Fair Play for the Railroads
An interesting and rather astonishing array of statistics is given by Logan G. McPherson in the North American Review for November. He points out with a clearness that must surprise all those citizens who are in the habit of blaming the railroads for all their ills, that figures that will not lie are saying a lot of good things for railway corporations. The United States census, the reports of the Interstate Commerce Commission and the records of the year book of the Department of Agriculture, are placed side by side for the purpose of telling just what they really mean. Taking the good American dollar as the unit of measure of value, it is found, among other things, that the net returns to the railroads of this country for the year 1905 ($616,341,657) were less than one-third the net returns to the country's manufactures, with nearly the same total capitalization, and less than one-fourth the net returns to the farmers of the nation.
If it be claimed that the low net return to the railroads is because of their inflated capitalization, the reply is made that the present total capitalization, including all inflation, is only about $52,000 a mile, far less than that of the roads of any other country, as shown by President Hadley of Yale, President Roosevelt and other authorities. And to make its profits the railroads have to spend more money than either manufacturers or farmers. Truth telling figures again show here that to get one dollar back in net returns it costs manufacturers $6.62 of capital, farmers $9.44 and railroads $22.40.

All deductions show that while the administration of the railroads is far more economical than that of either manufactures or agriculture, the returns to capital are far less, and this means that the prices for the railroads' product-transportation rates are relatively lower than the prices for other products compared. Again, Interstate Commerce Commission figures show the average railway rate per ton per mile for 1905 to have been a decrease of 8.8 per cent. over the ten-year period between 1890 and 1899.
That piratical speculators have brought about an unreasoning prejudice against the railroads the writer concedes, but he urges the necessity of fair play if the nation's general health and prosperity are to be assured, and suggests the wisdom and good sense of readjusting popular impressions to fit the facts that the figures here quoted unmistakably demonstrate.
Grand Jury's Report on Roads
We find the roads of the county in a good condition with a few exceptions.
In the Second Supervisorial District we call the attention of the Supervisor to the following roads and their condition:
Westminster Road needs grading through Westminster; also the road from Bixby's ranch to Bay City needs grading; the grade on the Huntington Beach Road near Newland's is too narrow; the bridge on road running south to pickle factory is in bad condition.
In the Third Supervisorial District we find the road running west from Anaheim, known as the "Ball road" very much in need of grading at the west end. The road running from Garden Grove to Anaheim is very rough and full of chuck holes; also the road running west from Anaheim known as West Center street is very rough. We find Placentia avenue very badly cut up from heavy hauling. We recommend that this road be graveled. The road running from Anaheim to Pla-

Paulsen's is dangerous from the fact that the same does not extend across the road.
We find several places in the Fourth Supervisorial District where irrigation water has been allowed to run in the center of the roads; we recommend that the same should be graded to keep the water in the gutters. We also find the road approaching the West Orange bridge in a very bad condition, particularly the west approach.
