declared we were easily able to maintain this lead, that, by authorizing only two more battleships of the big gun type this year, we shall still lead France by 40,000 tons of sea fighting force.
Reference was made by Senator Perkins to the change in the character of the battleships resulting from the lessons of the naval engagements of the Russo-Japan war, which “taught the importance of big ships carrying big guns, so that a greater weight of metal can be brought within a shorter battle line.”
“All the naval powers are building ships carrying only twelve-inch rifles for offensive purposes,” he said, and a comparatively few small, rapid-fire guns for defense against torpedo boat attack. We have two ships of this type under way, each being 20,000 tons displacement and, and carrying ten twelve-inch guns. By July 1, 1907, our navy consisted of 325 vessels, of which 285 were ready for service. Our fighting strength resided in 144 vessels comprising 22 battleships, 10 armored cruisers, 41 cruisers, 16 destroyers, 32 torpedo boats, 12 submarines and all coast defense vessels.”

Senator Perkins said that the cost of the vessels of the new navy, built, building or authorized, is $369,359,190, while the total expenditures on account of the naval establishment since 1883 has been $1,244,651,029. "But," he declared, "this vast expenditure is not, as may be claimed by some, unproductive. The construction of the ships of our navy gave such a stimulus to the iron trade that more iron mills were established, better material produced, prices were lowered and iron and steel came into general use in all kinds of construction so that now we are the greatest iron and steel manufacturers in the world.
"In 1880 there were only 140,000 wage earners in the iron and steel industry of the country, earning $55,-000,000 and turning out products worth $295,000,000. In 1905 there were 857,-000 wage earners earning $482,000,000 and turning out products worth $2,176,-000,000. The average wage increased from $400 to $560. One year's wage of workmen in the iron and steel industries will today more than pay the cost of all vessels of our new navy, built, building or authorized, and one half the value of the iron and steel product for a single year will pay the entire cost of the naval establishment since
