THE TARIFF ON BEET SUGAR
From Standpoint of California Beet Grower, Foreign Sugars Should Not Be Admitted Free
EDITOR GAZETTE:—The average man does not go deep enough into the sugar tariff question to understand details but he knows in a general way that to open the markets of the United States to the cheap labor of the world would put our beet sugar factories out of business.
California's beet sugar industry is now producing on the average nearly $10,000,000 worth of sugar per annum. Increase the number of factories ten-fold on the average and the production of beet sugar in this State becomes prodigious.
But for the policy of the United States in letting down the tariff bars to Cuban sugar five years ago, the quantity of sugar produced in the United States would exceed 1,000,000 long tons. Ten years ago the prospects were good that this country was in a fair way to produce all the sugar the country could consume. When the agitation for Cuban reciprocity treaty began, eighty-six new beet sugar factories to cost $50,000,000 were in course of organization in the United States. All were immediately abandoned, and but six of them have since been revived. As a result of such legislation capital has seen the Hawaiian sugar crop jump from 9,000 to 400,000 tons, the Porto Rican crop from 35,000 to 220,000 tons and the Cuban crop from a few hundred thousand to 1,500,000 tons, all of which naturally comes to this country thereby reducing the prospective market for a like amount of home CASH for your Property state and business thing salable. And now with the increased Cuban output being dumped into our markets, the American grown producers of beet sugar are asked to submit without a protest to the free entry of sugar into this country from the Philippines though already every dollar collected in duties upon Philippine products exported to this country is covered back into the Treasury of the Government of the Philippine Islands and used for the benefit of the Islanders.
Now comes Cuba not satisfied with the $66,000,000 adverse trade balance against this country and demands free trade because of American intervention and occupation.
Using the slogan "America for Americans" where does it come in?
Where does the American farmer or the American farm laborer get any benefits from the policies which have been pursued? The report comes from Washington that the German Reciprocity Agreement negotiated last spring provides for a net reduction of twenty per cent in the tariff rates on German products. This puts German sugar importations on the same basis as those from Cuba and if ratified by the Senate will let millions of pounds of German beet sugar into this country. With Cuba, the Philippines and Germany pouring sugar into this country, how long will the home industry just getting upon its feet survive the deluge. The Secretary of War has championed Cuban Reciprocity and Tariff Revision as well as free trade with the Philippines, promoting a policy that has no other purpose than taking from American laborers their domestic market, the only place where they can utter their demand in terms of their supply of brain and brawn and forfeiting for a time, at least, the great difference between American and foreign pay rolls. Notice is hereby given that at a meeting of the directors, held on the third day of February, 1908, an assessment of two dollars per share was levied upon the capital stock of the corporation, payable on or before March fifth, 1908, to the Secretary of the corporation, at the office of the corporation, in the Backs building, Los Angeles street, Anaheim, California.
